Biografia professionale
Innocenzo Genna è un giurista specializzato in politiche e regolamentazioni per il digitale, la concorrenza e le liberalizzazioni, con particolare focus sul diritto europeo. Con circa 30 anni di esperienza nel settore, attualmente svolge la propria attività professionale tra l’Italia e Bruxelles, assistendo operatori ed investitori, sia italiani che stranieri, e ricoprendo incarichi associativi.
Informazioni personali
Innocenzo Genna è nato a Ponte dell’Olio (PC) il 21 giugno 1966, ma ha trascorso infanzia e giovinezza a Recanati (MC), dove ha frequentato le scuole locali, tra cui il Liceo Classico Giacomo Leopardi, ed è stato scout.
Studi
Innocenzo Genna è laureato in giurisprudenza, oltre ad aver conseguito due master in diritto europeo ed un diploma francese in diritto comparato. La sua formazione si è quindi sviluppata tra l’Italia e l’Europa, infatti:
- è stato studente Erasmus dal 1989 al 1990 a Brema (Germania), e in precedenza aveva frequentato privatamente alcuni corsi a Berlino Ovest presso la Freie Universität;
- si è laureato in giurisprudenza nel 1991 a Macerata con il massimo dei voti (110 e lode), con una tesi in diritto internazionale vertente sullo status giuridico di Berlino fino alla riunificazione tedesca;
- nel 1992 ha conseguito il Master in diritto europeo (LLM) presso il Collegio d’Europa a Bruges, con una tesi su “Droit communautaire et privatisations”;
- nell’agosto 1993 ha conseguito il Diplôme supérieur en droit comparé rilasciato dalla Facoltà Internazionale di diritto comparato dell’Università di Strasburgo, completando una serie di corsi iniziati nel 1991 presso varie sedi accademiche, vale a dire Treviri, Strasburgo, Trapani e Firenze;
- nel settembre 1993 ha conseguito il Magister Iuris (LLM) presso la facoltà di giurisprudenza dell’Università di Treviri (Germania).
Esperienza professionale da avvocato, con particolare riferimento alle telecomunicazioni ed al digitale
Innocenzo Genna ha conseguito l’abilitazione professionale forense nel 1995, ma le sue
esperienze professionali nell’ambito legale, da praticante, sono iniziate già nel 1992. Si è
occupato sia di diritto europeo che di diritto nazionale e comparato, con particolare focus
per le telecomunicazioni, il digitale, la privacy e la concorrenza. Da avvocato si è inoltre
occupato di diritto societario, M&A e società quotate in borsa. In particolare:
- nel 1992 é stato praticante presso lo Studio legale Tizzano & Pappalardo a Bruxelles;
- nel 1993 è stato praticante presso la Corte di Giustizia delle Comunità Europee a Lussemburgo;
- dall’ottobre 1993 fino al maggio 1997 ha svolto la professione forense presso lo Studio Legale Bernini a Bologna;
- dal giugno 1997 fino al marzo 2002 ha svolto la professione forense presso lo Studio Legale Ughi e Nunziante di Roma (dove è diventato socio nel 2000), occupandosi dei primi casi di liberalizzazione delle telecoms in Italia;
- nell’aprile 2002 è divenuto dirigente e capo dell’Ufficio Legale presso il Gruppo Tiscali, dove si è occupato degli affari legali, regolamentari ed istituzionali, fino al 2006;
- dal 2004 al 2006 è stato membro del Comitato ministeriale Internet e Minori.
Esperienza professionale come giurista e consulente nelle telecomunicazioni nazionali ed europee
Nel corso del 2006 Innocenzo Genna si è trasferito a Bruxelles dove ha iniziato ad occuparsi in maniera specialistica della regolamentazione europea del digitale, fornendo altresì consulenza strategica e di policy, a favore di imprese italiane ed europee, nonché rivestendo incarichi associativi (la lista dei clienti è disponibile su richiesta). In particolare:
- nel 2007 è stato nominato presidente di ECTA (l’associazione europea degli operatori telecom new entrants), incarico che ha mantenuto fino al 2009;
- dal 2010 ha fondato e dirige Genna Cabinet Sprl, una società di consulenza legale, strategica e di public affairs focalizzata sul settore digitale europeo e le liberalizzazioni;
- è Vicepresidente di Euroispa, l’associazione europea degli Internet Service Providers, nel cui board siede dal 2007;
- dal 2016 è VicePresidente di MVNO Europe, l’associazione europea degli MVNO;
- dal 2018 è membro attivo del Communications Committee di IBA (International Bar Association), cioè il comitato che nell’ambito di IBA si occupa delle telecomunicazioni;
- dal 2021 è membro dell’Advisory Committee di Iliad Italia;
- ha ricoperto l’incarico di Board member della EIF (European Internet Forum) in varie fasi: dal 2004 al 2006 e, successivamente, dal 2014 fino al 2021.

Dal 2002 Innocenzo Genna interviene regolarmente come esperto indipendente o come rappresentante di imprese in conferenze italiane ed internazionali aventi ad oggetto il settore delle telecomunicazioni e del digitale (la lista delle conferenze è qui allegata come Allegato 2).
Varie
E’ cofondatore di Digit@talians, il network dei professionisti italiani del digitale. In tale veste ha organizzato e gestito, dal 2014 ad oggi, numerosi eventi dedicati all’Italia ed al digitale (la lista degli eventi è accessibile all’indirizzo www.digitalians.eu ).
E’ cofondatore e presidente dell’associazione Allez les Marche! - Marchigiani a Bruxelles ASBL.
Attività musicale
Innocenzo Genna è pianista nonchè compositore di musica minimalista e blues. Il suo
