EfVET

EfVET is a unique European wide professional association created by and for providers of Technical and Vocational Education and Training (TVET) in all European countries. Its mission is to champion and enrich TVET through transnational cooperation by building pan-European network of institutions and practitioners. Our main audience are VET colleges and other VET training associations and its staff (managers, trainers, and other professionals linked to the sector).

EfVET key areas of work can be grouped in four categories namely: representation at European level with the main purpose of influencing policies and decisions directly and indirectly affecting VET systems in Europe (by taking part in the working groups set up by the European Commission and other European Agencies whose work is directly related to VET); the promotion of networking opportunities among Members; sharing relevant information, resources, and tools with Members assuring their active engagement and collaboration in different initiatives and projects; and acting as a key dissemination partner in different projects.

This report captures the activities and initiatives carried out since the last AGM in Azores, October 2019 until August 2020. In 2018, Members of EfVET approved the Strategic Plan 2019-2021, which set the direction and priorities EfVET will be focusing on throughout this period.

The Strategic Plan outlines 7 strategic directions related to two main strands, namely the Internal Organisation focusing on the internal aspects and the Outreach, focusing on the ambition to expand the network in Europe and beyond, consolidating the relationship with key stakeholders from the VET universe aiming at supporting EfVET positioning itself as the key player in the sector.

The purpose of this report is to provide Members of EfVET an overview of the activities carried out and their link to the different strategic directions.

Brussels and lead by the Secretary to the Executive

Board, Carina João Oliveira."

The annual report is an overview of the activities that took place during the year under review. This year, the annual report takes a different format and is structured around the seven key strategic directions that the Annual General Conference approved in 2018.

We are living very peculiar times. The experience of the pandemic has left an impact on all sectors not least on vocational education and training (VET). Practically all institutions had to be closed and learning had to shift to technology-based methods. Successes and failures have been registered all over the world. What has certainly been learnt from this ongoing emergency is that nothing substitutes in VET and in education in general human contact. In VET in particular where work-based learning and learning by doing are the core business, the impact has been left even more negatively than in other sectors of education. Coupled with this situation in VET, other sectors of economies have suffered tremendously particularly those related to aviation, tourism, entertainment and retail. It will take months to recover from this unfortunate conditions imposed by coronavirus.

Yet when looking at this annual report, it belies the restrictions imposed on the organisation due to the pandemic. The amount of events remains practically the same and the interaction between EfVET Executive Board and Steering Committee Members that took place since the start of the pandemic in early 2020 has been regular online. Important work and decisions have been taken most importantly during this year the working group on the new EfVET Constitution. Acknowledging the need to assure EfVET Constitution is aligned with today's organisational reality and needs, EfVET Governance has embarked on a review of this document.

A Team composed of Members of the Executive and Steering Committee teams was established, and has dedicated extensive hours exclusively to this review. The proposed amendments will be

It will ensure seriousness and professionalism by which the organisation works. In a world dominated by speed, SOPs define and establish rules and procedures so that both internal and external relations are governed by transparency, responsibility and accountability. This initiative also fulfils part of EfVET’s first strategic direction to deliver high quality services to its members. Added to this initiative is EfVET’s Secretariat’s production of the Magazine, the Newsletter, the website, BaseCamp, social media including Twitter, Facebook, Linkedin and Instagram. We will continue to improve these services particularly in an age of risks and unpredictable circumstances such as the coronavirus pandemic.

We are also pleased with the work of National Boards particularly those of Italy, Spain, Finland, the Czech Republic, and Germany for the initiatives taken during the year under review. Members are invited to create further activities which EfVET will financially support during the year. Added to these activities is EfVET regular participation in EU activities such as ECVET, VET4EU2 the VET Skills Week 2019, the workshops during the LifeLong Learning week, VET on the Moon, the International Youth Skills Day Campaign, and many others. Of particular significance have been EfVET’s participation at the High-Level Expert Discussion on renewed Alliance for Apprenticeships and the recommendation paper on COVID-19 which to my knowledge has become a reference paper for the EU, the joint paper on Green Skills and our joint efforst to empower cities and regions in the Climate Pact and mobilise all actors towards decarbonisation.

