Legge Regionale Veneto n°17 del 07 agosto 2009
“Nuove norme per il contenimento dell'inquinamento luminoso, il risparmio energetico nell'illuminazione per esterni e per la tutela dell'ambiente e dell'attività svolta dagli osser- vatori astronomici”.
Sotto il profilo del dimensionamento illuminotecnico, invece, trattandosi di impianti la cui installa- zione è prevista in aree esterne proprie di un’attività lavorativa, trova completa applicazione la nor- ma:
UNI EN 12464-2:2014
“Illuminazione dei posti di lavoro - Parte 2: Posti di lavoro in esterno”
La norma specifica i requisiti illuminotecnici per i posti di lavoro in esterno, che corrispondono alle esigenze di comfort visivo e di prestazione visiva. Sono considerati tutti i compiti visivi abi- tuali, ed in relazione al caso specifico anche le aree di parcheggio (si veda prospetto 5.9 della norma).
1.2 Zone di studio valutate e relativa classificazione illuminotecnica
Nell’ambito del progetto di “realizzazione nuova area di parcheggio mezzi ed autovetture” c/o la sede della Committente Contarina S.p.a., si è resa necessaria la progettazione degli impianti di illu- minazione a servizio delle aree esterne di pertinenza.
Si è provveduto pertanto, in prima analisi, a identificare delle zone con caratteristiche omogenee per destinazione d’uso ed utilizzo; in particolare ne sono state identificate n°3, ovvero:
- zona di parcheggio per automezzi aziendali, all’interno del perimetro recintato; identificata in se- guito con la dicitura “Park n°1 (Automezzi)” ed evidenziata in rosso nell’immagine a pagina se- guente;
- zona di parcheggio per veicoli del personale, all’esterno del perimetro aziendale recintato; identifi- cata in seguito con la dicitura “Park n°2 (Autovetture)” e rappresentata in blu nell’immagine a pagina seguente;
- rotatoria di smistamento di veicoli in ingresso alla zona di parcheggio del personale, anch’essa esterna al perimetro aziendale recintato; identificata in seguito con la dicitura “Rotatoria di in- gresso”, nell’immagine a pagina seguente in verde.
Le forme precise e le caratteristiche dimensionali proprie di ciascuna zona di calcolo sono riscontra-
bili, oltre che nel report di calcolo allegato in appendice “A” alla presente, anche negli elaborati gra-
fici di progetto (a cui si rimanda).
considerati i contenuti del prospetto 5.9 seguente, sono state classificate come aree di parcheggio con traffico medio (numero di riferimento 5.9.2), con parametri di illuminamento medio mante- nuto Em aumentato del 50% (da 10lux a 15 lux) in virtù del fatto che in alcune specifiche fa- sce orarie il traffico veicolare diventa molto sostenuto.
Per quanto concerne la zona di studio “Rotatoria di ingresso”, invece, considerato che la stessa si
può configurare come un’area di conflitto per la presenza di vari innesti e di flusso veicolare prove-
niente da più direzioni, si è ritenuto congruo dimensionare l’impianto in modo da garantire un illu-
minamento medio mantenuto non inferiore a 20lux e valori di uniformità non inferiore a 0,40.
Per soddisfare i sopradescritti requisiti normativi in termini di quantità e qualità della luce, oltre che i dettami legislativi regionali in materia di inquinamento luminoso, risparmio energetico e tutela dell'ambiente e dell'attività svolta dagli osservatori astronomici, si è scelto di progettare il nuovo impianto di illuminazione esterna come di seguito descritto:
- per l’illuminazione delle diverse aree destinate a parcheggio, interne ed esterne: f.p.o. di n°115 nuove armature stradali, installate su sostegni di altezza fuori terra pari a 9.00m (in esecu- zione singola o doppia, dipendentemente dal caso), dotate cadauna di sorgenti luminose a led ad alta efficienza da 50W - 5.400 lm, potenza assorbita complessivamente 5.750W (incluse perdite di sistema);
- ancora, per l’illuminazione delle aree destinate a parcheggio: f.p.o. di n°6 nuove armature stradali, staffate sulle pareti degli edifici ad un’altezza fuori terra pari a 9.00m, dotate cadauna di sorgenti luminose a led ad alta efficienza da 50W - 5.400 lm, potenza assorbita complessiva- mente 300 W (incluse perdite di sistema);
