1877.1The Constitutions certainly attach great signifi- cance

General Chapter: "The general chap- ter is theprincipal
sign of the Congregation'sunity in diversity. It is
thefraternal
meetingin which
Salesians carry out a community study and reflec-
tion
to keep themselvesfaithful
to the Gospel andto their
Founder'scharism, and
sensitiveto
the needsof time
and Place.Through the general chapter the entire Society,
opening
itselfto
the guidanceof
theSpirit of
theLord,
ieeks to discern God'swill at
a specific mo-ment in history for
the purposeof
rendering theChurch better service" .2

without
going fully into what a Chapter is' we must recognize that its convocation is of special significance and representsa call to fulfil

after analyzing a possible process of prepara-tion we
have decidedon
18 February 1996 as the opening date at the Generalatein
Rome, Via della Pisana 1111. The Chapterwill
beginwith
a retreat, andit
is expected that itwill
continue for some two months, finishingnot
later than 20 April;* in
due course the technical commission was appointed and,with
the Moderator, has decided on the preparation process and arranged for the draw- ing up of the guidelines to be sent to the provinces for their sensitization and active participation in the coming Chapter. Youwill find the
resultsof
theirwork in
anotherpart of the
present issueof
the Acts.The
Regulations alsorequire that the
RectorMajor
sendout a letter indicating the

purpose of the Chapter". That is the purpose of the present circular.
It
should be kept in mind however that anotherimportant and vital
aspectof the
Chapteris
the electionof the
RectorMajor
andthe
membersof
his Council.I

a formality but to ask for the partici-pation
and shared responsibilityof all
confreres,3 through abundant prayer that the Lordwill
give to the Congregation the superiors needed at the pres- ent historic moment of the Church, theworld
and young people. Ontheir
serviceof
animation and government,on the docility to the
impulseof
the Holy Spirit, on their ability to be bound to the foun- dational charismof our
father Don Bosco,will
de- pend in a special way the numerical and qualitative increaseof our
Society.2. THE CHOICE OF THE THEME
The GC23 had already given
to the
Congrega-tion a
precise and demanding taskin
connectionwith lay
people.It had
expressedthe
followingwords
directedto the
RectorMajor and
General Council:"The
RectorMajor, through the
Depart- ments concerned,will offer
elements and linesof
thoughtfor a
'layproject' in
the Congregation".aThe same Chapter also declared unequivocally:
"A
changeof mentality is
needed... in the
first placein
the Salesians themselves".sWith the convocation of the GC24
it
is clear that the time has come to verify the result of these state- ments andto
relaunchin
efficacious fashion the steps taken by the communitiesin
connectionwith
the hopedfor

The substance, in fact, of what we a.re hoping to reahze at the present day through the GC24 has its
origin in the
distant past, and hasits
rootsin
the experienceof
Don Bosco himself.We
cannotforget,
however,that the
Church has lived through new and deeply renewing events proclaiming that the hourof
thelaity
has struck.Such items,
for
instance, have been:-

on the Peo- ple of God and its chapterfV
dedicated entirelyto
the lay faithful;-
Gaudiumet
Spes,which
analyzes the presence of the Churchin
the world and, after examining and reformulating Christian anthropology, goes onto
considerin
the secondpart of the
docu- ment the more urgent problems linkedwith
the various areas in which the lay Christian is calledto
realizehis or her
vocation. One needthink
only of the problerns of the family, of culture,of
the economy, of politics, of peace andin
wider terms of the problems of theworld in
general;-
the decree Apostolicam Actuositatern considerswith
balanced attentionthe different
perspec- tivesin which the lay
apostolateis
realized in the Church, in harmonywith
its global mission, emphasizing the commitment to evangelization,to the Christian animation of the
temporal order, and finally its charitable mission;-
coming nearer to the present day, the Apostolic Exhortation of John PaulII
on the vocation and missionof the laity in the Church
andin
theworld,
Christifideleslaici, to "stir
and promotea deeper awareness among all the faithfirl of the
gift and
responsibilitythey
share,both as
agroup and as
individuals,in the

