Capitalization of Adriatic-Ionian Reliable Intermodal Connections to support the EUSAIR Action plan

• CARICA intends to capitalize the achievements of the IPA Adriatic CBC Programme 2007-2013 taking advantage of the results and findings of three different projects financed under the three different calls of the Programme:

ADRIATICMOS (1st), INTERMODADRIA (2nd) and EASYCONNECTING (3rd call for strategic projects). The main aim is to improve intermodal freight transport infrastructures and services within the EUSAIR area of influence.

• CARICA will reorganize a joint transnational database of hard and soft infrastructural bottlenecks impeding the intermodal transport development in the premises of the Adriatic Ionian area in order to share it with decision makers and public and private practitioners.

• CARICA will define the main obstacles towards the development of MoS and related inland networks capitalizing the results of the ADRIATICMOS project and will prepare specific technical and financial feasibility studies for the upgrade of MoS intermodal infrastructures and services. All feasibility studies will take into consideration forecasted freight flows of ADRIATICMOS,

GUIDELINES will be outlined to face the possible transition from public- based investment programmes for the development of infrastructures to a PPP based approach, where the public sector will be formally requested to drive private efforts towards the development of innovative infrastructures and services.

This involvement will be furthermore supported using FEEDBACKS COMING FROM STAKEHOLDERS that are actually creating synergies on the market and that will participate to tailor-made initiatives aimed at exploring further connections between these synergies.

As an additional result, key objectives to be taken into consideration when developing FINANCING SCHEMES supporting macro strategies will be defined, as well as to a shared definition of ACTION PLANS on the strategies and priorities to be adopted at Adriatic-Ionian level for the development of freight transports.

Project Expected outputs

INTERMODADRIA and EASYCONNECTING ensuring that the proposed intervention takes into consideration the evolution of freight traffic in the EUSAIR area.

• CARICA will endorse the recommendations of the completed projects ADRIATICMOS, INTERMODADRIA and EASYCONNECTING with the aim of achieving a comprehensive overview on infrastructure development to be discussed with stakeholders, and deepening the analysis of financing schemes necessary to cope with the current lack of national, regional and local funds, thus also considering the use of PPP.
