Introduction

Since 1995, the European Union has the possibility of granting financial assistance to projects of common interest included in the Guidelines for the development of the Trans-European Transport Network (TEN-T). The latest update of the TEN-T Guidelines

was laid down in 2013, at the same time when the Connecting Europe Facility (CEF)

was established, succeeding the former TEN-T Programme.

The main objective of the Connecting Europe Facility instrument for the transport sector, as set out by the TEN-T Guidelines, is to help complete the TEN-T Core Network and its Corridors by 2030. To achieve this objective, a total budget of €24 billion

has been made available for projects on the Trans-European Transport Network for the 2014- 2020 period. In relation to its predecessor (the 2007–2013 TEN-T Programme) CEF allocation for transport projects made available increased almost threefold. Out of this budget, €11.3 billion is reserved for projects in the Member States which are eligible for support under the Cohesion Fund

CEF priorities

In light of the main aims of the CEF, the funding allocated to projects is organised around three funding objectives:

• Funding Objective 1 (FO1): Removing bottlenecks and bridging missing links, enhancing rail interoperability, and, in particular, improving cross-border sections

• Funding Objective 2 (FO2): Ensuring sustainable and efficient transport systems in the long run, with a view to preparing for expected future transport flows, as well as enabling all modes of transport to be decarbonised through transition to innovative low-carbon and energy-efficient transport technologies, while optimising safety

• Funding Objective 3 (FO3): Optimising the integration and interconnection of transport modes and enhancing the interoperability of transport services, while ensuring the accessibility of transport infrastructures

In order to ensure best use of the limited EU resources available, the vast majority of CEF funding during the pro- gramming period will be directed to major cross-border projects and projects addressing main bottlenecks and missing links on the nine TEN-T multimodal Corridors, as well as on horizontal priorities such as the implementation of traffic management systems, which allow the best use of existing infrastructure (e.g. ERTMS for railways, SESAR for aviation, ITS for road). CEF funding is awarded mainly in the form of grants (through calls for proposals), but also in the form of financial instruments (managed in cooperation with entrusted entities, notably the European Invest- ment Bank). A number of programme support actions are also being carried out, and others are being planned, in particular to improve the capacity of Member States and project promoters to prepare the project pipelines.

Multi-Annual and Annual Work Programmes

Between 80 and 85% of CEF funding during the 2014-2020 period will be allocated under the Multi-annual work programme (MAP). This addresses projects which are of a longer duration and of strategic importance, such as those along the nine Core Network Corridors

, on the Core Network itself and those addressing horizontal priorities

which are pre-identified in Part I of Annex I of the CEF Regulation.

Approximately 15 to 20% of CEF funds during the 2014-2020 period will be allocated under the Annual work pro- gramme (AP). This addresses objectives which reflect transport infrastructure development, transport services and facilities as well as transport policy priorities of a shorter-term nature, which are reduced in scope or more diffuse in coverage (e.g. reduction of rail freight noise, support of freight transport services, specific actions in the fields of transport telematics and innovation).

work programmes were adopted on 26 March 2014. They detail the priorities and total indicative amount of financial support to be committed for each of the priorities under the 2014 CEF Transport calls for proposals.

Structure of the 2014 CEF Transport calls

Under the 2014 CEF Transport calls for proposals, an overall indicative budget of €11.93 billion has been made available to co-fund TEN-T projects, out of which €4 billion for projects in Member States eligible for the Cohesion Fund.

Five calls have been launched in 2014, in line with the funding objectives and priorities defined in the respective work programmes:

• Three calls for the MAP, one per funding objective

• One call dedicated to the Cohesion Fund countries under the MAP

• One call for the AP, addressing all three funding objectives

Key elements of proposals received under the 2014 CEF Transport calls for proposals

Proposals submitted and evaluated

The 2014 CEF Transport calls were published on 11 September 2014 and closed on 3 March 2015. A total of 735 proposals were received electronically in response to the calls, of which 699 were deemed admissible (presented in due time and form). Of these, 681 were declared eligible (meeting all formal criteria requested in the call) and were subsequently evaluated by external experts.

181 of the eligible proposals addressed the EU and transport priorities set out in the 2014 AP. 500 proposals were deemed eligible, addressing the EU’s transport priorities set out in the 2014 MAP, of which 421 under the general envelope and 79 under the Cohesion envelope.

