Among the many gifts we have received during
this
centenary yearof
grace we must include also the convocation of the coming General Chapter:it will
be the 23rd.Don
Bosco attachedparticular
importance to general chapters.He
himself presidedat the
firstfour of

1887, 1880, 1883 and 1886; at thattime
theytook
place every three years, a practicethat
continueduntil
1904.In
convokingthe
first General Chapterhe
remindedthe
confreres that"we
are undertaking something of the greatest im-portance for our
Congregation...our
meetings haveno other
purposethan

The present Constitutions
tell
usthat "the
gen- eral chapter is the principal signof the
Congrega- tion'sunity in
diversity";2 by its means we meet asbrothers on a worldwide scale to grow
in
fidelity tothe
Gospel,to Don Bosco and to
present-day needs.3It is
a community eventof identity,
unity, revision, planning,and of
salesian dynamic pres- enceilnong the pilgrim
Peopleof
God,which
inthe midst of
"temptationsand tribulations"
con- tinually renews itself so as to be the light and saltof the
earth.3Through it the whole
Congregation makes itself docile to the Spirit of the Lord, seeking"to
discern God'swill
at a specific momentin
his- tory for the purpose of rendering the Church better service'o.aIt
is therefore one of the most significant eventsin our
communitylife.
We must befr:lly
awareof
this; we must feel ourselves involvedin
a responsi-ble
commitmentat worldwide
level, andplay
an active partin
its preparation based on the concrete situation in our own particular province. Becauseit is
an eventin
harmonywith the
workingsof
theHoly Spirit, it
should give risein
thefirst
place to an atmosphereof
intense prayer accompanied by pastoral zeal, study, verification, dialogue and theformulation of
efficacious proposalsfor

the Moderator todraw up a "plan
ofpreparation" for the
Chapter andto

of the members".6 The resultsof

One need only read over againthe
articlesof the
Constitutionswhich
referto the
various rolesto be
playedat world
level among usin
the service of authority to understand the need there isfor
immediate prayer, and to be- ginto

a choice.The particular character of the GC23
The GC23 should restore the celebration of the general chapters at
world
levelto their "ordinary"
rhythm,
as regardsboth duration
andwork
con- tent.The GC22 and the approval by the Apostolic See
of the
revisedtext of the
Constitutions,and
the completing of our Rule of life by the last provincial chapters, marked the endof
a laborious and fruit-ful
postconciliar period dedicatedto
the vastwork
of clarifying the salesian identity in the Church and its consequent legislative expression at both general and provincial level.The Chapter
now in
preparation can be called"ordinary" by
comparisonwith the
previous gen- eral chaptersthat
followed VaticanII.
The inten-tion is in fact to
concentratethe
attentionof

on a
specificargument of a
practicalnature, considered
to
beof
particular urgency for the Congregation but to a certain extent sectorial in nature,in the
sensethat it
doesnot refer to
the wholeof
salesian life.To
rethink our
identityin
an adequate manner andto
avoid the insidious dangerof
being merely superficial, the last three general chapters have en- riched uswith
documentsof
great doctrinal depthwhich
have enlightened and guided'usin
respond- ing to the new challenges of the present day.In
thelight
of this wealthof
guidelines officially availableto us, we are now
askedto verify that we
have assimilated them andput
theminto
practice.The scope of the GC23 is therefore
limited to
a more immediately practical objective:to
verify the efficacy of salesian educationwith
regard to the life of faith of the youthwith
whom wework,
so as to revisewith
greater incisiveness the educational and pastoral projectsof
each province andof
the indi- vidual houses. (Whatwe
are lookingfor from
the coming Chapter is a concise collection of "practical
guidelines".The theme proposed: its choice and significance

the theme was a natural out- come of the experience of recent years, of the diffi- culties metwith
by both young people and the sale- sian community,but
alsoof our
thoughtson
the occasionof the
solemn promiseof fidelity to
Don Bosco which we renewedon

