Basic information of the project
EURoL II project, “EU Support to the Rule of Law II“, started in April 2017 for a duration of 36 months until April 2020.

EURoL II is a project funded by the European Commission in a total amount of EUR 2,8 mil.
Implementing Partners
The contract for the implementation of the EU Support to the Rule of Law II project was awarded to the Ministry of Interior of Italy (Department of Public Security, Central Directorate of Criminal Police International Police Cooperation Service) as the lead applicant. Other implementers of the project include High Judicial Council of Italy and the Federal Ministry of Interior – Criminal Intelligence Service of Austria.
Implementation framework The concept
EURoL II is designed as an EU grant project “to further strengthen judiciary and law enforcement institutions in order to meet the criteria for Montenegro accession to the EU”. The project’s specific objective is “to support Montenegro to strengthen the efficiency of the judiciary and to counter corruption and organized crime through more effective investigation and prosecution”.
Project activities and beneficiaries
The main project activities include feasibility studies, policy analysis, study visits, on-the-job trainings and mentoring, practical support to case management and inter-agency cooperation, policy advice to Working Groups for Chapters 23 & 24. During the course of the project, various short-term, mid-term and long-term experts will be engaged.
The main beneficiaries include the following Montenegrin institutions: Ministry of Justice, Ministry of Interior, Police Directorate, Judicial Council and Courts, State Prosecution Office, Prosecutorial Council, State Property Agency, Administration for Prevention of Money Laundering and Terrorism Financing, Customs and Tax Administration.
Methodology
The implementation approach is focused on supporting the capacity-building needs of the main beneficiaries and transfer of know-how to ensure long term sustainability of the projects outputs.
The project is taking a pragmatic partnership approach and works closely and daily with beneficiaries, focusing on finding solutions to the problems identified and making best use of the available resources and opportunities. This will ensure sustainability, leaving behind capabilities that would enable the beneficiaries to continue progress and modernization even after the project ends.