about the laity, his commitment to getting themfully
and responsibly involvedin
his mission, his seeking tothe end of his life for
convincedand
generouscollaborators, his conviction that unity
givesstrength
to
those workingfor
good-
how have allthese been renewed
by

are his heirs?Hence
the
choiceof the
themefor the
GC24, whichwill
offer all confreres and communities op-portune
guidelinesfor
renewingthe
relationship between Salesians and lay people along the linesof
the most genuine tradition.3. A
RAPID GLANCE AT SALESIAN TRADITIONDon Bosco understood
intuitively the
essential importanceof his
missionto the young and
the poor being sharedby
a vast movementof
persons (priests, religious and lay people),In
fact theactivi
ties
of the
Oratoryin
itsfirst
years he carried outwith
the assistanceof
numerous collaborators, be- ginningwith
the help of his own mother, Margaret Occhiena.THe chose them
from
among those who showedan aptitude and
availabilityfor the
educationof
needyyouth,
and he used them principallyfor
the animation of free time,in
recreation,in
assistance, andin
the teachingof
catechism.He took care of their initial training
and plannedfor them
a prograrnmeof
continuing for- mation,for which
purpose he had frequent meet- ingswith
them.8 He involved them in the life of the Oratory and entrustedto

experienceof
Don Bosco there developed a salesian suggestionto
lay peoplewho want to
respondto an invitation
to"help Don Bosco".
The lay person who commits himself to the ser-
vice of the
salesian mission sharesDon
Bosco's apostolic anxiety, interpreting his spirit and lovefor the
young.He
becomes evermore
involvedin
atrue
sharingof
responsibilityto
thepoint of
livingto the full the
protagonismderiving from
Don Bosco's charisma.Such work, sensitivity and availability
have been evident from the beginning in varied formsof
collaboration and sharing.When
we
dealtwith the topic of the
Salesian Cooperators,we made a close examination of
salesiantradition in this
connection.I invite
youto
read againwith
attentionin
AGC 318 (the Asso-ciation
of Salesian Cooperators) the reflections wethen
madeon the
central aspectwhich
concerns us.For our Founder the determining element of the presence of the lay person is
not
only the capacity forwork
and active intervention,but primarily
the possibility of fully sharing the spirit which animates education and the apostolate in the thought of Don Bosco.4. THE
STATEMENTOF THE
THEMEOF
THE CHAPTERThe expression used
to
indicate the taskof

between teacher and pupil,but
an interpersonal and institu-tional
relationshipwhich

be deepened, foste- red and followed upwith
a view to mutual enrich- ment.The Salesians have something very valuable to
offer the laity, while the latter
can givethe
Sale- sians original elementsin
their being and activity.These mutually enriching relationships need to be rooted
not
so muchin
requirements associatedwith a
possible decreasein the number of
Sale-sians,
but rather in the notion of
complementary roles in a common mission rethought in the lightof
the ecclesiology of VaticanII.

communion emphasizes the close re- lationship of personsin
the light of the objectiveof
living together, of mutual friendship, of activity and intercommunication; the term sharing implies a re-inforcement of communion, giving further
em-phasis
to
the aspectof
active participation of both parties.* Spirit
and mission of Don Bosco"; this is an expressionwhich
refersto
his charism as a Christ- ian educator.It
must be repeated thatit
is precisely the genuine spirit of Don Bosco that must enlightenthe mutual relationships, as also his
concrete mission.e47