Under strategic objective 4, I am pleased to report and substantial number of activities that EfVET has participated into. EfVET has been active in the EU Qualifications thematic area, in technology enabling teaching and learning, in the industry 4.0 thematic area, Schools 4.0, teacher training, digital competences and sustainability for better innovation, learning mobility, student work experiences, early school workers, centres for vocational excellence, social inclusion and policy reform.

We are also pleased to inform our members that EfVET will be leading 2 new projects: SELFIE WBL and INNOVET, and acting as partner in 4 other projects. This is due to the enormous effort that our Executive Board Members and the Secretariat employ to prepare and attract funding for shared at the AGM 2020 and provided Members agree with the proposed changes, this amended Constitution will allow EfVET Governance to work more efficiently, transparently and in alignment with today´s reality. The new Constitution will be backed by a set of Internal Regulations to ensure full compliance to the spirit of the Constitution itself.

Like many other sectors VET has had its own wake-up call during COVID-19. The fragile situation when it comes to work-based learning and practical hands-on activities was evident throughout the world. A new mind-set is necessary to ensure that learning continues even when faced with calamities of global proportion. Learners have a right to learn; teachers have a right to work and both have a right to live safely. Through the strong commitment of all members of the Executive Team and the Steering Committee we have engaged EfVET to the maximum of our capacity. This annual report is testimony of the work that together we have accomplished during 2019-2020.

I wish to take this opportunity to thank each and every member of the working group that has drafted the new Constitution, the team that works on projects and thematic teams, the members that take care of our membership and those who ensure that communication between the Secretariat and all members is kept as alive as possible. A special appreciation also goes to our team in Brussels: Maria João Proença, Valentina Chanina, and Vittoria Valentina Di Gennaro. Their synergy and commitment is becoming EfVET’s strongest asset.

There is to my mind a new awakening in EfVET. Our strategic objectives have done their job and have kept us focused. Increasingly, the organisation is being asked to participate in international forums and projects. There is more that we can do. European VET still lacks a strong voice of advocacy to fight uncertainty about VET at the political level. EfVET is the authentic voice of European vocational education and training and this is because its roots are in Colleges, Universities of Applied Sciences and VET schools all over Europe. Our projects and initiatives emerge from the lecture rooms and classrooms and return there with renewed approaches. This is EfVET’s vocation. This report is the result of dedicated members who voluntarily dedicate their time to ensure that European VET reaches its deserved place next to other sectors in education. We are moving towards this objective and I am confident that if we keep the rhythm and responsibility shown during the year under review, EfVET will soon become the centre and the point of reference par excellence for European VET.

A special acknowledgment goes to our Vice-President Stefano Tirati who is always at the centre of these initiatives. Other initiatives focused on promoting work-based learning and community-oriented curricula are being conducted in synergy with strategic objective number 6 in which we use EU projects to promote investment in digital-based learning environments. Our inspiration is not about talking VET but making VET and reaching out to as many learners and teachers as possible.

Appointing the President, Vice-President(s), Treasurer, and Secretary and other Co-opted Members;

Organising the Annual General Meeting of Members. EfVET Governance is structured as follows:

General Assembly

The General Assembly is the highest body of the association. It brings together representatives from each Member to discuss and define EfVET's priorities, strategy, and objectives. It is headed by the President happening normally in October, at the same time as the EfVET Annual Conference.

Executive Team

The Executive Team is responsible for overseeing EfVET operations being responsible for all legal and non-legal matters. Appointed by the Steering Committee (of which they are part of), the Executive Team is composed by 4 Members and 2 Co-opted Members, appointed by their expertise in specific sectors.

Steering Committee

The Steering Committee is composed by one National Representative from each Member Country (whenever a country has more than 1 Member), and is responsible for the defining the strategic direction of EfVET in line with its mission, vision, and objectives. More specifically, the Steering Committee is responsible for:

What was done

The Executive and Steering Committee Teams met a total of 5 times (2 ordinary and 3 extraordinary meetings) since October 2019. Due to the pandemic and the consequent restrictions, these meetings were held online. The impact of the pandemic situation required EfVET Governance to review the activities initially planned and an internal reorganisation of the work to comply with the safety rules established assuring the delivery of all activities as planned.

