of the Paestum Agreement
Paestum, January 22, 2020
Further to the joint meeting of the Permanent Correspondents and Directors of Specialized Centers of the Council of Europe’s Major Hazard Agreement (EUR – OPA) (Paris, Nov. 5-6, 2019), where the representatives of San Marino made a strong case for the consideration of projects involving a wide collaboration of EUR-OPA partners reflecting the intentions expressed at the original setting up of the EUR-OPA Agreement and within this vision presented the Disasters’ International School project, was held a meeting (Paestum, Italy, Jan. 21-23, 2020), where a limited number of representatives of those who expressed their support to the mentioned project was invited and had an opportunity to discuss its preliminary structure and objectives.
The representatives of 5 EUR-OPA Member States (Russian Federation, Ukraine, Slovakia, Malta, San Marino) were chosen from a much larger group of EUR-OPA Member States that expressed an interest in this initiative. The report from the Paestum meeting can be found attached to the present document. As a conclusion, the meeting participants stressed the importance of an enhanced collaboration represented by this project (both within and outside the EUR-OPA Agreement) and underlined the added value of the Agreement that would result in an increased exposure of it. At the Paestum meeting, the participants as initiative founding members expressed a full support for the design of the Disasters’ International School as presented by CEMEC of San Marino and made a commitment for producing the first pilot knowledge-sharing module.
As the aftermath of the Paestum meeting, we the representatives of the working group
are inviting the EUR-OPA Secretariat and the Permanent Correspondents to fully support this
initiative, considering it an important milestone not only for the future of the international
collaboration but also for the future of the Agreement itself.

dell’ Accordo di Paestum

A seguito della riunione congiunta dei Corrispondenti Permanenti e dei Direttori dei Centri Specializzati dell’Accordo EUR-OPA del Consiglio d’ Europa (Parigi, 5-6 novembre 2019), in cui i rappresentanti di San Marino hanno proposto di valutare progetti che prevedono un'ampia collaborazione dei Partner di EUR- OPA, riflettendo le intenzioni dell'Accordo EUR-OPA e in quest’ ottica è stato presentato il progetto della Disaster International School. Allo scopo di discutere il progetto proposto, è stato organizzato il meeting a Paestum (21-23 gennaio 2020), dove un gruppo di rappresentanti selezionati ha avuto l'opportunità di discutere la struttura preliminare e gli obiettivi della Scuola.
I rappresentanti degli Stati membri di EUR-OPA (Federazione Russa, Ucraina,
Slovacchia, Malta, San Marino) sono stati scelti tra un gruppo più ampio di Stati membri di
EUR-OPA che hanno espresso l’interesse per questa iniziativa. Il report della riunione di
Paestum fa parte integrate del presente documento. In conclusione, i partecipanti si sono
accordati sull'importanza di una collaborazione rafforzata rappresentata da questo progetto
(sia all'interno che all'esterno dell'accordo EUR-OPA) sottolineando anche il valore aggiunto
dell'Accordo. Durante l'incontro di Paestum, i partecipanti, soci fondatori dell’ iniziativa,
hanno espresso pieno sostegno alla progettazione della Scuola Internazionale per Disastri
presentata da CEMEC di San Marino nonchè il loro impegno a realizzare il primo modulo
pilota informativo.

In seguito all'incontro di Paestum, noi rappresentanti del gruppo di lavoro invitiamo pertanto il Segretariato EUR-OPA e i Corrispondenti Permanenti a sostenere questa iniziativa, considerandola un'importante pietra miliare non solo per il futuro della cooperazione internazionale ma anche per il futuro dell'Accordo stesso.
Si ringrazia l’Amministrazione Comunale di Paestum che nella figura del Sindaco Avvocato Francesco Alfieri ha pienamente supportato l’iniziativa,aprendo una importante opportunità per la possibilità che una delle sedi del CEMEC e della Scuola Internazionale possno essere inaugurate presto nel Comune di Paestum-Capaccio.
Si ringrazia inoltre il Presidente della Provincia di Salerno Ing.Michele Trianese,il Direttore Generale della ASL di Salerno,Dott Mario Iervolino,il Dott.Domenico della Porta e il Dott.Raffaele Bove Direttore del Cervene,che hano permesso la realizzazione di questo Workshop