In this
perspectiveit
becomes possible, as we shall see,to recall
thedifferent
levelsin
commu-nion
and sharingon the part of
manylay
peoplewho work at our
sideor draw their
inspirationfrom our
educative project.This expression also recalls the salesian commu-
nity to
a taskwhich
hastrue priority: that of
the formationof
thelaity;
i.e.the
Salesians must givepriority to the
tasksof spiritual and
pedagogical animation, and give greater attention to the forma- tion of collaborators and those who share responsi-bility with
us, before undertaking other activities.Here too is relevant the indication of
the
GC23,n.232: "A
changeof
mentality is needed... in
thefirst
placein the
Salesians themselves",to
foster the professional approach, educational ability, and witness as regards educationto
the faith.toThe spirit and mission of Don Bosco, shared to- gether
by
Salesiansand lay
people,will need
a common formative process,which will
haveto
besuch not only in
contentbut
sometimes also intime. The latter will
facilitatethe
assimilationof
the giftsof
each group and of the vocational diffe- rences.5.
THE MEANING WE GIVE TO THE TERM'LAY"
In our
numerous andwidely varying
founda- tions there is,in
fact, considerable spacefor
many persons allof
whom wecall "lay", but who differ
widelyfrom
each other. Some of them are practis- ing Catholics and true members of Christ's faithfi.rl;others are Christians
but not

lievers who go so
far
as to call themselves atheists:a whole variety of persons according to the cultural characteristics of the local territory.
And then
what
arewe to
say alsoof the
term"lay"
as commonly used outside ecclesial circles,with a cultural
andpolitical
senseof an
agnostic kind?We cannot allow the
work
of the General Chap-ter to become
submergedin a background
so elastic as to paralyze the attainment of concrete ob- jectives.We shall not interpret correctly the living mean-
ing we want to
giveto the term
unlesswe
startfrom the
conceptof
VaticanII
(developedin
theApostolic Exhortation Christifideles laici)
which ensuresthat we
havethe first and full
ecclesial significance.Such an aspect must also shed light on the vari- ous levels
of which we
EIre aware amongthe
lay people (in the broad sense) who surround us; itwill
constitute the yardstick, as
it
were, and the goalof our
relationshipsof
communion and sharingwith
them. We must never forget that what we havein mind
are always lay peoplewho
are committed in someway and
sympathizerswith the spirit
and missionof
Don Bosco,which
is objectively a cha- rism of the Holy Spirit in the Church for the world.We need to recall therefore, albeit briefly, what is a
true "lay
Christian".The dogmatic Constitution Lumen
Gentium presents the lay person in the following terms: "Theterm 'laity' is here
understoodto mean all
thefaithful
except those in Holy Orders and those who belong to a religious state approved by the Church.That
is, thefaithful who
by baptism ore incorpo' ratedinto
Christ, are placedin

in
their own way share the priestly, prophetic and kingly office of Christ, and to the best of theirability
carry on the mission of the whole Christian peoplein
the Church andin
theworld".tl
On
the other
hand,the
Council itself presents the insertion of the laityinto
temporal and earthly realities,not
only as a sociological fact,but
rather and specifically as something theological and eccle-sial, as the
characteristicmanner in which
the Christian vocation is lived: " they livein
the world,i.e.
they are engagedin
each and everywork
and business of the earth andin
theordinary
circum- stances of social andfamily
lifewhich,
asit
were,constitute their very
existence.There they
are called by Godthat,
being ledby the Spirit to
the Gospel, they maycontribute to
the sanctification of theworld,
asfrom within like
leaven, byfulfil- ling their
ownparticular duties.
Thus, especiallyby the
witnessof their life,
resplendentin faith,
hopeand charity, they must manifest Christ
toothers".t2
They live out their commitment on a
doublefrontier: within
the Church andwithin
the world.The harmonization of the double attachment, in the unity of personal life, compels all in the Church to work for the growth of this vocation, in line
with
the three great urgent needs recalled in the Aposto-
lic
Exhortation Christfidelesloici:

the indispensability ofboth
an ecclesial and so-cial formation,
sincethey must commit
them- selves on both fronts;- the
importanceof an
appropriateand
actualspirituality,
asa
responseto the
new demandsof