- per l’illuminazione della rotatoria di ingresso: f.p.o. di n°3 armature stradali, installate su un unico sostegno di altezza fuori terra pari a 9.00m, dotate cadauna di sorgenti luminose a led ad alta efficienza da 61W - 7.400lm, potenza assorbita complessivamente circa 185W (incluse per- dite di sistema).
Complessivamente la potenza elettrica impegnata sarà, al lordo delle perdite di sistema di ciascun corpo illuminante, pari a circa 6,25kW.
1.4 Risultati illuminotecnici conseguiti e rispetto dei criteri tecnici della L.R. 17/09
Come si evince dal report di calcolo allegato in appendice “A” alla presente, tutti i parametri di quantità e qualità della luce richiesti dalla norma UNI EN 12464-2 sono stati rispettati.
I calcoli illuminotecnici sono stati realizzati con l’ausilio del computer e di software specifico (Dia- lux vers. 4.13), ma sempre e comunque con riferimento a tutti i parametri geometrici e fisici degli ambienti in cui gli impianti verranno installati; inoltre sono state utilizzate le caratteristiche fotome- triche (curve) fornite direttamente dalla casa produttrice dei corpi illuminanti prescelti, così da otte- nere risultati di calcolo il più veritieri possibile.
Si precisa fin d’ora che eventuali verifiche ad impianto realizzato potranno evidenziare, rispetto ai valori di seguito riportati, qualche differenza in relazione alle tolleranze legate:
alle caratteristiche proprie delle sorgenti a led;
alle caratteristiche proprie dei complessi driver / alimentatori utilizzati;
ai valori della tensione di rete;
al posizionamento finale dei corpi illuminanti.
trollo esterno; il profilo di regolazione sarà sviluppato sulla base delle specifiche esigenze del- l’ambito lavorativo, con riduzione del flusso luminoso a partire dalle ore 21:00 fino alle ore 24:00 (primo step di riduzione del 30%) e dalle ore 24:00 alle ore 3:00 (secondo step di ridu- zione del 50%); dalle ore 3:00 all’alba, invece, il flusso luminoso ritornerà ad essere quello no- minale 100%, per garantire la sicurezza degli operatori che anche durante la notte utilizzano le aree. Ne conseguirà un notevolissimo risparmio economico per costi energetici e manutentivi, ol- tre che una perfetta rispondenza ai contenuti della Legge Regionale Veneto n°17/09 (art. 9 comma 2 lettera d).
Estratto art. 9 comma 2 L.R. n°17/09 Regolamentazione delle sorgenti di luce e dell'utilizza- zione di energia elettrica da illuminazione esterna
Si considerano conformi ai principi di contenimento dell'inquinamento luminoso e del consumo energetico gli impianti che rispondono ai seguenti requisiti:
a) sono costituiti di apparecchi illuminanti aventi un'intensità luminosa massima compresa fra 0 e 0.49 candele (cd) per 1.000 lumen di flusso luminoso totale emesso a novanta gradi ed oltre;
b) sono equipaggiati di lampade ad avanzata tecnologia ed elevata efficienza luminosa, come quelle al sodio ad alta o bassa pressione, in luogo di quelle ad efficienza luminosa inferiore. È consentito l'impiego di lampade con indice di resa cromatica superiore a Ra=65, ed efficienza comunque non inferiore ai 90 lm/w esclusivamente per l'illuminazione di monumenti, edifici, aree di aggregazione e zone pedonalizzate dei centri storici. I nuovi apparecchi d'illuminazio- ne a led possono essere impiegati anche in ambito stradale, a condizione siano conformi alle disposizioni di cui al comma 2 lettere a) e c) e l'efficienza delle sorgenti sia maggiore di 90lm/W;
c) sono realizzati in modo che le superfici illuminate non superino il livello minimo di luminanza media mantenuta o di illuminamento medio mantenuto previsto dalle norme di sicurezza speci- fiche; in assenza di norme di sicurezza specifiche la luminanza media sulle superfici non deve superare 1 cd/mq;
d) sono provvisti di appositi dispositivi che abbassano i costi energetici e manutentivi, agiscono
puntualmente su ciascuna lampada o in generale sull'intero impianto e riducono il flusso lumi-
noso in misura superiore al trenta per cento rispetto al pieno regime di operatività, entro le
trie specifiche in formato Eulumdat, invece, sono contenute nel cd-rom allegato.