Throughout 2019 and 2020, EfVET had one new member joining the Steering Committee, Mr Giorgos Giorgakis, replacing Mr Andreas Louizou.

Mr Stelios Mavromoustakos, Vice-President for Policy, left EfVET to start as the new Director of the Foundation for the Management of the European LifeLong Learning Programmes (Cyprus National Agency for the Management of the Erasmus+). EfVET appreciates the support, commitment, and dedication in his role and wishes all the best in this new professional endeavour.

Secretariat

The Executive Team's and the Steering Committee's work is supported by the office staff. EfVET headquarters is located in Rue d'Arlon 40, B-1000 Brussels, Belgium

The Staff structure has varied over the years depending on the strategic needs and capacity of EfVET. Currently, EfVET Staff Team is composed of 3 people working full-time and one part time collaborator, responsible for the technical management of the project DRIVES:

What we want:

To sustain an organisational structure that delivers quality services to its members based on advanced and updated knowledge and practice of VET and transparency, effectiveness, and timeliness in its administrative operations.

What we did:

Throughout the course of 2019-2020, EfVET has invested in strengthening its organisational structure, by restructuring the office and adding capacity at staff level and reviewing its internal standard operating procedures and policies. This was an important step towards the expectation of increasing the effectiveness and efficiency of internal processes with the purpose of optimising existing talents and increasing the quality of the services offered to Members.

Acknowledging the need to assure EfVET Constitution is aligned with today's organisational reality and needs, EfVET Governance has embarked on a review of this document. A Team composed by Members of the Executive and Steering Committee teams was established, and has dedicated extensive hours exclusively to this review. The proposed amendments will be shared at the AGM 2020 and provided Members agree with the proposed changes, this amended Constitution will allow EfVET Governance to work more efficiently, transparently and in alignment with today's reality.

Quality is also related to the way we communicate with our Members which has required a review of our internal membership database assuring that we keep information up to date and a review of the way we communicate with Members. We have also revamped EfVET website aiming at assuring we provide accurate, relevant, and timely information of the activities carried out.

NEWSLETTER

EfVET Newsletter is an official publication issued every month, with the exception of the months when EfVET Magazine is published. It is sent via MailChimp to our database of Members and a list of subscribers via our website. It is also shared through our social media channels and on Basecamp.

In the EfVET Newsletter, our readers can find news from Brussels (funding opportunities, policy, resources, webinars, institutional calls, EfVET project articles, etc.), but also articles and news from EfVET members on their projects, events, and other activities. This year a new section with webinars and online courses has been added, and National Boards' news and updates will be included as well.

If you would like to receive our Newsletter or include your news items, please contact the EfVET Communication & Project Officer.

MAGAZINE

EfVET Magazine is an official publication of EfVET, which has been rebranded as “The Magazine for VET professionals” last year becoming a thematic magazine and gathering experts' signatures related to the field of Vocational Education and Training.

EfVET Magazine is issued four times per year and is available to EfVET Members as part of their dues and to other interested stakeholders. It is published digitally on EfVET website and advertised on social media channels and on Basecamp. EfVET Magazine aims at gathering in-depth articles about the future of VET.

EfVET Magazine's readers are professionals in the domain of Technical and Vocational Education and Training, Adult Education, Lifelong Learning, representatives from different economic sectors; all with one common interest: learning about what is happening in the VET world, at different levels (grassroots, national, and European). EfVET Members, experts, and other shareholders contributed to the EfVET Magazine along 2019-2020. We would like to take the opportunity to thank them.

Throughout the year we have worked on the following communication areas:

WEBSITE

EfVET Website is our main information channel. The landing page includes the most relevant information with EfVET latest news, including policy and projects good practices. In addition to this, a section is exclusively dedicated to EfVET Members, so that their project activities, events or other relevant information can be disseminated in a dedicated section. Likewise, the EfVET calendar allows our visitors to be updated on the last VET events in Brussels and around Europe.

Last year, the policy section has been developed thanks to the involvement of Steering Committee Members who actively send reports when they represent EfVET in different EU public forums.