the continued needof
supportin their difficult
processof
presence and animation, so asto
be manifestly"the
sacramentof God's love"
to contemporary men and women.6.
"SECULARITY",THE
"SECULAR DIMENSION"OF THE CONGREGATION, THE "SECULAR CHA- RACTER" OF THE LAY FAITHFUL
But
for
us,in
fact, theterm "lay
person", even in the light of these precisions of the Council, has a wider effect;it
compels us to think matters out in a more gradualbut
stimulating way.l,et us recall how Vatican
II
has relaunched in a new form the concept of"world" (Italian
'secolo'), and has rethoughtthe
relationshipof the
Churchwith it:
no longer the "Church and theworld",
but"the
Churchin
theworld".
From this there emerges a vision of " secularity"
as an existential and
sociologicalcondition of
everyone:it is a
simplefact;
andin it
thereis
a great dealof
goodand a
great dealof evil.
The present processof
secularizationwould
need to know better and develop its multiple values which are often neglectedby
a reductive mentality, even though it be religious. Unfortunately, however, this process leads allto
easilyto
a secularismwhich
isharmfirl
and immanent.In any
casea
renewedtheology of
creation helps usto
a knowledge of many secular values by leading us to a discovery of the positive sense of theworld,
createdby
God,taking
account alsoof
itsdynamic
elementsof evolution and
development (the signs of the times) which are found objectively situated atthe
foundationof the

which
nowadays demandnothing
lessthan
anew
evangelization.To be
convincedof this,
allyou
haveto do is
considerthe "new frontiers" of
which the Apostolic Exhortation Christifideleslaici
speaks.l3
Unfortunately secularism distorts the many val- ues of secularity,
with
the resultthat
man, insteadof
beingthe way of the
Church, becomes trans- formedinto a
usurperwho
manipulates and mis- uses these values, thusbringing
abouta
noxious anthropocentricism.Secularity
without the
Creator,without
Christ who sumsit
upin
a newform,
isin
fact a sortless reality.It
remains always a treasure chest,rich
in values,but in
unskilled hands its very riches serveto
cause its degeneration.Christ,
the
Church, vocations,are all born in
the secularity of the world,but
bringto it
the soulof
the Creator and Saviour.In
this way Jesus andall the
Peopleof
God are bearersof
an indispens- able " secular dimension", wkich
addsto the
rea-lity of the world
avery
special vocationof
salva-tion. It
is importantfrom
this standpointto
distin- guish between "secularity" in itself and the "secular dimensionof the Church"; the first is a fact,
an existential and sociological condition:it
is the being of theworld
involving its future, the commitmentsof
science and technology, commerce,Iife in
so-ciety, etc.,
but in
a way that can be partial, reduc- tive, non-transcendental and leading astray.The "secular dimension of the Church", on the other hand, implies a particular assumption of sec-
ularity in
its values and implies an operative man- dateof
salvationon the part of the
Creator and Saviour:it
is a vocationwith
a wide responsibilityfor
the liberationof

This secular dimension, shared by all the People of God, is realized
in
different and complementary ways by its members.Rightly was

declarethat
thewhole Church "has an
authentic secular dimen-sion, inherent in her inner nature and
mission, which is deeply rootedin
the mystery of the Word Incarnate, andwhich
is realizedin
different forms through her members".laIn this
sensethe 4th
Latin-American Bishops Conference proclaimed asbeing
inseparably uni-ted,
underthe
synthesizing perspectiveof
"Christ yesterday, today and the samefor
ever", the proc- lamationof the
Gospelwith
human advancement and Christian culture.Now, when we consider the tasks proper to the specific vocation
of
Don Bosco, wefind
massively presentin it the
incisivenessof a very
particular and concrete "secular dimension".It is
a charismthat has been
raisedup in the Church for
theworld: the choice of education
in
the cultural field,the
operative senseof the
renewalof human
so-ciety, the awareness of what is lacking
in
civil life, the demands of the family, the challenges of needyyouth,
attentionto the formation of a right
con- science among people,the
efficacyof
social com-munication, etc. The very figure of the
Salesian Brother is an original elementin our
clear secular dimension.Don Bosco's charism is an
ecclesial realitywhich
would have neither sensenor
physiognomywithout its
concrete andvery
demanding secular dimension;it would
have no meaningwithout
the world,just
asit
is,in which it
feels itself called to practical collaborationto
repairthe

