Support to the process of re-evaluation of Judges and Prosecutors in Albania

1. BACKGROUND

The Austrian Federal Ministry of Justice (BMJ) in cooperation with aed - Agency for Economic Cooperation and Development and the Italian High Council of the Judiciary (the Contracting Authority of this tender and grant “Beneficiaries”) and the Delegation of the European Union to Albania (EUD) is searching qualified experts from EU member states for the position of long-term and full-time registrar who provides his/her know-how to the above mentioned EU action grant in Albania until February 2020.

The overall objective of the action is to align the Albanian justice system with the EU acquis and best international practices. The specific objective is to increase the professional quality of judges and prosecutors, reduce the impact of organised crime, politics and corruption in the delivery of justice, and enhance the integrity and accountability of judiciary institutions.

Interested applicants are expected to examine carefully and comply with all instructions and specifications contained in this tender dossier. Failure to submit an application containing all the required information and documentation within the set deadline will lead to the rejection of the application.

2. DESCRIPTION OF THE ASSIGNMENT

Under the guidance of the International Observers, the Chiefs of Research and Legal Units, and under the administrative management of the Project Manager, the EUMS Registrar is responsible to design and manage the IMO case and mail registry. He/she assumes responsibility of the incoming and archived cases and mail received by the IMO.

2 Duties and responsibilities:

• Responsible for establishing the IMO case and mail registry;

• Responsible for the timely and proper operation of the registry;

• Organizes and independently runs the work of the IMO registry, creates case files, processes documents, etc.;

• Organizes and is responsible for creating case files in computer databases (e-files);

• Lists daily incoming mail according to types of registers to which they are integrated;

• If necessary, he/she enters the data on the movement of the case file in the computer program registers, as well as submits the case files for further processing;

• Organizes the effective calendaring system and tasks with the administrative officer (officers), i.e. entering the deadlines into the Business Calendar (Schedule), monitoring the deadlines (discussions, deadlines for appeals and complaints, deadlines of information sought) and the like;

• Organizes tasks concerning the preparation of case files for archiving;

• If requested, scan the documents and create digital copies of the documents received;

• Acts as the focal point for the flow of cases and mail;

• If necessary, supervises the work of administrative officers who enter data into computer databases;

• Produces statistical reports on the work according to the requirements set;

• Performs other tasks assigned.

3. REQUIRED PROFILE

• Citizen of an EU member state;

• Minimum education: bachelor’s degree in law, public administration, librarian sciences, IT, or job related field;

• Fluent in English language and preferably proficient in Albanian language;

• Minimum 5 years of proven experience related to the post;

• Experience in creating statistical information from data gathering and preferably proficient knowledge of statistical software;

• Proven organisational and management skills;

• Proven ability to establish and maintain effective working relationships as a team member in a multicultural environment;

• Excellent computer skills (Outlook, Excel, Word, Power Point);

• Availability to prioritise and manage a high workload;

• Outstanding integrity;

• Ability to work in a demanding, deadline-driven environment and to establish and maintain effective working relationships with people of different national and cultural backgrounds;

• Ability to perform under stress and in difficult circumstances.

4. DURATION AND LOCATION OF THE ASSIGNMENT

Availability must be ensured for a long-term and full-time engagement until 16 February 2020 and high preference will be given to candidates with quick availability (as of January 2018). Location of work is Tirana, Albania (no remote work foreseen).

5. SUBMISSION OF APPLICATIONS

6. SELECTION PROCEDURE

All received applications will be reviewed and a shortlist of those candidates produced who will be invited to an interview (in person or by online meeting tool) with the Evaluation Committee consisting of one International Observer, the Project Manager and a representative of the EU. Following this interview the Evaluation Committee will make the final decision on the candidate selection. The selection procedure shall be based on the interview performance, professional background, relevant work experience and language skills, according to the requested qualifications mentioned above.