1.6 Dichiarazione di conformità del progetto alla L.R. Veneto 17/09
In relazione ai contenuti dell’articolo 7. comma 2. della sopra richiamata Legge Regionale n°17/09, il quale asserisce che:
“il progetto illuminotecnico, sviluppato nel rispetto delle norme tecniche vigenti del Comitato elet- trotecnico italiano (CEI) e dell’ente nazionale di unificazione (UNI), è accompagnato da una certi- ficazione del progettista di rispondenza dell’impianto ai requisiti della presente legge”
si riporta di seguito la dichiarazione di rispondenza stessa.

DICHIARA
sotto la propria personale responsabilità che l’impianto è stato progettato in conformità alla Legge della Regione Veneto n°17 del 07.08.09 "Nuove norme per il contenimento dell'inquinamento lumi- noso, il risparmio energetico nell'illuminazione per esterni e per la tutela dell'ambiente e dell'atti- vità svolta dagli osservatori astronomici", art. n°9, ed alle successive integrazioni e modifiche, avendo in particolare:
riportato dettagliatamente nel progetto illuminotecnico esecutivo tutti gli elementi per un’instal- lazione corretta ed ai sensi della L.R. 17/09 e successive integrazioni;
rispettato le indicazioni tecniche della L.R. 17/09 e successive integrazioni, e realizzato una rela- zione illuminotecnica a completamento del progetto, che dimostri la completa applicazione della L.R. 17/09 medesima;
seguito la normativa tecnica applicabile all’impiego, e quindi di aver realizzato un progetto a “re- gola d’arte”;
corredato il progetto illuminotecnico della documentazione di seguito elencata:

relazione che dimostra il rispetto delle disposizioni di Legge della L.R. 17/09 e successive in- tegrazioni;
-
calcoli illuminotecnici e risultati illuminotecnici (comprensivi di curve iso-illuminamenti);
-
dati fotometrici dei corpi illuminanti in formato tabellare numerico e cartaceo e sotto forma di file normalizzato Eulumdat. Tali dati sono stati certificati e sottoscritti, circa la loro veridicità, dal responsabile tecnico del laboratorio di misura, certificato secondo standard di qualità, pre- feribilmente meglio se di ente terzo quale IMQ

conforme e non realizzata con i dispositivi previsti nel presente progetto illuminotecnico esecuti-

1) I rilievi fotometrici effettuati sui seguenti apparecci di illuminazione sono veritieri:

2) I suddetti corpi illuminanti, in ottemperanza al dispositivo normativo di cui all’Art. 9, comma 2, lettera a) della Legge Regionale del Veneto n. 17 del 07 agosto 2009, presenta un’intensità luminosa massima compresa tra 0 e 0,49 candele (cd) per 1.000 lumen di flusso luminoso totale emesso a novanta gradi ed oltre.
3) Il suddetti corpi illuminantI, in ottemperanza al dispositivo normativo di cui all’Art. 9, comma 2, lettera b) della Legge Regionale del Veneto n. 17 del 07 agosto 2009, sono equipaggiati con sorgenti di luce ad avanzata tecnologia ed elevata efficienza luminosa.
4) in ottemperanza al dispositivo normativo di cui all’Art. 7, comma 4, lettera a) della Legge Regionale del Veneto n. 17 del 07 agosto 2009, la presente documentazione relativa alle misurazioni fotometriche riporta: la posizione di misura del corpo illuminante, il tipo di sorgente, l’identificazione del laboratorio di misura, il nominativo del responsabile tecnico del laboratorio e la sua dichiarazione circa la veridicità delle misure effettuate.
5) I suddetti corpi illuminanti, in ottemperanza al dispositivo normativo di cui all’Art. 9, comma 11, lettera a) della Legge Regionale del Veneto n. 17 del 07 agosto 2009, presentano un rendimento superiore al sessanta per cento.