competence and professional approach.In the laity, in fact, the
"secular
character"must be considered as
their
proper characteristic."Certainly," says the Pope, "all the members of the Church are sharers in this secular dimension but in different ways.
In particular
the sharingof
the layfaithfuthas
its own manner of realization and func-tion which,
accordingto the
Council,is
'properly andparticularly'therrs.
Such a manner is designa- tedwith
the expression: 'secular character'.tsFor these lay people "secularity" passes from an existential
and
sociologicalcondition to a
voca- tional theological commitment.In
other words sec-ularity is
consciously assumed asa
qualifuing ele-ment of their own
Christian existence,which
nolonger
remainssimply a common fact
(being in theworld), but
becomesa
freely made choicefor
the practical living out of baptism. The"world"
be- comes the setting and means of their own Christian vocation, "called to contribute to the sanctification of theworld,
asfrom within like
leaven". Thusfor the lay faithful, to be
presentand active in
the world is not only an "anthropological and sociologi- cal realitybut, in
a specificway,
a theological and ecclesiologicalreality
aswell"; it is the "place" of their
vocation and mission."The lay
personis
a memberof the
Churchin the heart of the world and a
memberof the world in the heart of
theChurch",
declaredthe
Latin-American Bishops at Puebla.All this prompts us to keep
in
mind an observa-tion particularly usefi:l for
approachingwell
the therneof
the coming Chapter.It
isworth
our while to emphasize the close as-2

harmonization be- tween the "secular dimension" of our Congregation andthe
"secular character" of very many lay peo- ple who share our choice of the social and cultural sectorof
education.It
isnot only
a fortunate linkage,but
is objec- tively a practical and vocational involvement to be fostered, sothat the "spirit of the
beatitudes" towhich
Religiousmust
give shining witnessr6 may become the evangelical climate also of thelife
and activitiesof
the laity.tTThe Founder Don
Boscodid not
enclose his characteristic salesianspirit in two
religious con- gregations,but
wanted these to be the source and animating centres and distributors of such evangeli- cal richness.The
growth of the
salesian charism isnot
gen- uinewithout further
communion and sharingwith
many lay people.
In the first General Chapter of the Congregation (1877)
Don
Bosco, speakingof the
Cooperators, saidthey are: "An
associationof the
greatest im- portancefor
us, onewhich
is the soulof our
Con- gregation andwill
provide uswith
alink for
doing goodwith
the consent and help of the good faithfulwho live in the world,
practisingthe spirit of
the Salesians. These Cooperators must grow in number asfar

collaboratein
doing good, evenjust as benefactors, in the vast ex- p:Lnseof our
missionto
the young and the poor.And
if to
all of these we add thelaity
entrustedto
usin our
various works,like
parishes, because they refer in a certain sense to all the inhabitantsof
a specific area, wefind
among themin
addition to a wide variety of non-Christians, non-believers and non-practising Catholics, also groupsof
Catholicswith other spiritualities which enrich the
local Churchwith
their own particular charisms; this im- pliesfor us a
delicate and versatileability to
ani- mate their identitywithout
detriment to the groupsof our
own charism.I think that, like
Don Bosco,we
also must be ableto
look at all these lay peoplewithout
exclud- ingfrom
our active attention anyone who wants in some way to sharewith
us our educative and evan- gelizing perspectives.This is a very valid heirloom which must always be preserved in the Congregation and
which
at the present day must also be testedin
conciliar open- nessto
ecumenism,to
dialoguewith
non-Christian religions, and evenwith
non-believers.It must be
remembered,however, that
the more we extend the understanding of the term "lay person" as one who draws inspiration from thespi rit
and mission of Don Bosco, the greater becomesthe
obligationof the
salesiancommunity to

