DGS-UNMIG - Safety measures

Italy has an indicator of injuries for millions of tep produced lowest than other Countries (0.26 in 2014). Nevertheless the Directorate general for safety - Na onal mining office for hydrocarbons and georesources (DGS-UNMIG) of the Ministry of Economic Development wants to improve the already good safety measures of offshore Oil&Gas opera ons in applica on of

D.Lgs 18 august, 2015 n.145 (transporta on of Direc ve 2013/30/UE) and with respect to the D.Lgs 26 june, 2012 n.83.

With this prospec ve DGS-UNMIG started agreements with University, Research Ins tu ons and Authori es obtaining a scien fic support (CNR, RSE, INGV, OGS, AMRA, CRIET, Navy, Harbor Body and Universi es).

The objec ves

The following tasks have been set up for guarantee-oriented ac ons:

§ iden fica on of an measurable index for the evalua on of varia on of the offshore installa ons safety level from the current status and cri cali es;

§ applica on of a naval-air-satellite integrated system for the daily monitoring of Adria c Sea, in coordina on with MATTM;

§ check of Adria c sealines condi ons for oil & gas transporta on; § check of steel structures condi ons of offshore facili es;

§ offshore opera ons monitoring: drilling and recording systems for drilling parameters; § evalua on of seismic hazard of exis ng pla orms;

§ development of feasibility studies for seismic and ground deforma on monitoring; § check of the current emissions of installa ons and their forecast to 2020;

§ analysis of the environmental effects of the NaTech opera ons and incident;

§ collec on of informa on about the ac vi es of Italian ins tu ons for increasing levels of offshore safety and related databases;

§ geology and stra graphy analysis of marine areas open to hydrocarbons explora on and produc on ac vi es;

§ energe c op miza on of the offshore installa on even by means of renewable energy; § risks evalua on for produc on and drilling plants for Major hazard Report and relevant mi ga on ac ons;

§ study of opera ng procedures for control and evalua on of report on major hazard; § mapping of interna onal legisla on on the con nental shelf, on the use of mineral resources and cross-border rela ons;

§ analysis of Best Prac ces for economic, financial and legal solu ons at cri cal accidents in offshore installa ons, including across borders.

§ study on instruments adopted for the social corporate responsibility of companies;

§ legal and economic analysis of the possible conversion of offshore produc on pla orms in other energy uses (renewable energy and storages for loading and reloading of LNG).

§ mapping of natural hydrocarbon emission; § communica on;

§ hydrocarbon transport;

§ interna onal legisla ve framework on energy;

§ best prac ces for financial and economic solu on in the hydrocarbon sector.

The interest is on five pillars of E&P safety opera ons :

- Control: tes ng and constant monitoring of the safety objec ves expected.

- Competence: the increased competence and knowledge in the field of safety by research ac vi es. - Efficiency: the improvement of exis ng by promo ng efficiency opera ons.

- Research & Innova on: the promo on of technological and process innova on. - Dialog: a renewed ac on for dialogue with stakeholders and ci zens.

The agreements: work in progress

1) DGS-UNMIG has started 14 technical collabora ons with University, Research Ins tu ons and Authori es since january 2014.

2) Other 2 collabora ons will start soon with University of Naples and Guardia di Finanza. 3) Un l today have been achieved 30% of the objec ves set by the agreements.

4) The main developed topics of the collabora ons are “Control” and “Competence” by improving skills and knowledge of safety in E&P ac vi es.