This year, the EfVET website is being restructured and revamped. Our visitors will see soon dedicated pages for the EfVET Thematic Teams and their initiatives, as well as a Catalogue for members’ trainings.

A new section dedicated to Honorary Members will be added, as well as sections related to Work-Based Learning, Digital-Based Learning, and SELFIE.

SOCIAL MEDIA

The EfVET social media presence reaches all together 5,335 followers on Twitter, Facebook, LinkedIn, and Instagram. Overall, we are ensuring a high level of consistency throughout all social media channels, this  will ensure that, through each of them, our public can be advertised and obtain relevant and useful information.

Facebook

EfVET  Facebook account has reached  1,501  followers  in the past year. After  analysing  the best topics to be posted and engage with our audience, Facebook has become our EfVET Members reference point. Through this platform, we show our link with members or the activities where EfVET has been represented, and, at the same time, our work.

Twitter

This year, EfVET Twitter account has reached 2,635 followers. The presence of EfVET on this social media platform  is  relevant  for policymakers and stakeholders who  directly interact with EfVET network on this platform.

LinkedIn

Through LinkedIn, EfVET provides follow-up information to policy activities where EfVET representatives participated in promoting our policy views. We have reached almost 869 followers on this platform. Last year, we implemented a new strategy which involved Steering Committee Members LinkedIn profiles. Those Members are calling to give short summaries from the public forums where they participated and referring them to EfVET LinkedIn and website.

What we want:

To support EfVET National Boards across Europe and ensure that their activities are given wider visibility and successes shared among all EfVET Members.

What we did:

National Bodies are structures operating at national level, representing EfVET in the country, whenever a country has more than 5 active EfVET Members. In addition to supporting EfVET reaching its objectives at National Level, these structures play a key role in voicing and influencing practices and policies at National Level. The National Bodies are autonomous structures and operate differently in each country even though with the same purpose. These bodies are also responsible for appointing the National Representative that will integrate the Steering Committee.

For the period 2019-2022, the objective was to reinforce these structures by providing a closer support to the activities carried out and to give them more visibility acknowledging the work done at national level. EfVET is now planning to have a dedicated slot in the newsletter.

All National Bodies had the opportunity to meet during the Annual Conference in Azores in 2019, in preparation of the AGM and to discuss and review their annual activities and future action plans.

Spain

The Spanish National Board keeps the same team of 6 people from different organizations that are regularly in touch by skype, email and WhatsApp. In the last 12 months they meet only during the 2019 EfVET Conference in Azores, though regular contact has been kept during the last months to give support to EfVET SC concerning a recommendation paper sent to the European Commission. Currently the Spanish National Board is collecting ideas and proposals from all the partners in Spain, that will be discussed at the next EfVET annual Conference.

Finland

The Finnish National Board had an online meeting with its members on the 24th of February and the 25th of August. Several meetings took place to plan the annual conference that was supposed to

Czech Republic

EfVET Member EPPAS, Czech Republic, was invited to present and explain the work of EFVET for VET Schools Directors in an event organised by Prague’s City Hall in January 2020. This initiative aims at providing schools take Place in Kuopio, a plan that had to be changed due to the

pandemic. The Finnish Members have been very active  in the  work of the Thematic Teams, more specifically the VET 4.0 and led the organisation of the full day meeting that took place on the 29th of May.

Germany

"Mainly two topics have been in our focus during this very special year, though we unfortunately had to cancel our planned meeting in Berlin this year.

Because of personal changes and the fact that all of us are very busy in charge in our VET Schools, we had to build a new efficient structure of our National Board, to reach our – and EfVET’s – ambitious aims."

The German National Board has decided to set up a steering group – Germany, tasks are distributed among several people.

Distance teaching and dealing with appropriate technical equipment still is a challenge for many schools. Therefore, we decided to join SELFIE WBL project which is the extension of the tool SELFIE with aspects of work-based learning. The EU Commission (JRC Sevilla) launched a tender for project bids to test SELFIE WBL in four countries (Hungary, France, Poland, and Germany).