and
follow
upin their
formation these people who are close to us. The more numerous our lay people in this wide sense, the greater is the needfor
a well formed nucleusof "lay faithful"
(especially Coop- erators) and the more spiritual and apostolic must be the animating salesian community.To understand this requirement of a strong ani- mating nucleus we need to refer back to the reflec- tions we have already made concerning secularity, the secular dimension and the secular character.
It
is a matter of bringing a salvific influence to bear on secularity,or in
other words on theworld
and society. The commitmentfor
salvation has its rootsin
the "secular dimension of the Church", in her mission of evangelization of theworld
throughher
numerous special charisms, andin
particularfor
usthe
charismof
Don Bosco. The secular di- mension of the Church is the bearer of the vocationof
salvation;without it
secularity doesnot
foster and doesnot
enter uponthe
processof
transcen- dence.Within
secularitythere
are certainly many values, people of goodwill,
the possibility of involv- ingin
a practical way many persons in thework of salvation, even though they may not
perceiveclearly the transcendental dimensions. There is true space
for
the involvementof the laity in the
wide sense, butit
is very necessaq/ that in the animating nucleusthe clarity and
strengthof the
Christian faith be securely present.As
I
said earlier,the
secular dimensionof
ourCongregation is concentrated
in
the cultural option of education, of the human advancement of needyyouth, of
aparticular
sensitivityin
respectof
the poorer classes.It
doesnot
extend over the whole vast expanseof
secularitybut is
definedby
the choiceof
this concrete andvital
sector.It will

be
difficult in
such a sector to involvein
a practicalway
peopleof good will who are
professionally competent, directing them gradually towards a spi-rituality which
respects andin no way
suffocatestheir
secularitybut rather
enrichesit
and enables themto
discover broader horizons.There is therefore a vast and fertile ground also aJnong the "laity in the wide sense", but it supposes
an arrimating nucleus with an intense
salesian spirituality.If
we look in particular at communion and shar- ingwith
the "Iay faithfi-rl" we observe a very strongharmony
betweenthe
secular dimensionof
the Congregationand the
secular characterof
these brothers and sisters in baptism.It
is promising and evenvital to
be ableto
share the commitmentsin
thecultural
and educative sectorwith
people whocultivate its
values"from within", who live
outtheir
baptismal vocation preciselyby
fostering the positive realitiesof this
sector,which they
maketheir own so as to be
genuine membersof
the Christian faithful.If
to this we add that the Holy Spirit has raisedup
Don Bosco specificallyfor
needyyouth in
the"world", and has
equippedhim with a kind of
evangelicalspirituality and a working
method brimming overwith
apostolic love preciselywith
aview to such a mission, we ere bound to admit that failure
to
share these richeswith
large numbersof the lay faithful
committedin the
secular areaof
Don Bosco's mission would be a kind of mutilation of the charism which would impoverish the educa-tive outlook for very many
youngsters.But
here too the involvement of these lay faithfirl demands a salesiancommunity with an

To conclude these reflections,
which I
thoughtnecessaq/, we cuur respond to the question: who are the lay people
with
thespirit of
Don Bosco?With him we
are opento
all sortsof
possibilitiesat
dif- ferent levels,but like him we
must befilled with
the Holy Spirit so as tomultiply
the number of thefaithful who live out their
baptismin the
areaof
education and culture. The Chapter themeof
thelaity is
a challengeto
usto
be more authentically Salesians.8. A
SALESIAN COMMUNITY ANIMATING LAY PERSONSTo tackle the theme
of the laity
means, as we have already observed more than once, to speakof
the salesian communityto
itself,of
the reformula- tion of its services and commitments, of its manner of being and working. I-et ustry
to explain the new elements more clearly.In
thefirst
place, iestimonyof fidelity to
God'sgift
received and expressedon the part of a
reli- giouscommunity more attentive to the
require- ments and shared responsibilityof
thelaity
cannotfail to
involve,from
the standpointof identity,
the primacy of spirituality.It
becomes indispensable to intensifuthe
famous"new
enthusiasm"of
which theHoly
Father speaks.And then,
collaboration betweenthe
different forces requiresthat it
be given a new orientation:the
necessaryand
indispensable presenceof
the laity cannot be considered as something merely or- namental. The projectis born of the

