youthThe United Nations Organization
has proclaimed 1985 "International Youth Year", and worldwide attention has been concentrated on the choice. The mass media are makingit
the objectof study and carry repeated
messages of commitmentand
hope.In the cultural field
aseries of publications invite us to acquire a greater understanding of the place of youth in human life and of the decisive impact of its dynamism on the evolution
of
society. The shocks associatedwith
the youth phenomenonat
the present day are areflection of the prevailing
socialand

conditions, an indication
of
emerging desires and the harbinger of the possibility of certain changes.More than just a simple youth celebration, this year should be for us an invitation to look again at the specific mission the
Lord
has assignedto
usamong young people.
To this we
are prompted both by the above-mentioned letter of the pope tothe youth of the world, and by the
associatedletter to all priests of the Church for
Holy Thursday 1985.It
should be noticed that these two letters arenot just
isolated itemsin the
teachingof
John PaulII;
there areby
nowat
leastthirty
specific addresses to the young made by the pope during his apostolic journeys, to say nothing of the many others he has made to youth groups on so manydifferent
occasions.It
can be said that these two letters represent the vertexof
a constant predilection and pastoral concern. They provideus with a profound
and deeplyoriginal view not of mere
sympathy orcultural interest, but of social and
ecclesial sensitivity and responsibility. They are an appealfrom
onewho is trying to
shapethe future,
a prophetic messagefrom a
shepherd and leader, the intuitive foresight of a precursor of the adventof the third
christian millennium.The Church, which sees
in
man "the wayfor
her daily life',' attributes an
extraordinary importance to the period of youth in the existence of each individual, and to young people in general as regards the futureof
humanity, even going asfar
as considering the period of youth not merely as "a special possession belonging to everyone;it
is a
possessionof humanity

possibilities are not exhausted with
thegenerations now
in
the eveningof
their lives, but are renewed in every generation as it takes further steps towardsthe
fullnessof
reality.Now
this kind of
outlook is inbredin
our vo- cation. The SGC 3 and the GC2l n moved us in this sense to look at the young with hope and realism,without
disguisingthe difficulties but
withoutlosing hope
in the
available resources, seeing inthe turmoil and
anguishof youth
mankind'sfervent plea. "The decisive
point",
said the GCzl,"is to encourage the deep and healthy aspirations
of young
peopleby bringing to maturity
their solidarity, explicit or implicit, with the Gospel".'I
must tell youthat I
have seenwith
pleasure that the two lettersof
the Holy Father have beenthe
subjectof
emphasisand
commentin
some provincial newsletters, and have also been usedior
conferences and study by many confreres andyouth
groups.Values proPer to the stage

YouthReading the various addresses of the Pope and
especially this last letter reveals the
deepreflections he has made on the period of youth:
it
represents a heritage
of
valuesfor
the individual,for
societyand for the
Church.Youth is a treasure in itself
"for
whatit
is" and"for
whatit
gives": the richness of its "being" andthe
fruitfulnessof its
"sharing".- What

springtime,a
beginning,an offering
of fresh possibilities, a sowingfor
a futurein

good is stronger than evil: the human face has no wrinkles, the heart has not yet any hidden nooks and crannies, the intelligence is
joyfully
engagedin
searchof all that
is true, andthe spirit
takesbold
steps towardsthe
attainmentof the
great idealswhich attract
it.With every new generation mankind can begrn again
with
new hope: Don Bosco was convincedthat
evenin a rotten
applethe
seeds were stillgood and promising. It is not a matter of
dreaming up or creating the phantasm of an idyllic vision of the prevailing youth condition, as though dazzled
by the innocent
eyesand
transparent smileof
a baby,but of
becoming awareby
solid and objective reflection that youth is "that partof
human society which is so exposed and yet so richin
promise".t We can list the different qualities towhich the
Popeis
accustomedto refer in
his addresses: joyfulness, hope, transparency, daring,creativity, idealism, enthusiasm,
generosity, loyalty, vivacity, senseof
justice, availabilityfor
service,rejection of
half-measures,disdain for
niggardly behaviour, and a disgustfor
every kindof
hypocrisy, intoleranceand
arrogance.Youth is a time for making discoveries, a time when future prospects are seen, a time for making
choices, for planning, a time for
makingresponsible
and fruitful
personal decisions.All this, it is true, is a possibility that in practice
is not always realized; but the possibility
is neverthelessan
objective one, especiallyin
thelight
of the additional energy andlife
enjoyed bythe
'newman'
risen through baptism.The Pope himself, in posing and answering the
question "who are the young?" bewails

