is beingreviewed.
The increasein
number ofUkrainian
confreres of oriental
rite
prompts us to prepare structures of for-mation'in loco'.
For the moment two prenovitiates are operat-ingin
the Ukraine, one for each of the tworites.
For successive stages the confreres are sent elsewhere.Croatia and Slovenia send
their
novices to Pinerolowith
the option of continuing subsequent studiesin Italy.
They have set up aprenovitiate.
Hungarywill
send its novices to Pinerolobut
subsequent stageswill
take placein
Hungary itself.Slovakia has
its
own structuresfor prenovitiate,
novitiate, postnovitiate and theology. The Czech Republic too hasits
own structures, but this yearwill
send its single novice to Slovakia.It
has its own well structured prenovitiate at Sebranice.
The desire
for
interprovincial collaboration isnot
lackingin
the Region, but is strongly deterred by language diffrculties. Any such collaboration requires on the part ofthe candidates the study of another language; this is always enriching but not always easy.With regard to
initial
formation I repeat that Benediktbeuern offers a consistent structurewith
a strong team of well qualifredteachers. It
could becometo
a greater extent aninternational
centre of formationin
the Region.4.2
Salesian formation of lay people
This is
something elsethat
takes placein
manydifferent
ways. In
theAtlantic
and German-speaking Areasit

In
Irelandit
takes place through the group "Ethos"in
collaborationwith
theFMA. In
GreatBritain it
is done through"The Gouernors", and in North Belgium by a structured two-year programme for all lay people involved in schools and in houses for young people
at risk,
andthrough the "Centre of Formation"
(Vormingscentrum).
In
Germany they have a vast programmeof
formation for lay people togetherwith
Salesians;it
is organised by the J ugendPastorallstitut
from Benediktbeuern.In
Poland the formation of lay personnel in schools is usuallyleft in
the hands of head teachers.In this
matterit
may be pos-sible to draw up a project at interprovincial level.In
the CIMEC too the situation variesfrom
one Province to another. Hungary organises meetings at provincial level. Slova-kia concentrates on the formation of lay animators. Croatia and Slovenia givetheir attention mainly to the formation of laity
involved in parishes;in
schools the formation is entrusted to the head teachers.Some Provinces,
with
the expenditure of much enerry, have setup higher Institutes
where Salesians andlaity
can become qualifred: Benediktbeuern (Austria, North and South Germany), the Faculty of Theology ofiesk6
Buddjovice (Czech Republic), the Salesian HigherInstitute
of Christian Education at Warsaw (Poland), the JABOK special school of social pedagory and the-olog, (Czech Republic), the Salesian HigherInstitute
of Economy and Commerce (Poland-Warsaw), Courses of Salesian formation (North Belgium).In
general the Region is outstanding for the notable number of qualifred confreres who have not only a university degreebut
also a diploma
in

Youth Ministry
In
Europethere

pastoralwork
among young people: the dechristianization of a Europe closed
in
on itself, which has lost the thread of
its
Christian legacy andin
which many young people are livingwith

but are often unclear and confused, and the challenge of the new kinds of material and spiritual poverty and of immigration which afflicts youngsters in particular and gives rise to a growing social exclusion.
Facingthese challenges, youth ministry frnds itself called upon
in
thefirst
place to live more radically the commitmentto
evan-gelisation, as a response to the intensive search of young people for meaning, as a means of fostering the values of personaldignity
and zest for life, and as an explicit way of making contact with the Lord Jesus and
with
faith journeys; and at the same timeit
mustbe inclusive, overcomingthe different forms of youthful marginali-sation, seeking ways of integration, of interreligious dialogue and of
intercultural
experience, of giving help to the family, etc.Youth
ministry in
the Region is looking for practical ways to give a decisive responseto
these challenges. Whiletraditional
structures ofencounter and education (schools, parishes etc.) are becoming ever moredifficult
to manage and are losingtheir
im-pact-
especiallyin
the westernpart
of the Region-
newpossi-bilities are arising for making contact with the young, for
prompting them to positive objectives:youth
groups and move-ments, houses of spirituality, projects for the accommodation and education of the very poor and of young immigrantsin
particu-lar, welcoming environments, opportunities for young people to take the lead etc.And so, for example:

the Flemishpart
of Belgium youth pilgrimages are being made to the places of the origin of our charism, and there arespir-ituality
weekends and weekend retreats for young people organ-ised by the team of the Oasecentrum of Groot-Bijgaarden; in Malta there are the activities of 'SPYS' and the 'Live-ins' at Dingli.Prominent in Poland are the new and promisingyouth
move-ments:'Pustynia Miast','Saruel','Oe,si','Ministranti',
Silos,with
various pilgrimages and regularyouth
encounters such as'sauonalia' (Krak6w), and'Pielgrzymha miruistrantow'

In the CIMEC also there are interesting experiences: in Slove-nia the Association
'Mladinski
Ceh' and the'Shala'
project;in
Croatia' Don Boscofest', youth groups, and' Campus ministry' ;in
Slovakia associations of altar-servers, spiritual and educative pro-jects, youth festivals, Lumen and the 'Domka'
activities. In
the Czech Republic there is the Salesian Youth Movement andthat
of Salesian clubs for young people.
In
Hungary there are well at-tended meetings at Pelifrildszenkeresztfor
workers and anima-tors engaged in youth ministry.In the German-speaking area there are the efforts of the "Don Bosco
Haus" at
Viennatogether with'Eurotreff' and'Jupa
-Tagung'. In
Germanythere is
alsothe significant activity of
'Aktionszentru.m'at Benediktbeuern and the houses ofspiritual-ity
at Calhorn and Jtinkerath.At Regional level there is not yet a project of collaboration
in-volving all the Provinces,but
there are manyinitiatives for
the young organisedat
regionalor interprovincial level. In
recent years the "Don Bosco Youth net" }rras come into being;it
is astruc-ture
coordinating various Salesianyouth
organizations of the European Provinces.The various pastoral projects involve many lay people, teach-ers, animators and members of the Salesian Family; they
testify to
asignificant
extentthe
way the young aretaking the
lead.I think that in
the Region we must encourage and strength-en this development of youth movements which are so evidently Iively, creative andattractive. Still
true are Fr Vecchi's wordsin
a

to the Provincials of the Western Area of theNorthern