be planned
with
due considerationfor the
unique natureof
the various forces involved.Finally, the animation of the community
de- mands a verification of the possibilities and manner of working as an animating nucleus, concerned in a special way about theformation of
the loity.This
is not the
placeto
reviewall the
various practical settings in which lay people are inserted atvarious
levels,nor to
indicatewhat the
salesiancommunity should
do in
each case. These are as-pects
for
each communityto look at,
analyze andinsert in a project
suitedto the particular
situa- tions.What
concerns us more immediatelyis
ratherthe horizon to which we
haveto move and for which
we haveto
organizeour
forces.It
involvesthe following obligations:
1.
Quatify theformation of
thelaity
The most significant qualification is given by the help we are able
to
offerfor unity
of life.The
first
greatvirtue to
fosteris the vital
syn- thesisof unity: the
graceof unity which is at
the centreof Don
Bosco'sspirit. This
maintains the harmonic binding force betweentwo
poles: those of faith and secularity, which are also the two poles ofcharity:
God and man, mystery and history.The grace of unity must be fostered by means
of
a spiritual pedagogy. Unity isnot
something static;it is in
tension,with
a continual needfor
propor-tion,
revision, conversion, updating and harmoni- zation.There are
two
risks to be avoided:- too
much weight givento the

not
only would this failto
ferment theworld with
the values of the Gospel, butlittle
bylittle it
would lead the lay person (and the Salesian as well!)to
ahorizontal and purely temporal
mentality at
oddswith
the Church's specific mission;-
too much weight given to the spiritual pole:it would bring
about anintimism or
alien vertical attitude opposedto the
characteristic significanceof
the salesian vocation and mission."
In
discoveringand living their proper
voca-tion
and mission, the layfaithful must
be formed according to the unionwhich
existsfrom their
be-ing members of the Church and citizens of human society.
There
cannot be two parallel lives in their
existence: on the one hand the so-called'spiritual'
lifewith
its values and demands; and on the other the so-called 'secular'life, i.e. life in
afamily, at work, in social
relationships,in the
responsibili- ties ofpublic life
andin culture.
The branch, en-grafted onto the vine which is Christ, bears
itsfruit in
every sphere of existence andactivity. In fact,
every areaof
thelay faithful's
lives, as dif- ferent as they are, entersinto
theplan
of God, who desires that these very areas be the 'placesin time'
wherethe
loveof
Christis
revealedand
realizedfor both the glory of the Father and
serviceof
others".le

Extend the involvementWhat is
wantedis not just a
greater working presence of lay peoplein
our works;that
could be easily realized andwould
serveat
timesto
meetonly
some immediate needs.What is required
is rather an overall attitude, rootedin

for
personal and communal change so asto
bearclear witness to baptismal brotherhood and
ashared missionary outlook.
Involvement implies also the ability to
have trust in the lay person who takes on the direct andprimary
responsibilityfor certain
services, while the Salesian supports and sustains him.3.
Foster shared responsibilitYExperience shows that in some cases this aspect is the most
difficult
of the elements involved.Some confreres find personal difficulty in visua-
lizing the
sharingof
responsibility. Theywillingly
accept collaboration,but
not shared responsibility.It
seemsto them that the latter
takesfrom
them somethingwhich is
absolutely theirswithout
anyquestion. Certainly one must avoid whatever might detract
from
our particular identity and vocational responsibility, but be able at the same time to make use of the complementarity of gifts and the possible harmonizationof
contributions.There are also objective problems
that
can be metwith
in the organization of work carried out by a differentiated group.A calm and progressive dialogue about the con- tent and motivations of the
work,
the frequent veri- fication by a group ofwork
done togetherwith
the express desireto help
eachother, the
necessaryproportion
betweenthe
requirementsof
pastoral educativeactivity
and thoseof family,
social and politicallife
(especially of lay people), the clarifica-tion of
roles and functions entrustedto the
Sale- sians andto the lay
group, arethe
most effective means for bringing about a real sharingof