unfortunate fact that there are some who become old before their time by a sluggish renunciation
of youthful
values: youth isnot
simply a matter of biology,it
is in the heart that its true measure is to be found. As well as being in the springtime of life, being young means feeling in oneself the pressing stimulusof what is
goodand what is true; it
means the possession
of
an incessant impulseof the spirit, it
meansthe
internal fosteringof
thesearching after ideals and
perseverance in attainingthe
goal, eventhrough
sacrifice.Youth therefore is undoubtedly and of its very nature a period
of
extraordinary benefit not.only to each individual but to all mankind, to whomit continually offers
possibilitiesfor growth
and renewal. This is whyit
is indispensable for us to be solicitously concerned about it.-
What can the period of youth "gire" to us?Here,
if
we want to be realistic, we must havein mind
young peopleof
the present day,in
theconcrete society that wraps them round
and brings them face to facewith
crucial problemsof life
and history: conscience and the ethical sense,love and family, culture and
peace,work
and political responsibility, a positive relationship withnature, scientific progress, man's use
oftechnology,
the way to truth and the
integral emancipationof man. This is where so
many difficulties and obstacles arise. Here open up wide horizonsfor
commitment, the whole vast area ofeducation which involves both adults
and youngstersin a common project of
growth,revision and renewal.
The
difficulties which
young people meet inbringing to fruition what they
are ableto

arise
especiallyfrom two
sources:from
thediversity and contrast in the interpretation
of valuesby the
societywhich
puts them forward, and from the discontinuous and confused rhythm of the ideologies and concrete life-models that areoffered to the young in a
thousandand
onedifferent
ways.They are bombarded
with
messages, attitudes, promises, aspirations and objectives, and utopian ideasthat ill
harmonizewith
a lackof time
andunhelpful setting for thinking,
appraising,discerning and
assimilating.All this
provokesamong youngsters a sad and
disturbing fragmentation, not-only as regards factsbut
also because of the general mentality to whichit
gives rise, a mentality which has nofaith in
an organicand coherent educational commitment.
There seems to be a vague attitude about, which is loath to attribute stable significance to any choice in lifein a way that would
transcend simple personal tasteor a
temptationto
hedonistic satisfaction.In such a
casethe youth period,
insteadof
being a seedthat
could be madeto
bearfruit
for all, can become an object of
restrictedconsumption, of profit to only a few people before
it is
gone,or a useful
sourceof
energyto
bechannelled and exploited in favour of
some domineering Moloch.What the youth period is
capableof
giving must be the objectof
care and attentionon
the part of all: young people, adults and the educating society.The tasks
of
education relate to the formationof
conscience, the valuesof
existence, the events of salvation, the problems of society, the demands10 ACTS OF THE GENERAL COUNCIL
of
love, the needsof
thosein
want, and the per-sonal lifeplan of each one,
consideredas
an authentic vocationin
history.In
this way the periodof
youth finds its place on the road of hope and can renew the individual, love, marriage,the family,
peace, development, society andthe
Church.In this educational involvement with
theyoung the Holy
Father remindsus that
youth implies also "inheritance"and
"growth"."Inheritance", because "the heritage of being a
human
person","the
heritageof culture",
"theconfines of a people or a nation" mean a concrete
participation in history and a call to
commitoneself to the assuming
of
an heirloom of values, so asto confirm,
maintainand
increaseit.
The youth period is innate in a history, in a processof
becoming,in
a definite task. Family, country andthe
common goodall
demandan
education to social love.'"Growth", because youth should be a process bringrng
with it
"the gradual accumulationof
allthat is
true, good and beautiful, even when thisgrowth is linked 'from
outside'to
suffering, the lossof
loved ones, and the whole experience of evilthat
constantly makes itselffelt in
the worldin which we live".'
For
this reason tooit
must be ableto
acceptfatigue and effort, overcome obstacles
andopposition, foster relationships with
others,develop
a critical
senseand
acquirethe
abilityfor
discernment.A
considerationof the
valuesof youth
issomething
that
posesa deep