It
is quitetrue that
the prob- lem is not one of our own Congregation alone:it
is onewhich
deeply touches the whole Church. Nor doits
ramifications stem exclusivelyfrom
specific characteristicsof
the present-day youth condition;they are rather the consequence of a cultural situa-
tion
associatedwith a "turning point" in
history:"Ours
is a
new ageof history",
saidthe
Council,"with critical
andswift
upheavals spreading grad- ually to all corners of the earth".13It
is a momentof
a new ecclesial beginning, a time of great responsi-bility
andof
fascinating historical commitment.It
reminds us of the famous "leap
forward"
of which JohnXXIII
spokein
prophetic fashionin his
ad- dressat the
openingof
VaticanII: It will be
our duty, he said "to dedicate ourselveswith
an earnestwill
andwithout
fearto that work which our
era demandsof
us, pursuing thusthe
pathwhich
the Church has followedfor
twenty centuries".raIn
the General Council the choice of this theme was reachedafter lengthy
discernment.It
began last Januarywith
the suggestion of various themes made by the Councillors themselves. Then the Re-gional Councillors made
an informal
soundingof
the provincials and confreres in their eight regions, bringing back the results to the General Council in June. The various proposals were sorted, and after hearingthe
opinionsof all
and noting thepriority
accordedto
the subjectof
christian education, the Rector Major made on 6 July the definitive choice.The Council had already studied and discussed at length over the previous year some of the points involved, which had been seen as urgent problems to be taken up and analyzed to help the provinces.

The significanceof
the theme is clear from its very statement. Educationof
thefaithls
artd tothe
faithl6is the
specificline of
approachto
the analysis and deeper study of the whole question. To use any other approach would be to lack relevance.We shall have to be on our guard therefore against being led astray
by
side issues.To develop the theme we
must
analyzefrom
apastoral point of view and make a salesian verifica-
tion of the reality in which we
areworking.
We shall therefore have to make practical reference to the young people we are educatingin
eachof
ourlocal
presences,so
asto reflect on the
problems about thefaith which
crop upin their
own lives.In
this regard thereis a
taskwe
haveto
carryout,
and a challenge towhich
we must respond.The
"task" is
clearly indicatedin the
Constitu-tions; the
"challenge"will be
definedby what
is foundby the
individuallocal
communities and in eachprovince,
accordingto the diversity of
the works, social situations, culture and trends.We must
be
ableto
distinguish between what we may call recurrent difficulties and the challen- ges that arise from cultural innovations,which
callfor
a real rethinking of methods and of the content of educationto
the faith.The theme
doesnot exclude an
educational commitment among non-christianyouth. This
in- deed is expressly included, but from the specific as-pect
of
ajourney to the faith. In

indi- cated by the ConstitutionsOur
Constitutionsexplicitly
declarethat "'this
Society had its beginning in a simple catechism les-son'. For
ustoo
evangelizing and catechizing arethe fundomental
characteristicsof our
mission.Like Don Bosco we are all called to be educators to the
faith at
everyopportunity.
Our highest know- ledge thereforeis to know
JesusChrist,
and our greatest delight is to reveal to all people the unfath- omable riches of his mystery".'8 There you havethe

General Regulations, speakingof
the educative and pastoral project,tell
us that"a

articles give clear emphasisto
the themeof the
GC23.The work to be done in pursuit of the great con-
tent
and objectivesof
these "fundamental charac- teristics of our mission", and the educational processto
be followed, wefind
describedin the
Constitu- tions themselves, especiallyin
articles 31 to 37. The technical commission has clearly set out its various aspects. HereI
would liketo
focusyour
attention, dear confreres,on
some key pointswhich
should help us to understand the unique style of the sale- sian educational commitment.I invite you to keep in mind the
following points:the
fosteringof
organicunity, the
promo-ting of critical
understanding,the
developmentof
love, and the discovery of thejoy
of living.-
The fosteringof organic unity is
an aspectwhich
concernsboth method and content.
We have summedit
upin
the slogan "evangelizing by educating".2o The Pope reminded usof this in
his letter: the particular methodof
Don Boscofor
the evangelizationof youth "forms an
integralpart of
the processof human formation, ... so that
thefaith
must becomethe unifying and
enlightening element oftheir
personality".2rThis
is not an
easything to do: it
demands a deepeningof the
visionof Christ
asthe
"perfectMan",
the formation of a heart onfire with
pasto- ral love, and the carefrrl acquiringof
an up-to-date educational competence concerning human valuesin
the processof
growth. This fosteringof
organicunity
obliges usto
resolvethe tragic
cleavage be- tween the Gospel and culture at the grass rootsof