EfVET Germany has been involved in the development of the application for the project SELFIE WBL that was carried out by Maria João Proença from the EfVET office in Brussels. The bid was finalised in April despite difficult conditions and EfVET won it in all four countries.

What we want:

To act as leaders in the advocacy for VET design that is practical, contextualised, and with high probability of positive impact on the learning processes of students and their employability and the capacity building of teachers and practitioners in light of the evolution of VET and innovation in the Labour Market. EfVET will continue to pay attention to the influence of educational development and welfare of the world. EfVET will work for VET as formation for fulfilling the UN Sustainable Development Goals (SDG's).

What we did:

EfVET continued its engagement at policy making level, by continuing monitoring the development of European policies and trends in the framework of VET. EfVET continued to be recognised as a key interlocutor in the field of VET, a key stakeholder in education and training in Brussels. Over the years, we have established very good relationships with the European Commission, particularly with DG- EMPL (Employment, Social Affairs & Inclusion), the Unit for VET, Apprenticeship & Adult Learning, and regularly invited to take part in different European working groups.

The European Credit System for Vocational Education and Training, often referred to as ECVET, is a European initiative bringing together representatives from different Member

States to continue working on the technical framework for the transfer, recognition and (where appropriate) accumulation of individuals' learning outcomes with a view to achieving a qualification. This network meets regularly throughout the year and EfVET is represented by Paulius Čepas (EfVET National Representative of Lithuania). In 2019 the network met on the 7-8 November. An update of the latest developments was provided, including the evaluation of the validation of non-formal and informal learning (NFIL) Recommendation. VET4EU2

EfVET is part of VET4EU2, a network composed by the four European Associations of VET providers and two associations of Higher Education, working together with the main purpose to act as key interlocutors on the policy and decision making at European level.

The European Commission responded enthusiastically to the formation of VET4EU2. In the year 2014, the organisation has acquired the status of permanent interlocutor for the European Commission meeting regularly throughout the year. During 2019/2020 the VET4EU2

met twice with DG-EMPL, in January and June 2020. The mandate of the VET4EU2 platform, as a permanent interlocutor, is related to oversee and discuss issues related to the attractiveness of the VET sector, monitoring and influencing policy priorities, assuring the creation of opportunities aiming at empowering VET providers, and monitoring to create

links between VET

During the meetings issues related to the European Skills Agenda and the European Vocational Skills Week were discussed in great length. The VET4EU2 platform meets regularly during the year to prepare the meetings with DG EMPL but also to share, discuss and agree on joint initiatives to support VET providers in Europe. During 2019, and considering the momentum with a New College of Commissioners appointed, the VET4U2 platform worked on the development of a Position Paper related to SHARING RESOURCES IN VET TO FORGE A NEW FUTURE FOR EUROPE that was well accepted by the European Commission. One of the most important highlights of the work carried out in 2020 by the VET4EU2 is related to EfVET participation on the online meetings with the Commissioner for Jobs and Social Rights - Nicolas Schmit on the 9th of June and the online meeting with the Senior Advisor of the Cabinet of Mariya Gabriel, Commissioner or Innovation, Research, Culture, Education and Youth on the 27th April. Both meetings were very successful, and it was positive to confirm the willingness and interest of both Cabinets in continue supporting the VET sector and deepening the work with the representatives of the VET providers.  Stefano Tirati, EfVET Vice-President represented EfVET at the meeting with Commissioner Schmit.

VET Skills Week 2019

The 4th VET Skills week 2019 was held in Helsinki, Finland. The theme of this year’s VET Skills Week was ‘VET for All – Skills for Life” and it was aimed at continuing to encourage young and adults to encourage people to discover their talent through Vocational Education and Training. The VET Skills Week gathered many workshops and meetings focusing on the skills needed in working life, digital skills and the quality of education provision.

EfVET Steering Committee and members of EfVET were presented during the four days. The three CEDEFOP working groups of learning providers had the opportunity to meet during the first day of the VET Skills Week. The working groups are tackled:

1.The challenge of Technology-Enhanced Learning: enhancing teachers and trainers e-skills; 2.The EU Mobility: Reinforcing Learning Attractiveness and Employability;

The 9th edition of the Lifelong Learning Week was held from 2-6 December 2019 in Brussels, and tacked the burning topics “Learning Democracy, Values, and Participation”.