salesians, because "as educators we work together
with our
young peopleto bring all their
talentsand
aptitudesto full maturity.
Alwaysand
in every case we help themto
be open totruth
andto
developin
themselvesa
responsible freedom.To this end we commit ourselves to inculcating in
them a
convinced appreciationof true
valueswhich will
leadthem to a life of
dialogue and service".'This is why, in addition to the concern we have
for each youngster personally, we
dedicate ourselvesat the
sametime to the
provisionof
an adequate youth "setting", because
the assimilation of values does not come as the resultof
simple teaching,but is the
consequenceof
alived and shared experience.
I
made the point in my closing address to the GC22:"It
is a questionof
seeing whetherin
the lightof
faith we can put together a wise pedagogical system whichwill
be ableto
create settings, experiences, symbols andcommitment for the discovery and
vital assimilationof
the fundamental qualities that wewant to
make grow. Theperiod of life we
call'youth' is
getting longer.The cultural
synthesis and context in which we have to operate presents ever new difficulties. To be a 'missionary' today in the field of education is a real challenge. The new and stimulating article of the Constitutions on the Oratory'ois
an invitationto
incessant originalityand
creativeness"."The light of the Gospel
The
Pope's dialoguewith
young peopleis
a always markedby truly
propheticintuition.

does not get lost
in
a facile benevolent approach, but challenges them with the clarity and integrity of the Gospel; he doesit with
love and sympathyfor them, but with
unswervingloyalty to
itsdemands.
And
in that
thereis
a lessonfor all of
us: tobe clear and
outspokenin our
pedagogy of presentingto the
youngthe
teachingsof
Christ.We have tried
to
do thiswith
the Strennaof
the Beatitudes: youngsters willingly adopt an attitude of harmonywith
Christ and open themselves with enthusiasmto the
great idealsof the
Gospel."Dear friends,"
saidthe
Popeto the
young peopleof Lima,
Per0,"the
gospel programmeof the
Beatitudesis a simple and
attractive programmefor
young men and women. Certainlyit
proposes an ideal which is lofty and demanding.But for this very reason it amounts to
aprogramme of life custom-made for young people.
I, a pilgrim of
evangelization,feel the duty
toproclaim before you this
eveningthat only
in Christcan you find the
answerto the
deepest longingsof
your heart,to
the fullnessof
all your aspirations;only in
the Gospelof
the beatitudeswill
youfind
thefull
meaningof life
and thefull light on the dignity
and mysteryof the
human person!".t'
Christ's
Word, in fact,
displays,a
peculiaraffinity with
youth values becauseof
its novelty, its authenticity, its emancipating and regeneratingforce; it has a
mysterious capacityfor
stirring up enthusiasm and ensuring a constant rhythm of the performance of good works, despite weaknessand
occasional falls.And then too, the Word of Jesus is intrinsically