Some organisms
of
shared responsibility, suchas the educative community, consulting groups and committees, groups for specialized
work,
should be strengthenedin
orderto
ensure a settingin
whichall can make their contribution to the
common cause.4.
Revitalize internal and external communication We must be well aware of the strict linkage that exists between collaboration and shared responsi-bility
on the one hand and the intensity and qualityof
communication on the other.There is an aspect which,
I think,
could be giv- en greater attentionif we
are really openin
mind and heartto the
professionalability of lay
people andtheir
desireto
make availabletheir
expertise:the
communicationwe
succeedin
creatingwith
the surroundings in which we are inserted.It
is not sufficient to concentrate only on the efficacy of our influenceon
thoseto whom our work is
immedi- ately directed; we must also have in mind the incid- ence we have on culture andour
abilityto
spread the message linkedwith
Don Bosco's charism.Our Father and Founder paid much attention to
the
imageof his
missionthat
otherswould
form.Attention
to
secular matters, andto the
demands associatedwith
them, open the communityto
this dialoguewith
the setting, the neighbourhood, and the local culture.Don Bosco deliberately sought this comparison, in the conviction that he had something interesting and important
to
both give and receive.There are
many other
aspects concerning the presenceof lay
people,their

to
assume responsibility, that wouldmerit
aword of
introductionor
comment.I
havein
mindtwo
themeswhich
arenot
consideredin the
pres- ent circular:-
the lay ministries, in which we have a parti- cular interest becausein our
initiatives we havein fact
so many ministries,which
areonly
awaiting organization and recognition;-
the new cultural aspects associatedwith
theidentity and dignity of women at both
ecclesial level and civilor
secular level. For us Salesians the themeis of practical
concernin the
educational and pastoral field, e.g. in connectionwith
coeduca-tion
and educationto
love.In
any case there is no lack of materialfor
seri- ous and deep reflectionin
this regard.9.
INCENTIVES OF THE COMING SYNOD FOR NEW RELATIONSHIPS WITH LAY PEOPLEWithout
any doubt the coming Synodon
Con- secrated Lifewill
deal alsowith
the theme of the re- lationships between consecrated andlay
persons.In the
"Working paper" the point is referredto in two
paragraphs:in n.

heading"in
communionwith the laity",

98, whichis

apostolic pres- ence".In
thelight of the
ecclesiologyof
communion,n.
80 exhortsto
a more constrrrctive collaborationin
which there must be an explicit re-evaluationof
the secular reality as a theological area. The Coun-cil
has highlightedthe dignity
and missionof

especially to the laity, that the sec-ular world

of the beatitudes".2oThis is equivalent

consec- rated persons the urgent needfor their
spiritual re- newal(a "new
enthusiasm"),in

thattheir charismatic identity proclaims clearly
to everyone each day a strong evangelical spirit. Com- munion and sharingwith
the laity demands of each of us and of our local communities a contagious sa-lesian
spirituality; without this it will be a
matteronly of collaboration and organization in
the works, whichwill
not necessarily bring about in the Church andin
theworld
a growthin
Don Bosco's charism.Referring to the demands of creativity made by the New Evangelization,

Such participation"is expressed in the sharing of the individual modes

their environment".2lOur own Constitutions assert: "We also give our attention to the lay people responsible for the evan- gelization
of their local area, and to the
