Smart Specialisation Platform
Creata nel 2011 per fornire assistenza
e accompagnamento analitico-metodologico alle amministrazioni nazionali e regionali dell'UE in merito alla preparazione e
all'attuazione delle loro RIS3, utilizzare meglio i Fondi Strutturali e contribuire alla realizzazione degli obiettivi di Europa 2020.
Coordinata dal JRC-IPTS a Siviglia nel quadro di uno sforzo più vasto dei servizi della Commissione europea tra cui DG REGIO, RTD, ENTR, EAC, CNECT, ENER, AGRI.
Una prospettiva privilegiata:
• All'esterno della Commissione - Supporto ai paesi e alle regioni che sviluppano e attuano la propria RIS3 e ai loro partenariati del tipo
"triple/quadruple helix"
• All'interno della Commissione - Supporto alle DG che definiscono e
gestiscono le politiche (soprattutto attraverso la valutazione dei documenti di programmazione dei Fondi Strutturali: 28 Accordi di Partenariato e più di 180 Programmi Operativi)
• Nella comunità scientifica - Contributo al dibattito concettuale e metodologico sullad smart specialisation
S3 Platform - Alcuni risultati
Grande comunità: 155 regioni + 16 paesi iscritti Importante sostegno ricevuto dai policy makers:
Media di 4.5/5 livello di soddisfazione
(86% dei giudizi almeno 4/5; 100% almeno 3/5) Importante tasso di fidelizzazione:
> 50% delle regioni che partecipano agli eventi ritornano
Riconoscimento politico a livello UE: CE (Hahn), PE (Winkler), CdR (Markkula), Consiglio (Van Rompuy) e oltre (OCSE, UNECE)
Impatto a livello scientifico: 12 articoli pubblicati su riviste scientifiche + 10 policy briefs + 6 working papers

Benchmarking regional structure REGIONAL BENCHMARKING
We define as reference regions those that share similar structural conditions relevant for innovation-driven development. That is,
characteristics that cannot be easily changed in the short term and that are demonstrated to affect the way innovation and economic evolution take place in a region.
The comparison is not based on performance nor it is aimed to select "best performers" as peers.
The idea is rather that (i) policy learning is most likely to be effective if your peers are similar to you, and (ii) you can learn both from others' successes and failures.

Collaboration across borders
• Facilitating mutual learning and knowledge sharing … making smart specialisation priorities even "smarter"
• Alignment of roadmaps

– Promoting synergies and co-investment opportunities (e.g. in the context of Horizon 2020 and the
“stairway to excellence”)