linked with the great
eventsof
salvation: his paschal mystery.Hence
Christ,his Word and all his
reality appear as the supreme novelty and the permanent youthof
all history:in
past ages andin
centuries still to come nothing was and nothing everwill
be newer and more youthful than the risen Christ; heis the
alpha and omega,the first
beginning andthe last
end,the
greatestof all
values, absolute and alwaysup to
date, who makes thefuture of
humanity an explosive event. He carrieswith
him the enthusiasm of rebirth; he is the springtimeof
every generation, the stimulusof
all renewal, the Iight and daring behind all reform. The mysteryof
Christ, reflectedin the
eschatological dimensionof his Church, is a perpetual
messageof
youthfulness.
In
this way theaffinity of
the Gospelwith
the periodof
youth becomes understandable. Hencethe need to follow the Pope's example
and constantly listen again with the young to the Wordof
Jesus.The content
of
the Letter we are considering centresaround
Christ's meetingwith a
youngman, as recounted
in
Mark's Gospel.It
is chosen and included as a modelfor
present-day dialoguewith
young people: "Christ speaksin
this way to a young person, a boyor
agirl;
his conversation takes placein
different partsof
the world,in
the midstof
the different nations, races and cultures.Each
of you
(young people)in this
conversationis
potentiallythe
one hewill
speak to".r.The meeting becomes a conversation,
adialogue about "eternal life": question
and answer, confidence andinvitation.

The deepest questions about existence
find
a response in dialogue with Christ. The attractionof
the Gospelnot
only persists, despite the assaultsof a
positivist mentality dedicatedto
technology and even to an explicity atheistic programme, but constantly rises againwith new
intensity, eventhough in
some casesthis be
accompanied by subjective overtones.Rightly did our
SGCremind us of this
in trenchant words: "For the salesian, the existence of young people living without Christ, and a Christ unable tofind
a welcome among young people, isnot
just
a causefor
regretbut
is also a challenge and an incentive to renew himself andto
discover new ways and take any risksin
order to proclaim efficaciouslythe
salvationof God and to
helpyoung people 'to be
themselvesand to
giveauthentically their human and
christianexperience, helping them to find in their
friendshipwith
the Redeemer the power to reachfull
maturity'." ttThe person
and
wordsof
Jesus never leaveyoung people indifferent; they attract
them, challengethem,
fascinatethem, disturb
them.Jesus
fixes his
gazeon them and
loves them;maybe they
will
go away,but
theywill
never be ableto
forgethis
face."Young people, precisely because they accept
only
those personswho lead
coherentlives
ofintegrity, more willingly give
themselvesto
acatechesis
which
presents Christ as Loveat
the dispositionof
all, and as achieving the liberationof
manby the total gift of
himselfin
sacrifice.They question
in
depth the meaning of life and of suffering and, spurred on by their own experience14. scc 306

which is not always positive, of friendship, of love and
of
work,they
seek God'trying to
sense his presence and lay holdof him'."
For them Christ can becomethe only
responseto an
irresistible attraction.16The dlfllcult challenge of the luture
John Paul II forthrightly
declaresthat
"theChurch looks to the young; or rather, the Church
in a
specialway
sees herselfin the
young".l7By this the
Pope meansthat the
Church's mission as "the universal sacrament of salvation"on the way of reconciliation, of
ecumenism,of development and of peace, is
confidedparticularly to the young; he has said, for example, that "peace and youth go
forward together"!The themes
of
dialogue, penance, solidarity,apostolic commitment and social justice
are centresof
interestin
the formationof
the young.Sometimes
the
accusationis made that
our processof
education prepares people capableof
setting themselves up personally in life, but
it
doesnot
leadthem to
commit themselvesto a
workof transformation,
especiallywhen they find
themselvesin structures and
systems which debasehuman dignity and trample on
humanrights. An
adequatepreparation for
politicalresponsibility,
for
participationin
sociallife
andfor an active ecclesial commitment, is
anindispensable aspect
in the education of
theyoung to professionalism, to the development of a
civil
conscience and to the christianfaith
choice.16 ACTS OF THE AENERAL COUNCIL
But the situation
in
the world is very complexand difficult;
inequalities abound and there are threats from all quarters: "'We are all aware", saysthe Pope, "that the horizon of the lives of billions
of
people who make up the human family at the close of the second millennium after Christ, seemsto portend the possibility of calamities
and catastropheson a truly
apocalyptic scale".'8But is
it
possible to change such a world?Will young people
succeedin
doing .so?Will
theyknow how to do
so?The Pope does
not
shilly-shallyin
the faceof
such distressing questions,but
urgesall to
haveconstancy and trust. "Christ
answersas
he answered the young people of the first generation of the Church through the words of the Apostle:'I am writing to you,
young people, because youhave
overcomethe evil one. I write to
you,children, because
you know the
Father.I
writeto you,
young people, becauseyou are
strong,and the word of
God abidesir