The total amount requested by applicants of the eligible proposals under the 2014 Multi-annual calls was €25.7 billion, of which €19.2 under the general envelope and €6.5 under Cohesion envelope. The total indicative budget for these calls was €11 billion for all four calls, including €4 billion for the call dedicated to the Cohesion Fund eligible countries.

Overall, the requested funding for eligible proposals was 2.7 times more than the indicative budget available.

The oversubscription rate was particularly high for the Annual call: 7.5 times more than the indicative budget. The requested funding for the MAP Funding Objective 1 call, which addresses mostly the pre-identified projects on the Core Network and its Corridors, was 2.9 times more than the available budget. Under the MAP Cohesion call, the funding requested was 1.6 times more than the available budget.

The total amount requested by applicants of the eligible proposals under the 2014 Annual call was almost €7 billion, while the total indicative budget for this call was €930 million for all priorities combined.

Under the MAP calls, 44% of eligible proposals addressed works, 34% addressed studies, and 22% were mixed projects (containing both works and studies). Under the Annual call, 45% of the submitted proposals addressed works, 44% addressed studies, and 11% were mixed projects. This is an increase on the number of proposals con- cerning works in relation to the previous programming period - demonstrating the successful progress of projects through studies financed under the TEN-T programme.

Evaluation and selection process

The evaluation and selection process was carried out in two steps:

1. An external evaluation of proposals was organised by the Innovation and Networks Execu- tive Agency in the period from March to May 2015. The technical appraisal of each proposal against four blocks of award criteria (relevance, maturity, impact and quality) was made individu- ally by at least three external experts. These experts then discussed each proposal and agreed on a consensus recommendation for or against funding and on a score for each of the four blocks of criteria.

This evaluation by external experts, which did not take into consideration the budgetary constraints, led to the

recommendation under the Multi-Annual calls of 369 proposals representing a total requested funding of €23.2 billion which was 2.1 times more than the available budget. Under the Annual call 83 proposals representing a total requested funding of €875.3 million were recommended, i.e. 94% of the indicative budget for this call.

The experts therefore recommended for funding a total of 452 proposals, representing twice the indicative budget of the calls.

2. An internal evaluation panel, chaired by the Directorate-General for Mobility and Transport, and with rep- resentatives of the Directorates-General for Regional Policy and for Environment, and the participation of the Innovation and Networks Executive Agency, reviewed each proposal on the basis of the policy-re- lated criteria mentioned in the ‘final selection process’ section of the call texts, including EU added value, CEF objectives and priorities, budgetary constraints, compliance with EU environmental law, programming under the European Structural and Investment Funds and the need to adjust certain costs or activities.

Given the budgetary constraints, the internal evaluation panel decided to focus the funding available first on major cross-border projects and then on projects addressing the main bottlenecks of the 9 TEN-T multimodal Core Network Corridors, as well as on horizontal priorities such as ERTMS. Moreover, a horizontal cut of the fund- ing for 2020 was applied across all project proposals submitted under priorities 1 and 2 (projects on the Core Network Corridors and other Core Network sections) of the MAP Funding Objective 1 call (general envelope).

One proposal which was negatively evaluated by external experts was nonetheless positively reviewed during the internal evaluation, in light of new information confirming the maturity of the action and its high politi- cal relevance in using transport infrastructure to support the EU’s objective of energy security of supply. This proposal was thus recommended for funding.

Results of the evaluation

At the end of the evaluation, 276 proposals, totalling more than €13 billion in EU support, were recommended for funding.

For the Multi-Annual calls, 242 proposals representing funding of €12.8 billion were recommended for funding, including 48 proposals amounting to more than €4.7 billion under the Cohesion Fund allocation. For the Annual call, 34 proposals were recommended for funding, representing funding of €185.7 million.

CEF funding for the selected proposals surpassed the indicative budget of the calls by more than €1 billion. The budget of the calls was thus increased, using the flexibility to adjust the indicative budget by up to 20% provided for in the respective work programmes. Additional funding was brought forward from the future years of the programme as well as from transfers between over- and under-subscribed funding objectives of the MAP and Annual calls.

Selected proposals covered all project types, with 105 proposals for studies, 110 proposals for works and 61 proposals combining the two types.
