Primato di prezzo: per le 9 di mattina di mercoledì 22 settembre in Italia le partite all’ingrosso di corrente elettrica sono valutate 228 euro per mille chilowattora, ma il prezzo arriva addirittura al primato di 250 euro per la sera alle 20, quando le centrali fotovoltaiche senza più sole si addormentano di colpo tutte insieme; prezzo medio di oggi 181,18 euro per mille chilowattora. Per trovare un prezzo più alto di 250 euro bisogna volgersi indietro di 9 anni, al 2012, quando una fiammata istantanea superò i 300. È primato anche sui prezzi dei carburanti. In Europa si studiano interventi, e da Parigi l’Agenzia internazionale dell’energia ha invitato la Russia ad aprire i rubinetti e a far trafilare verso l’Europa un po’ più di metano.

I prezzi alla borsa elettrica

Nella settimana fra lunedì 13 e domenica 19 settembre la borsa elettrica italiana del Gme ha registrato un prezzo medio di acquisto dell’energia pari a 163,01, in aumento del 17,4% rispetto alla settimana precedente. A titolo di confronto, il prezzo medio del 2020 era 38,92 euro per mille chilowattora.

In Europa le borse elettriche indicano quotazioni superbe oltre i 100 euro, la borsa spot Epex rileva qualche fiammata nelle ore a maggior consumo in Germania e nell’eolica Danimarca (213 euro), in Belgio (241), Inghilterra (247), Olanda (248 euro).

Il vento traditore

L’Agenzia internazionale dell’energia ha invitato la Russia a fornire più gas naturale all’Europa, affermando che la crisi energetica è stata un’opportunità per il Paese di dimostrare di essere un «fornitore affidabile». Secondo l’Aie il forte aumento dei prezzi del gas in Europa è stato causato da una forte ripresa della domanda, da un’offerta ridotta e da una bonaccia di vento che per settimane ha tenuto immobili le braccia di innumerevoli centrali eoliche («and lower-than-usual availability of wind energy in recent weeks»).

La Spagna proporrà di includere «nell’agenda del prossimo Consiglio europeo un dibattito europeo sul mercato dell’energia» e in Inghilterra molti fornitori di luce e gas più piccoli sono prossimi al fallimento.

In Italia imprese in allarme

Il rincaro «è tale da compromettere la marginalità delle nostre imprese», avverte Gas Intensive, consorzio che raggruppa aziende dei settori ceramica, carta, fonderie, metalli ferrosi e non, vetro, calce e gesso. «Abbiamo la necessità di produrre quindi in questo momento non vedo nessun pericolo circa la produzione», aggiunge il presidente della Federacciai, Alessandro Banzato.

Il caro carburanti

Martedì la Transizione ecologica ha divulgato il censimento settimanale del prezzo dei carburanti; il gasolio è salito in media a 1,51 euro al litro (62,5 centesimi senza la penalizzazione fiscale) e la benzina a 1,67 euro al litro (64,1 centesimi senza le tasse).

«Bisogna che il Governo intervenga non solo su luce e gas, ma anche sul caro benzina, riducendo le accise sui carburanti», protesta l’Unione nazionale consumatori, secondo la quale è il massimo dall’ottobre 2014 per la benzina e dal maggio 2019 per il diesel. «Dalla rilevazione del 4 gennaio, un pieno da 50 litri è aumentato di 11 euro e 46 cent per la benzina e di 9 euro e 88 cent per il gasolio, con un rincaro, rispettivamente, del 15,9% e del 15%».

EU prepares ‘toolbox’ of measures to tackle energy price spike

The European Union executive will produce a “toolbox” of measures EU countries can take to tackle energy price spikes without breaching the bloc’s energy market rules, it said on Wednesday, as consumers faced a sharp rise in bills with winter approaching.

European power prices have rocketed this year, more than trebling in Spain and elsewhere, mainly fuelled by the rising price of natural gas used for power generation and heating, in addition to low renewable energy output and higher EU carbon prices.

EU energy commissioner Kadri Simson said Brussels would produce guidance to help countries tackle the price spike in the coming weeks.

“I proposed to the ministers today to draw up a more structured toolbox, which we believe could be useful for all member states to tackle the current situation,” Simson said on Wednesday, following a meeting of energy ministers from EU countries.