The secret lies in never forgetting the enlighten- ing and unifying function of the
faith,
and in mak- ingit
accepted as a leavenfor
the maturing of the whole person.The Council
too
emphasizesthis unifying
and organic function of thefaith: "l,et
christians follow the example of Christ who worked as a craftsman;let
them be proudof
the opportunityto carry
outtheir
earthly activityin
such a way asto
integratehuman, domestic, professional, scientific
and technical enterpriseswith
religious values, under whose supreme direction all things are ordered to the gloryof
God".22-The promoting of critical
understandingin relation to
personal freedom. Thereis an
urgent needfor
education to an authentic sense of sin, i.e.personal sin which depends primarily on one's own
will.
At
the present day the awareness of such sin is dangerouslydeclining. Critical
understanding is usually fosteredwith
referenceto
structures, so-ciety, particular economic or political
systems,without
any attention being given to the radical im- portance and responsibilityof the individual
and the education of his freedom.Promoting
critical
understandingin
relation to faith means accompurnying the young person on his pathof
"conversion", educatinghim to
the valuesof
personaldignity, of
overcoming selfish tenden- cies, of reconciliation, of the great christian signifi- canceof
repentance,of
learningto
forgive as he himself feels forgiveness. Don Bosco attached great importance to this aspect, which he considered one of the columns of his educational system.Giving new

indispensable objectivein
education to the faith!- The
developmentof love must bring
the young person to understand and sharein
the great- estact of
self-donationin history: the
redeeming sacrificeof
Christ.23 The christianfaith is
directlylinked with the
Eucharist.From the very
outsetmany of
Christ's disciplesdid not
graspthis;
his words seemedlike wild
exaggeration,But
"Jesus saidto
the twelve,'Will
you also go away?' Simon Peter answeredhim,
"L,ord, to whom shall we go?You have the words of eternal lTfe'".24
It
is not a question here of harking backto
the observanceof norms
(eventhough the
Church's preceptsare important), but rather of
educating the mind and heart of the young in such a way that they clearly perceive the supremely central nature of the Eucharistin
thelife of
the individual and in the climateof
an educational environment. This is the other column of Don Bosco's pedagogical meth- od, so vividly present in his educational practice.It
mustnot
become weakenedby
inconsistentattempts at rationalization. The much
vaunted needs that have to be respected in the so-called pre- evangelization processare in fact the result of
asecularist
kind of
loweringof the
objectivesto
be reachedin
education tofaith, with harmful
conse- quences for the educators themselves. Certainly, asthe
Constitutions say,"imitating
God's patience,we
encounterthe
youngat their
present stageof
freedom"; but they also go on to say: "We then ac- company them so that they may develop solid con- victions and gradually assume the responsibilityfor
the
delicate processof their growth as
human beings and as menof

If our
education doesnot aim at
developing love, we shall neverform
strong personalities. And educationto true
love passes necessarily through the Eucharist.Finally, the discovery of the ioy of living implies the ability to appreciate the sense of life as a "voca-
tion".
Every young person represents a human project to be discovered and realized
in
thelight of
a per- sonal awareness of being an "image of God".If
thedignity of the
individualis
measuredby his
free-dom and the perfection of
freedomis the
lived exerciseof
love, the vocationof
every young per- sonwill
consist in his ability to plan his life and con-duct
on the basisof
love. Theprincipal
enemyof
existence as a vocation is a selfish mentality.The Constitutions
tell
usthat "we
educate the youngto
developtheir
own human and baptismal vocationby
a daily life progressively lived and uni-fied by the
Gospel".26 Thereis no
needto
dwell here on a presentation of themultiplicity
of human and christian vocations,but I think it
necessary to emphasizethe
urgent need thereis
at the present dayto
be ableto
singleout
andbring to
maturity numerous vocationsto
male and female consecra- ted life, to the ministerial priesthood, andto
a gen- erously committedlaity;
and henceto
insist on the pedagogical importance of this vocational aspectof
educationto

asindividual

communitiesat the
serviceof
the young, that"this work
of collaborationwith
God's design(is) the crown of all our