is a matter of trustingin
the strengthof
the resurrectionof
theLord
andin
the powerof
theHoly
Spirit.Life
isa
struggle:not a
"struggle of one against another in the name of some ideologyor
practice separatedfrom
the very rootsof
the Gospel",but
a struggle against evil itself, againstevery injustice and exploitation,
against every falsehoodand
deceit, against every sin.The Word
of
God therefore must dwellin
the young. Then theywill
be "strong"; then theywill
"succeed in getting at the hidden workings of evil
and its
sources,and thus they will
graduallysucceed
in
changingthe world,

of
vocation is centralto
this letter of the Pope,just
asit
is centralto
the conversation between Christ and the young man in the Gospel:the evangelist presents the encounter as so many steps leading
to that
"Follow me". The argumentis the fabric which connects up all
theadumbrations: vocation to life, to
christianwitness,
to a
specific ecclesial commitment.2rIn
the designs of God youth is the time for the makingof
alife
plan,for
considering vocation;it has a
decisively personal aspect.The
range of vocationsis a wide
one,but
privileged amongthem are those to the
priesthoodand to
the consecrated life.The
first
motivein this
connection isnot
the shortageof workers in the vineyard, but
the maturingin faith of
every young person and the happiness attained by planning one's ownlife
in such a way as to insertit
in the loving plan of Godthe
creator and redeemer so asto fit
oneself to realize his designs:"I
desire therefore to entrust to all of you, the young people to whom this Letter is addressed,this
marvellous taskwhich is
linkedwith
the discovery before Godof
each one's life vocation. This is an exciting task.It
is a fascinatinginterior
undertaking.In this
undertaking your humanity develops and grows, while your young personality acquires ever greater inner maturity.You become rooted
in
that which eachof
you is,2

order to become that which you must become:for
yourself,for other
people,for

be a fine thingif
educators can see the vocational problem from the aspect of the growth of the subject, even though they still have in mindthe
compelling needs arisingfrom
the extent ofthe
harvestand the
pressing needfor
workersto
gatherit
in.The urgency of better pastoral work for
vocations could give rise here to many comments.
Suitable initiatives have
not
been wantingin
theCongregation with regard to
discernment, pedagogyand practical
expertisein this
field.They
take their
place among othersat a
moreauthoritative level, such as the
second WorldCongress which was realized with
thecollaboration
of
various religious organizationsand
congregations,under the aegis of
theApostolic See
and with the
conculTenceof
the Episcopal Conferences.Rather than repeat the very valid contributions
made in
these assemplies,and in the
annual message for Vocations Day,I
prefer to emphasize some observationsthat I
have pickedup
from numerousfraternal
meetingsin which I
have takenpart in
various regions.The
first
can almost be takenfor
granted: the conviction thatit
is life that generates life. "Jusf as a terrain gives evidence of the richness of its vital humoursby the
freshness and luxuriousnessof
the harvestit
bears, so a society gives proof of itsvigour and its maturity through the
flourishingof
vocations"."There is no doubt that a youngster is led in his process
of
discernmentmore by what he