The toolbox would help governments navigate options to respond quickly to price spikes within EU rules, Simson said, adding they can tweak value-added tax (VAT) and excise duties or use direct support to shield consumers from high costs.

Benchmark European gas prices have risen by more than 250% since January, spiking as economies around the world reopened from COVID-19 lockdowns, with high demand in Asia pushing down supplies to Europe. It has sent shockwaves through gas-reliant industries, which include everything from power generation to makers of CO2 used in the food trade.

Spain has led calls for the EU to organise a more coordinated response to the price spikes. On Monday, it asked the Commission to provide options for how EU states could respond, and suggested reforming the bloc’s electricity market.

Simson said the design of Europe’s electricity market had not contributed to the price increases, and that wholesale power prices made up only a third of consumers’ bills, with taxes and other elements making up the rest.

‘Not OK for our economy’

Spain, Italy, Greece and other others are already planning national measures, ranging from subsidies to price caps, aiming to shield citizens from rising costs as economies recover from the COVID-19 pandemic.

Germany said it did not see a need for government intervention to counter rising gas prices.

Concerns about soaring energy costs could embolden opponents of the Commission’s plan to launch a new carbon market for buildings and the transport sector, a move some EU countries and lawmakers have warned would hike consumer bills.

Analysts have said surging gas prices, not the price European companies pay for permits to cover their CO2 emissions, were mainly responsible for rising electricity costs.

Brussels has said the price surge should encourage countries to speed up their shift away from fossil fuels.

“We need to make decisive steps in the right direction by using our own locally available resources – we need to decrease our dependency on fossil fuels,” said Slovenian infrastructure minister Jernej Vrtovec, who led Wednesday’s ministerial meeting.

Austrian climate and energy minister Leonore Gewessler said a faster shift to renewables would make the EU “more resilient to price uctuations in the long term.”

In former EU member Britain, o cials said the jump in gas prices would force more British energy suppliers out of business and the industry needed to prepare for prolonged pain. Several energy providers have already gone bust.

European business group calls for China to end self-reliance strategy

China should abandon a top-level strategy promoted by President Xi Jinping to increase self-reliance, or risk harming innovation and growth prospects, said a European business group on Thursday (23 September).

“There are troubling signs that China is increasingly turning inwards … and this tendency is casting considerable doubts over the country’s future growth trajectory,” the report from the European Chamber of Commerce said.

A desire for political control and a “fear of volatility” are to blame, Chamber president Joerg Wuttke said at a brie ng.

China has been trying to cut its dependence on overseas markets and technology in its long-term development, a shift brought on by a deepening rift with the United States, in a so-called “dual- circulation” strategy.

Continuing policy support for state-owned companies, the “unsettling” in uence of national security concerns on economic policy and e orts to increase control over the private sector, will drag on innovation and e ciency, said the report.

“Although the costs of such an approach may not be felt for several years, they are considerable and should not be overlooked.”

Dual circulation will require China to “deviate from the spirit” of the 1970s reforms that opened up the country’s economy and spurred decades of rapid growth, it said, resulting in less foreign investment, misallocation of resources and growing push-back abroad.

“China runs the risk of punching below its weight,” said Wuttke.

‘Market exit’

China’s policymakers have stressed the country will continue to open up and welcomes foreign rms.

While some foreign companies, such as those in the chemicals sector, which have technology China needs, are encouraged, others are not, the Chamber report said.

Some foreign suppliers of network equipment and services have told the Chamber that “market exit is inevitable” due to increased scrutiny on the grounds of national security. Suppliers of health equipment, for example, are sometimes unable to sell as hospitals try to “buy Chinese”, said Wuttke.

The report also urged China to de-escalate tit-for-tat sanctions against Europeans that are holding back the rati cation of a key investment agreement with the European Union.

The bloc had imposed sanctions on Chinese o cials over alleged human rights abuses in the western region of Xinjiang, to which Beijing responded with its own sanctions on Europeans including European lawmakers.

The bloc’s executive arm, the European Commission, unveiled plans in May to cut dependency on Chinese and other foreign suppliers in six strategic areas.

Foreign companies contribute to signi cant chunks of China’s tax revenue, trade and employment, said Wuttke, and in turn China remains a key market for European companies which helped prop up operations during the COVID-19 pandemic.

“In many cases…the China operations are the ones that stabilise headquarters and basically bring business to the group,” he said.