The challenges of our new times
I said earlier that the
challenges involved in educationto the faith will
haveto be
singled out and evaluatedin the individual
communities and provinces, because of the variety of works, circum- stances and cultures. But there are some big chal- lenges derivingfrom the
signsof
the times which have already reachedworldwide
dimensions andwhich
callfor
a newkind of
evangelization, albeitwith
the preservation of thetruth
of faith. As PopeJohn XXIII said in the
address already quoted:"The
substanceof the
ancient doctrineof the
de- posit of faith is one thing, and the way in which it is presented is another. Andit
is the latter that must be takeninto
great consideration,with
patienceif
necessary".28
This
needfor "new
evangelization",which
inturn implies "new education", is
something that touches us closely and challenges our very ability to render relevantour
charismain
the Church at the present day. We salesians are, or should be, expertsin
educational methodology amongthe
Peopleof
God!
Unfortunately we have witnessed in
the Church, since the Council, deviationsin
the nameof
ultraconservativeor
ultraprogressive thinkingwhich
underminethe
authenticityof the faith,
ei- ther by resistance to VaticanII
as in the sad caseof
l,efebvre,or through
ideological pressuresof
atemporal or secular kind as in the interpretations
of a
dangerously ambiguouskind
madeby
certain thinkers.This fact should put us on our guard
and prompt usto
seek a new method of evangelizationin
the greatest fidelityto
the revelationof

I think
that the great universal challenges of in- novation appear especiallyat two
complementary levels:that of
the personal dimension alrtdthat of
the social dimension.- The personal dimension
hasbeen
greatly enriched in recent years by a variety of factors: the deeper analysis of the personality of the individual;a greater understanding
of
the valuesof
freedom;progress
in
the human biological sciences and the significance and importanceof
sexuality;the
ad-vancement
of
women;the
emphasis givento
life andits
defence;the
lengthenedperiod of
adoles- cence and the inserting of the young person into so-ciety (the period
is in fact
aboutten
years longer thanit
wasin
Don Bosco's time).This is why on the one hand the deeper analysis
of the
"processof
personalization" hasthrown
up problems previously unpublishedand not
always taken sufficientlyinto
accountin
traditional meth- odsof
educationto the faith, and on the
other hand progress in the human sciences has given rise to numerous questions and problems, especially as regardsthe
christian viewof moral
conduct, thus provoking in practice a confusion in the attitude to life of the believer. One need only recall that among the faith-related sciences the onewhich
has expe- rienced the greatest crisis is moral theology.And yet education to the faith tends of its nature to be equated
to
conduct oflife, with
the appraisal and development of all human values, a clear senseof
sin, and a styleof
existence that becomes"wit-
ness".
And so a vast and complex field is opened up,
rich in
innovationsand new
ideas andin
urgent needof

- The social dimension
presentsan
even wider horizon of innovations. Terms like "sharing","solidarity", "communion", "democracy"
joinedwith the great "policy of the common
good","peace",
"justice",
"social communication", "eco- logical balance", etc. all suggest themeswith
multi- ple aspects which need much deep rethinkingwith
a strongly renewed mentality.The Congregation
for
the Doctrineof
the Faithrecently confirmed that "christians working
tobring
aboutthat
'civilizationof love' ...
are today facedwith
an unprecedented challenge. This task calls for renewed reflection on what constitutes /fue relationship between the supreme commandmentof
loveand the social
order consideredin all
its complexity".2eHence
in
educationto the faith at the
present day we must be able to enter into this real constel- lation of new social values, reserving a specific and continually updated spacefor the
Church's social teaching.Well known in this field from a negative point
of view
are certain deviationsthrough
manipulation and exploitation, and on the positive side the keen discernment and singular style based on the trans- cendent but committed attitude of Don Bosco. Arti-cle
33of the
Constitutions indicates clearly whatthis implies and
demandsof us: we
share"in
amanner appropriate to religious", and
in
a salesian manner, in the preferential option for the poor andin
commitmentsto
social and collective advance-ment in the
overall fundamental areaof
culture,but "without
getting involved in ideologies or partypolitics" in
ourwork
of education.3oThe new challenges of the present day certainly oblige us to clarify, update and renew our concrete activity
of
educationto
the faith.T C33

