GUIDELINES

To submit a proposal of a Jubilee Microrealization (reference code: MG)

In October 2015, the Permanent Board of the Italian Episcopal Conference approved the Vademecum

“Recommendations to the Italian dioceses on the reception of asylum seekers”.

Fondazione Missio, Federazione Organismi Cristiani Servizio Internazionale Volontario (FOCSIV) and Caritas Italiana, in accordance to the point 7 of the Vademecum, “Recognizing to the people the right to live in their own land”, in the occasion of the Jubilee Year of Mercy launched a campaign, thereby inviting to submit proposals of Microrealizations of Development, according to the criteria and modalities detailed below.

Objective

Eligible proposals will be aimed at supporting the most vulnerable communities, by improving their social and economic conditions through the access to the basic goods and services – land, water, work, healthcare, education; and by setting the conditions needed to guarantee their right to live in peace and dignity in their own land.

Key elements of a Microrealization

 To be coherent with the socio-pastoral plan of the Diocese and to obtain the endorsement of the local Bishop;

 To promote the socio-economic conditions’ improvement of the beneficiaries;

 To develop a community dimension;

 To be sustainable;

 To enhance local human and material resources.

Requested funding

Up to € 5.000 for each Microrealization.

Eligible Organizations

The local Churches through their charitable bodies: parishes, groups, associations, missionaries, religious communities, congregations,…

The Italian Diocesan Caritas, the Diocesan Missionary Centers, NGOs and other Italian organizations may play a role of intermediary between the local Churches and Missio/Caritas Italiana/FOCSIV.

Priority countries

Sub Saharan Africa, North Africa, Middle East,

- with emphasis on the main current countries of origin/departure of migrants who reach Italy:

Eritrea, Ethiopia, Somalia, Mali, Nigeria, Ivory Coast, Sudan, Senegal, Gambia, Syria, Iraq, Afghanistan;

- other countries of Africa and Middle East are also eligible.

Priority sectors

Vocational training, decent work (i.e. income generating activities, small scale business, laboratories,…) Social (support to the most vulnerable groups: i.e. prisoners, disabled people, mentally ill, minorities,..) Agriculture and livestock (i.e. kitchen gardens, plant nurseries, pig, fish, poultry farming, …)

Water and sanitation (i.e. water wells, water supply, latrines, …) Health care (i.e. initial stock of medicines, equipments, laboratories, …) Education (i.e. learning materials, equipments for schools, …)

Microcredit, self-help and mutual aid groups (i.e. revolving funds, start up commercial activities, …) Protection of the environment (i.e. reforestation, renewable energy,…).

Period of implementation

Up to 4 months since the receipt of the funds until the receipt of the final report.

Any unforeseen delays must be immediately reported in writing to Caritas Italiana by the direct responsible of the Microrealization and must get the written authorization for the no-cost extension.

Not eligible activities

 Intra-ecclesial activities, as: churches, seminaries, liturgy, catechism, other pastoral activities;

 Purchase of cars;

 Expenditures incurred before the approval of the Microrealization;

 Humanitarian aid;

 Purely direct assistance activities;

 Administration costs, management costs , shipping costs, customs clearance costs;

 Purely recurrent costs.

The items detailed below can be funded only in a limited percentage as a part of a wider program and if appropriately and directly linked to the activities of the project:

 Purchase of small means of transport;

 Building construction;

 Training activities;

 Salaries, consumption goods;

 Transport costs.

Transmission of the requests

The requests, filled in accordance to the format enclosed (annexe 1), may be sent by post or by mail to Missio, or Focsiv, or Caritas Italiana.

Transmission of the final reports

The final reports, filled in accordance to the format enclosed (annexe 2), must be sent by post or by mail to Caritas Italiana.

The Microrealization’s proposal and all the documents attached sent by mail, must be transmitted in word or pdf format and must include the signatures of the local applicant and of the local Bishop.
