in plans already in progress or the weakening of some sectors,formation for instance.
We are happy nonethelessto
be able to give to the Church well-prepared pastors who areparticu-larly
sensitive to the problems of the young.Collaboration
with
the local Churches is also evident from the considerable groupof
Salesians involvedin
ecclesial andeduca-tional
structures atnational level.
We canthink, for
example,of the various
Conferencesof Religious, of the Associations of
Catholic Educators, and of the various services providedfor
Bish-ops' Conferences, such as offices for youth pastoralwork
and cat-echesis, centresfor
social communication andvarious other ini-tiatives
at a diocesan level.Inuoluement and

kind of

people who workwith us.
They were there before,but
from the GC24 on-wards they have beeninvited not

Salesians, educatorsby their
words and example, sharing

in responsibility for the Salesian mission. To achieve this objective a change ofmentality
was need-ed on thepart ofboth
confreres and laity.On the part
ofthe
confreres, though a certain progress has been madein all
Provinces,there still
remains some resistance, some-times because this newkind
of relationship between SDBs and lay people hasnot
been properly understood, sometimes because we have been over-hastyin
delegatingresponsibility to
personsnot
adequately prepared forit.
Other difficulties arose from the lackof
a clear understanding of the new role to be played by the
individ-ual
Salesian andthe
communityin this
newrelationship. It
was found alsothat the
choice of lay people, based more ontheir

ability than
ontheir
Salesian qualities, while on the one handit might
helpin
improving thequality
of the service provid-ed, could on the other have a negative effect on the generaleduca-tional
atmosphere.It
has to be accepted alsothat
restrictions im-posed by time available,family commitments
and social activities place a practicallimitation
on thecontinuity
of thep
esence of our lay collaborators among those for whom wework. Finally
there isthe
delicatefinancial relationship that
may sometimes cause the rapport between confreres andlaity
to descend from a dialogue be-tween collaborators to a merely formal relationship (or worsestill
to tension) between employers and employees.In
aneffort
to resolvethe
diffrculties metwith, the
Provincesof the
Region havedrawn up a "Plan for the formation of lay collaborators" in our
schools andother works. The Don
BoscoUniversity
of Campo Grande, Brazil, offers a post-graduate coursein the field of
Salesianspirituality for both
confreres andlaity;
the IUS
ofthe
Region have also developed arl online
cotirseof
Salesian
formation
foruniversity
teachers.3.4 Initial and Ongoing formation Initial formation
Initial formation in the Region
deserves specialattention
because on
it
depends, to a great extent, the charismatic identity,spiritual
strength, apostolic drive and pastoralquality
of our con-freres. At the present time there are pre-novitiate houses in all theProvinces.
These arein the
processof
moving more decisively towardsinterprovincial
collaboration so asto
ensure consistency among formation personnel, a good number of those in formation,a formation plan of high quality and, especially, study centres
with
a Salesian
identity. All
these elements should concurin
fosteringin
candidatesto the
Salesianlife the
personalassimilation of
aspiritual
experience and of Don Bosco's apostolic project.From this standpoint the
beststructured
phaseis the
Novi-tiate, generally shared betweendifferent