The
"pastoral"
commitmentol
the salesian community"To live
andwork
together", saythe
Constitu-tions, "is for us
salesiansa
fundamental require- ment and a sure wayof
frrlfillingour
vocation".3rThe task
of
educationto the faith is
assumed and exercisedin the first
placeby the
provincial andlocal community, and
sharedby
eachof
its members accordingto the
different roles assignedto
each one.32 The GC23 intendsto
provoke a seri- ous reflection on this communal responsibility.It
is preciselyin
this thatwill
be found the secret of the renewal we hope to find in the next Chapter, not somuch in the
reshapingof works
(thoughthat
too hasits own particular
importance,but in the
re-thinking and
renewalof our
mission,or in
otherwords of the pastoral quality of our activity. This is the
kind of "new
presence"which
we must prim-arily
aim atin
every work.This is the sense
in which
the salesian commu- nity is called upon to draw up and apply a renewed pastoral and educational plan!33The theme deliberately puts
the
accenton
the community,in
so far asit
is the latter which bears the prime responsibility for the education of young people to the faith.It
is important that we be wary of being distractedfrom this
argumentby
the red herringof the
complexityof
problems concerning the community itself. The one and only angle of ap- proachfor
our considerations must always be edu-cation to the faith as a commitment which
is thoughtout,
programmed, verified and revised bya
salesian communitylinked to a particular
local area,with its own
specific social,cultural
and ec- clesial aspects, and responsiblefor a work

this fundamental task of the community, importancewill

the provincial,the
rector, the animators and the individual confreres.It will
bean examination of
thepastoral
di- mension of our work, andwill
centre on an assess-ment of the
community's pastoral discernment.3a We shall be asked what contribution we all make in thework of
education,in
animation,in
the useof
the means of social communication, in the stimula-tion
of initiatives,in
overcoming difficulties,in
the challenges which call for a response here and now.After the return to the
sourcesthrough
thework
and events of the centenary, we wantto
putall our
effortsinto
relaunchingthe
attitudeof
"damihi
animas", to which we shall bear witnesswith the pastoral and
pedagogicaloriginality of
Don Bosco.The fact
of
being situatedin
a specific localitywith
a particular kind of presencewill
steer the ve- rification of the salesian community towards its re- lationshipwith
the local Church and the surround-ing human
neighbourhood.In fact "the
salesian community worksin
communionwith
the particu-lar
Church.It
is open to the world's values and at- tentive to the cultural milieu in whichit
carries outits
apostolicwork".

must keepin mind both the
ecclesialplan of
pastoralwork in
the neighbourhood concerned, and its so-cial and cultural condition both now and
how it
is likelyto
developin
the future.And then
in
all our works the salesian commu-nity is
calledto be the driving force in a

the plan", say the Regulations, "requires thatin

very relevant and demanding;the
clear referenceis
to the lay people whowork with

their pedagogical, spiritual and apostolic formation, and onour
abilityto
animate them.And then
if
we recall that, in the noble visionof
Don Bosco, educationto the faith is
realized notonly within the
educativecommunity but
even beyondit
through its influence in the parish, the lo- cal district or zone, the diocese and even the coun-try, it
makes usthink
too of the importance of ani- mating those Cooperators and Past-Pupilswho
areworking for
thefaith in
the neighbourhood where the salesian community is situated.This attention given
to
the lay membersof
thefaithful is of
great importancein the
present-dayChurch and is for us a
constitutionalcall to
re- newal,with
specific referenceto
the Salesian Coop erators andthe Don
Bosco Past Pupils.37But
this aspecttoo
mustbe
consideredin the light of
the Chapter theme,It
is not in fact a matter of entering into the question of the Salesian Family, but of veri- fuing and stimulatingits
educational and pastoral initiativesin
the neighbourhood concerned, its re- newal andvitality
being takenfor
granted.It
is importantto
consider the influenceof
the whole charismaof
Don Boscoon the
parish, dis-trict,
townor
region,in
accordancewith
the dyna-mic
ecclesial and social visionof our

