1. P u r p o s e of the R e s e a r c h

E x p l a n a t i o n is c o n s i d e r e d a f u n d a m e n t a l task in s o c i a l s c i e n c e s . Th e l i t e r a ­ ture on I n t e r n a t i o n a l R e l a t i o n s has n e v e r been d o m i n a t e d by any g e n e r a l c o n s e n s u s c o n c e r n i n g t he d i m e n s i o n s of the s u b j e c t or the a p p r o p r i a t e m o d e of a n a l y s i s . The s p e c i f i c n a t u r e of I n t e r n a t i o n a l R e l a t i o n s , i.e., the study of a c t o r s and a c t i v i t i e s a f f e c t i n g the

b e h a v i o u r of the u n i t s i n t o w h i c h the i n t e r n a t i o n a l s y s t e m is d i v i d e d , m a k e s a s c i e n t i f i c a n a l y s i s in thi s d i s c i p l i n e not an e a s y task.

S t u d i e s in I n t e r n a t i o n a l R e l a t i o n s o f t e n f ocus on h i s t o r i c a l e x p l a ­ n a t i o n s of the i n d i v i d u a l b e h a v i o u r of a c t o r s a n d / o r a c t i v i t i e s w i t h i n the i n t e r n a t i o n a l s y s tem, w h i c h o n l y i m p l y m o d e s t a n a l y t i c a l e v a l u a t i o n . A l t h o u g h the e x p l a n a t i o n of s i n g l e f a c t s is a r a t h e r i m p o r t a n t task in this field , it does n o t a l w a y s s p i l l over i n t o the m o r e a n a l y t i c a l f r a m e w o r k of study. T h e r e f o r e , in o r d e r to add some r i g o u r to the s t u d y of I n t e r n a t i o n a l R e l a t i o n s , m o d e l s f r o m o t h e r s o c i a l s c i e n c e s h a v e been i n t r o d u c e d . O f t e n it has b e e n a s s u m e d t h a t a t h e o r e t i c a l s i m p l i f i c a t i o n can p r o v e to be p r o d u c t i v e in s c i e n t i f i c a n a l y s i s : this can a l s o be said for a n a l y s i s in I n t e r n a t i o n a l R e l a t i o n s . By c o n c e n t r a t i n g on r e l a t i o n s b e t w e e n n a t i o n - s t a t e s , some s c h o l a r s h a v e c l e a r l y h o p e d to be able to d e v e l o p a m o d e l of I n t e r n a t i o n a l R e l a t i o n s that w o u l d c a p t u r e the b a s i c f e a t u r e s of the d i s c i p l i n e . N e v e r t h e l e s s , e c o n o m i c r e a s o n i n g has a l r e a d y s i g n i f i c a n t l y c o n t r i b u t e d to the u n d e r s t a n d i n g of n o n - e c o n o m i c p r o c e s s e s . In the t e r r a i n of I n t e r n a t i o n a l R e l a t i o n s e c o n o m i s t s have a l s o t r a n s f e r r e d c o n c e p t s and m o d e s of a n a l y s i s o r i g i n a l l y e l a ­ b o r a t e d f o r the p u r p o s e of u n d e r s t a n d i n g e c o n o m i c s . C e n t r a l to our s t u d y is the a s s e s s m e n t of the c a p a b i l i t y of the R a t i o n a l A c t o r A p p r o a c h to I n t e r n a t i o n a l R e l a t i o n s . T h i s a s s u m p t i o n m a k e s it, of c o u r s e , a l s o m o r e p l a u s i b l e t h a t the s t a t e s as c o h e ­ r e n t u n i t s are see n as the d o m i n a n t a c t o r s in w o r l d p o l i t i c s . U i t h - in this f r a m e w o r k it is a l s o a s s u m e d that f o r c e is seen as a u s a b l e and e f f e c t i v e i n s t r u m e n t of p o l i c y and t h a t t h e r e is a h i e r a r c h y of i s s u e s in w o r l d p o l i t i c s f r o m the 'high p o l i t i c s ' of m i l i t a r y s e c u r i t y to the 'lo w p o l i t i c s ' of e c o n o m i c an d s o c i a l affairs.
