ENPI Estonia-Latvia-Russia CBC Programme 2007-2013

 It has been a long process to prepare the Programme  European Commission started to prepare ENPI in 2003 and ESTLATRUS Joint Operational Programme document in 2006 that was approved in 2009.

 Now in 2010 we are very happy to be in the stage when we can open the long-awaited First Call for Proposals

 The Programme area includes regions next to the European Union border with Russian Federation and development of this area is crucial to make it more attractive to local people, business sector and tourists.

 Estonia has set 3 main priorities under the Programme:

 Value and preservation of nature and culture environment

 Economic development

 People to people co-operation and development of local communities

Estonian 1st priority- Value and preservation of nature and culture environment

Environmental challenges

 Research, preparation of technical documentation in water and sewerage system investments, joint water management (monitoring, elaboration of joint rules and strategies), renewable energy sources

 Environmental management and education, behaviour

 Co-operation in crisis management between rescue and/or environmental services Culture and education

 Preservation and exposition of historical and cultural heritage, resumption of building traditions (necessary investments, traditional workshops, restoration of elevation of buildings)

 Resumption and preservation of cultural traditions

 Co-operation between folk universities (incl. small-scale investments into renovation and equipment)

 Co-operation between science parks, universities and vocational schools

Estonian 2nd priority- Economic development

Regional entrepreneurship

 Support and resumption of spot specific entrepreneurship fields (incl trainings, small-- scale investments)

 Entrepreneurs’ contacts and network development

 Economic researches

 Industrial parks, incubators

 Development of joint tourist infrastructure (sightseeing objects, recreation

constructions, sign-posts, sign boards, parking places, access roads), joint products,

constructions, sign-posts, sign boards, parking places, access roads), joint products, tourism development strategies, joint planning and research.

Transport, logistics and communication solutions

 Development of transport corridors (incl. support of co-operation networks, integration of transport and transit associations, preparation of infrastructure investments etc)

 Solutions for bottlenecks on border crossing points (incl. small-scale investments into information communication technology and border crossing points for pedestrians and cars

 Navigation marking of water ways

 New IT solutions, e-services, wireless internet (necessary investments)

Estonian 3rd priority- People to people co- operation and development of local

communities

Co-operation

 Co-operation in the field of culture, sport, education, social work and healthcare

 Co-operation between municipalities and regions (development of administrative

 Youth co-operation, exchange (joint camps, summer schools and events the like)

 Under INETRREG IIIA North priority Estonia-Latvia-Russia tri- and bilateral projects

 Main areas were town planning, tourism, culture and environment.

Some examples:

 Emajõgi- Peipsi- Velikaja Waterway as a Tourism Destination-

preparation to develop small ports and open the water way in lake Peipsi from Estonia to Russia. As well many marketing activities to make the waterway as common well-

known tourist region.

 Business meets culture in Setomaa

development and promotion of the entrepreneurship in Setomaa based on local cultural traditions through training courses, summer schools and workshops,

development of trademark of Seta traditional handicraft, creation of catalogue and a development plan of Seto traditional handicraft.

 EstRuCluster Development project

Introducion of cluster approach for local actors and SMEs, creation B2B platform for selected clusters' SMEs for practical networking

Some examples of project proposals that have been developed:

 Reconstruction of terminal for pedestrians and enlargement of car terminal in Narva border point. As well reconstruction of border point for pedestrians in Parussinka and expertise (if needed reconstruction) of bridge for

 Creation of common visiting environment for culture tourism in North-

Estonia, Leningrad oblast and Sankt-Petersburg- common tourist routes and marketing.

 Improvement of water and sewerage systems

 Creation of culture and business centers in Räpina and Petseri border region- reconstruction and furnishing of historical buildings, handicraft-art workshops, developing business through trainings, consulting etc.

 Creation of Seto House in Petseri- Estonia-Seto culture center in Russia with library, business and cooperation info point etc

 Development of small ports and recreation grounds by the lake Peipsi

Very important for Estonia is cooperation with Russian Federation to

revitalize cooperation relations that have come to a standstill. As well to

solve common problems that are related for example to border crossing

issues, environmental condition of lake Peipsi, tourism regions etc.