Constitutionsthe
provincial chapteris the
oorepresentativeassembly
of all
the confreres and local communities".3sIts
nature and powersdiffer from
thoseof
the general chapter:it neither
possessesnor
exercises "supreme author-ity"
in the province,3e it is not a source of authorityin
the Congregation, and its sphereof
competence is well limited by the Constitutions.aoOrdinarily
it
is called together by the provincial every three years.al Hencein
the normal courseof
events every provincialwill
convoke two of them in the course of his six-year periodof office:
one"in
preparationfor
the generalchapterl
and another intermediate one.In
the period immediately following VaticanII
there was a tendency towards a more frequent con-
vocation of provincial
chapters(there were
pro- posalsto hold them
everytwo
years,and
even every year).But
then we cameto
see the reasons behindthe
three-yearlyrhythm. The
noteworthy commitmentof
the lasttwenty
years, reflected in the provincial chapterswhich
were called upon to undertakea
quite intensivework in rewriting
ourRule of life (even through the convoking of
"special" provincial chapters), could have led to the risk of a certain saturation or indigestion. We must be able
to
reactto
such dangers.In
considering the very nature of the provincial chapter, and keepingin
mind thework
of revisionof our
Ruleof life
now completed,we
needto

very clear about
the
chapter's eminently commu-nity
significance, the importance of its three-yearlyrhythm, and the
responsibilitywhich in
conse-quence devolves on every confrere and every com- munity.
The fact
that
the coming GC23 revertsto
whatwe may call the
categoryof "ordinary"
general chapters must haveits
repercussionson the
man- ner of celebrating provincial chapters.It
seems convenientin fact to
makea
certainpractical distinction
between the provincial chap- ter convoked to prepare a general chapter, and the intermedialekind,
called together preciselyto
re- flect on the good functioning of the province.In
thefirst
one attention is centred on the gen- eral chapter and the mainwork to
be done is car- ried outwith
the preparation of the general chapterin view,
even thoughthe
province'smore
urgent problems arenot
excluded.In the
secondthe work
consistsin
examining how the province is going, andin
making a deeper and more adequate analysisof
its work.This practical distinction may
serveto
over- comethe
dangerous senseof
disaffectionI
havementioned, ensure
the
serious celebrationof
the provincial chapters, and facilitatetheir
work.In
any case one thing is very clear: the coming provincial chapters must concern themselves prin- cipallywith
the study of the theme of the education of young peopleto
thefaith. I
therefore exhort allthe
confreres and everylocal
communityto
con- siderthe preparation
and realizationof the
next provincial chapter asa particular
eventof
shared responsibility at world level. The theme of the pres- ent-day educationof the
youngto the faith

research, verification and planning
for
every local community and every confrere.We
are touching here the very soulof
the salesian mission;we
are takingthe
measureof our fidelity to the
Founder and of our pastoral creativity; we are assessing the degreeof
ecclesial communionwhich
defines us;we are verifying the
truth
of the love which makes us livefor
the young; we avoid the dangers arisingfrom
ideologicalthinking and the
levelling down dueto
certain pseudoscientific claims. And soI
in- viteyou,
dear confoeres,to
give great importanceto the
preparationof this
chapterby prayer,
in study and reflection,in verification, in
discerning the challenges, andin
planningfor
the future.I want to
insist especially onthe ability
to per- ceive the positive signs of thecultural
innovationsin which we
areliving,
andthe
valuesof
humangrowth
proclaimedand
witnessedto by
today's youth. The signs of the times have at their root the impulseof the Holy Spirit.
Theydo not drag
us down but rather help us to rise up!If
the weightof sin
has become greater,so too
hasthe
genuine sense of the Gospel and itsfruitful
leavening effect for the growth of humanity. We can see thisin
the Church'slife
andin
the renewalof the
Congrega- tion.The creation
by
the Father,from which
flows all good, isin
constantgrowth;
the redemptionby the Son,which
is the victoryof faith,
increases its beneficial effectof
personal and social liberation;the
sanctificationby
the Spirit, which is transform- ing power, works incessantly in hearts and commu- nities.It is
short- sighted pessimismto fail to
seethe love
of
Godwhich
surrounds menin
the signsof the
times,in
VaticanII, in the
renewalof
the Church,in the
reactivationof