experience than by what he is told.Article 16 of the
Constitutionsprompts us
to follow the samefruitful
line, when describing ourfamily spirit:
"This is a witnessthat
enkindles in the young the desire to get to know and to followthe
salesian vocation".24The kindling
of
vocations is more a matterof
"generation" than
of
recruitment. Our witness is"the most
preciousgift we can offer to
the young".25Solid
christian surroundingsform
the best soilin which to
sowthe
seed."Pastoral work for the young and for vocations
are complementary", declared the
secondInternational Congress on Vocations (1982)
in
its concluding document. Specific pastoral workfor
vocationsfinds in the
correspondingwork for youth its vital living
space. Thework for
youthbecomes complete and efficacious when it
includesthe
vocational dimension".2u"Pastoral vocational work,
in
fact,is
notjust one branch of youth
pastoralwork in
general,but rather its unifying
perspective, because all pastoralwork is
vocationalof its very
nature.Either youth pastoral work, as it
grows,automatically generates specific

"Loveenables us to propose what is good. Jesus 'looked'

the Gospel'with
love' and saidto him:
'Follow me'. This goodthat

exhortation:Follow Christ! We
have no other goodto

propose."What this means is that the young person must
rediscover himself in a most profound
and authentic way; he musttry to find
that vocation, which Christ shows to man, of finding himself as aman: "for it

his letter to young people. In it he describes the figureof
the priest dedicated to the young and analyses the characteristics of his specific pastoral charity.It
is interesting and stimulatingfor
us to notethat
the natureof
such charityis
precisely that which is at the centre of our salesian spirit.32It
is acharity which
permeatesand guides all
our personal and community energies so asto
bein the

Constitutions say, "signs and bearersof the
loveof
Godfor the
young".In

a privileged place, which requires
particular attitudesin the
'pastor'.The Pope speaks in the first place of
"accessibility",
or in other words
availability, openness, kindness, ease of contact, closeness and interest.It is a
questionof
being ableto
engage infriendly
dialoguewith
sincere confidence on the problemsinvolved in a plan of life,
especially those of a fundamental nature which touch on the themes of salvation and'eternal life'.It
is essentialto
be ableto
arouse interestin
thesevital
topics and then be able to listen to the youngsters and be ableto reply to their
questions and objections.To this end the
shepherdor
guide needs adouble "sense
of
responsibility": he needsto
feel his responsibility to provide a clear and objectivepresentation of the truths of salvation,

indirect activity, thinkingthat
through others, underour
guidance, we can carryout
the same mission.It
is certainly true that we must be able toinvolve the greatest possible number of
collaborators; but our workwill
befruitful
from asalesian
point of view only if the
confreresthemselves do not lose their vital contact with the youngsters. A sad reminder is addressed to us by the GC22;
it
"asks all salesians to 'return' to young people,to
their world, their needs, their poverty,by grving them true priority

arenewed educational, spiritual and

A second important aspect is that of trying assiduouslyto
acquirea real
understandingof what
is impliedin
the requests and problemsof youth. To our
presenceand our living

youngstersare
concerned about at the present day is no longer the conflict, contestation and rejectionof
the pastbut
ratherthe silent
subjectivechoice of a road to
befollowed.

is supremely necessaryto
be able tolisten to them and to lead them to
express themselves so as to seek together and programmetheir own
existencein the light of the
great mystery of Christ, the way, the truth and the life.-
FinallyI think it
is urgentthat
we able togive to all our works that youthful air which gives rise
to
vocations and is a signof
the authenticityof our mission,t' even when a work
extends beyondthe youth
sector.The new
Regulations remind us of this, for instance, when dealing with parishes: "A parish entrusted to the Congregationshould be distinguished by its
low-incomepopulation and its interest in the young.
It
should consider the oratory and youth centre an integralpart of its
pastoral project.s,Hence "presence", "tuning
in",
and "operativepreference" are
necessaryconditions for
the effectiveness of the specificgift of
predilection inour
pastoral charity. They ensurethat our
living and working among young people places us in thetrue
homelandof our
salesian mission.I think it
would be a useful and even urgent thingif
every province, house and confrere made a careful review of how we stand as regards these three conditions.It will
also serveto
give a more concrete and committed dimensionto

the important Practical Directivesof
