3.1 Nomination of speakers’ names to IMCO hearing on Sustainable Public Procurement

Decision taken: Coordinators decided to invite the following two speakers to the IMCO hearing on the sustainable public procurement:

 Mr Stéphane Arditi, Director of Policy Integration and of the European Environmental Bureau (EEB) Circular Economy

 Professor Harri Kalimo, Institute for European Studies, VUB, University of Eastern Finland, University of Turku and University of Tampere

In case any of the two others experts would not be available for the hearing, Mr Andrew Farmer, Senior Fellow, Low-carbon Circular Economy at the Institute for the European Environmental Policies (IEEP), will be invited.

3.2 Composition of the virtual delegation to IMO Marine Environment Protection Committee (IMO MEPC 77)

Decision taken: Coordinators took note of the CoP decision to authorise on an exceptional basis up to seven TRAN Members to join the delegation. The deadline for political groups to send the Secretariat the names of the ENVI Members who will participate to the delegation is 8 November 2021.

Coordinators also decided to invite the Commission for an exchange of views ahead of the IMO MEPC meeting.

3.3 Cross-Border Health Threats and HERA – Amendments for Plenary

Decision taken: Coordinators mandated the Chair to write to the President to inform him about the next steps. Political groups are invited to table the agreed additional compromise amendments to Plenary (Nov. I session).

3.4 Relations with other committees

A. AGRI INI on the New EU Forest Strategy

Decision taken: Coordinators took note of ongoing discussions with AGRI on the repartition of competences of the own-initiative report.

B. AGRI oral question and motion for resolution on large predators

Decision taken: Coordinators mandated the Chair to contact his AGRI counterpart to clarify the nature and scope of the AGRI initiative in view to reiterate

ENVI competences on this matter, especially on the issue of the protection of large predators.

C. IMO Marine Environment Protection Committee (MEPC) – 78th session

Decision taken: Coordinators mandated the ENVI chair to reply to his TRAN counterpart, underlining that ENVI has been the responsible committee in the last years for IMO MEPC sessions.

D. Update on association of ENVI to hearings organised by other committees

* ENVI association to BUDG hearing on “biodiversity tracking methodologies for the EU budget and EU policies”

* ENVI association to EMPL hearing on “Social justice and employment: state of play, challenges and opportunities of the Green Deal and the ‘Fit for 55’ package"

* ENVI association to the PETI public hearing on the environmental and societal impact of mining

Decision taken: Coordinators took stock of the discussions with other committees on the ENVI involvement in different hearings, including the specific

suggestions for its association in the PETI and EMPL hearings.

5. DECISIONS RELATED TO LEGISLATIVE MATTERS 5.1 Update on the Fit for 2030 package

Decision taken: Coordinators took note of the current situation with regard to the attribution of competences on the “Fit for 2030 package”. Coordinators agreed that a number of key files linked to the carbon market should be dealt as a package in ENVI as far as possible and that those draft reports should be submitted by rapporteurs by 14 January 2022 or earlier if possible, to allow for a presentation in committee as soon as the translations are ready. Coordinators also underlined the importance to have an EP mandate adopted on these texts in plenary in June and to therefore vote in ENVI on 11-12 May and 16-17 May respectively.

5.2 Protocol on Ireland/Northern Ireland: Commission proposals for bespoke arrangements with respect to SPS and medicines

Decision taken: Coordinator confirmed the invitation to DG SANTE Director-General Gallina to attend an exchange of views on the approach suggested in the Commission non-papers.

5.3 Invitation to attend the high-level roundtable on the implementation of the Chemicals Strategy for sustainability

Decision taken: This item was postponed.

5.4 Request for an exchange of views with the Commission on the draft implementing act reserving certain antimicrobials for human use

Decision taken: Coordinators mandated the Chair to respond to the PETI Chair, explaining that ENVI coordinators took note of the request for an INI report and decided not to offer any follow- up due to the ongoing preparatory legislative work by the Commission and the heavy ENVI workload.

Coordinators agreed to revert back to the raised issue at one of the next Coordinators’ meetings.

3.1.3 AGRI INI on the New EU Forest Strategy

Decision taken: Coordinators underlined the importance of ENVI competences and mandated the Chair to send a joint letter with AGRI Chair to the CCC, requesting a recommendation on those aspects where an agreement could not be found and informing about those aspects where a partial agreement was found.

3.1.4 AGRI oral question and motion for a resolution on large predators

Decision taken: Coordinators mandated the Chair to send a letter to his AGRI counterpart, underlining the ENVI responsibility in the protection of large carnivores.

3.1.5 Joint hearing with AGRI on Farm to Fork Strategy

Decision taken: Coordinators mandated the Chair to propose a change in the title of the hearing to reflect that this is a joint ENVI – AGRI hearing with a broader scope.

Political groups are requested to send their proposals for possible studies to be presented at the joint hearing, including possible names of experts for their presentations, to the Secretariat by 10 December cob.