means
for us in particular the charism of
Don Bosco), in pastoral creativity, and in enthusiasmfor the
preparationof the
launchingof the third
mil- lennium of christian faith.Certainly
evil too is growing,
andin
sophisti- catedways. But the Lord
has calledus to
fight againstit
and has given us the energy and exampleto
do so, assuring usthat with
thelight of
the re- surrection "whatever is born of God overcomes theworld;
andthis is the victory that
overcomes theworld, our faith. Who is it that
overcomes theworld but
he that believes that Jesus is the Sonof
God?"42
ln conclusion
I would like to
remindyou,
dear confreres,of
the distinction between mission Ntd pastoral work,put
forward by the Special General Chapter.The
missionis
identicaland
unchangeable in everyctrlture and situation; pastoral work "is
a practical realizationof the
mission underthe
guid- anceof
the pastors. This presupposes a sensitivityto
the signs of the times and a senseof
adaptationto the
situationat a particular time
and place. A necessary consequenceof this is the
pluralismof
pastoralwork, or in
other wordsof
practical con- crete choices by the Church (universal and local) in the threefold service of the community: prophetic, liturgical and directional.In
this way are explained the different pastoral apostolates depending on age, sex, social and cultural context, the degree of faith, and thejoint
pastoral actionin the
area".43The renewal
of our
missionis intimately
con- nectedwith
thepluriformity of our

apluriformity which is
already an established fact among us;it

the work of the coming chapters.But the theme chosen does not refer to plurifor- mity of this kind;

granted and acceptsit
as a living reality on which we must concentrateour attention, but for the
purposeof
discerning another aspect-
that of the pastoral quality of theparticular
commitmentsof
each salesian commu- nity. In ourpluriformity
what is of specific concernto
usis
this pastoral quality.For the moment therefore
we
arenot
address- ing other aspects, even though they be important:not the question of those to whom we are sent, not the reshaping of our works, not the inculturation
of our
mission,not
a reviewof
the religious commu-nity, not the
relaunchingof the
Salesian Family.not
anyother of the
many interesting items,but
specifically andin
depth thequality
ofour
pasto-ral work in
the education ofyouth to
thefaith.
Fidelity
to
Don Bosco's mission demands that we reawaken in our minds and in every community ardent and genuine pastoral ability, under the influ- ence of the powerof
theHoly
Spirit.The verification we must carry
out, or the
ana- lysis of the reality of ourwork,
must be consideredfrom
a pastoral standpointwithout
any ideological presuppositions which could surreptitiously exploitthe
conclusionsto
be reached.We
arenot
there- fore making an analysis of a reality on the basisof
criteria aliento our
mission ,but
a pastoral vision of the reality,which
can be achieved only througha process of evaluation which is evangelical and ec-
clesial.
It is a
questionof making a
judgement about oneof life's
riches,that of the faith,

litical
systems. Faith can be scrutinized and exam-ined in its deep reality (in its
beginnings andgrowth) only by
believers themselveswho
have madeof it the vertex which
shedslight on
their own judgements.For this
reasonit will be well to go back
in prayer and imitation to theVirgin
Mary, defined in the Gospel as " She who believed",
and who expres- sedin the
Magnificather
evangelicalway of
ap- praising history.We already entrusted ourselves solemnly to her
at the
beginningof the
GC22.We
are convincedthat
she"Is
present amongus
and continues her'mission as Mother of the Church and Help of
Christians'. (Today, andfor