EfVET co-organised in cooperation with EARLALL the event “Greencompt'' Towards a new common framework of green competences” hosted by MEP Jon Howarth at the European Parliament.

EfVET Members was engaged in these working groups. Jon Harding moderated the Working Group 2 on Learning providers and the EU Mobility: Reinforcing Learning Attractiveness and Employability. CEDEFOP working groups have been active for the last two years, creating community of VET providers who are sharing experience and building a strong community of practice. On the top of that they are developing a network for improving VET’s imagine at national and EU levels, while providing direct insights into

Workshops at the Lifelong Learning Week

Discussions were focused on skills needed for a just green transition and the development of a common framework of green competence. VET and the education sector that is most closely connected to industry, is reacting to the new demands, but there is still a need for a more coordinated perspective between authorities, education providers and the industry. VET realities and really working at grass root level.

The conclusion of the three groups were presented in reflection groups: Jon Harding (EfVET Steering Committee and Bridgwater & Taunton College) highlighted that “VET staff,

EfVET, Lifelong Learning Platform and EARLALL celebrated the World Youth Skills Day, on the 15th of  July,  on an  online campaign on Twitter/LinkedIn that showcase initiatives, projects and personal stories related to youth skills. The COVID-19 pandemic and lockdown measures led to the worldwide closure of technical and vocational education and training (TVET) institutions, threatening the continuity of skills development.

EfVET and the European Vocational Education and Training Association (EVTA) co-organised the event "VET ON THE MOON: Excellence, Inclusion and Internationalisation of VET" at the 29th edition of  JOB&Orienta, Verona Exhibition Centre (Italy).

The event, held on the 29th of  November 2019, aimed to discuss three key issues for the Vocational Education and Training (VET) sector: Excellence Inclusion and Internationalisation.

This event showed how vocational training plays a strategic role in the debate of the future of the labor market in Europe and how it contributes to the well-being and development of the communities in which it operates, including in the international sphere.

The aim was to share stories on how education and training systems, businesses, schools, teachers, students, and their families can adapt to the challenges of teaching and learning at a distance.

This event confirmed the need to enhance the integration of digital technology into the learning process and improve the digital competences of teachers and trainers to shape the post-pandemic school. It was also acknowledged the need of assuring a strong cooperation among all actors involved in shaping education and training policies.

EfVET Participation to join OSHA initiative

EfVET was invited by EU-OSHA - The European Agency for Safety and Health at Work- to join the Steering Committee of a Pilot Project titled “Mainstreaming OSH into Vocational Schools in Europe” (OSHVET). The main objective of the pilot project is to improve OSHA reach to Vocational Schools in EU, EEA, Candidate and potential candidate countries to raise awareness of the importance of OSH to pupils and teachers and to provide them with easy access to existing practical information and useful contacts at national and regional levels, including awareness-raising packages, events, PR and media activities and other activities such as OSH photo and video competitions and Awards.

Commit to quality and effective apprenticeships, and encourage Member States and companies to do so, by fostering national apprenticeships coalitions;

Incentivise support to SMEs for providing a stable supply of quality and effective apprenticeships;

Mobilise local and regional authoritiesas catalysts for apprenticeships within the local business environment;

Strengthen social dialogue through a more active involvement of national social partner organisations;

Engage European sectoral social dialogue committees in apprenticeships proactively, with a view to agree on joint sectoral pledges;

Support the representation of apprentices in the Member States by relaunching the European Apprentices Network.

The discussion explored how EAfA can:

James Calleja was honored to represent the voice of European VET providers looking specifically into how a renewed EafA can support them; how can EafA maintain the number and quality of apprenticeships in times of crisis, and how can EAfA ensure that apprenticeships are fit for purpose and ready for the digital and green transition.

James Calleja reinforced that a renewed EAfA can help VET providers widen the availability of their apprenticeships and create a stronger network of VET stakeholders and that striving for quality apprenticeships is a must and finally the need to foster stronger links between the world of education and work as critical in today’s economy. The link between a strong network of VET stakeholders and the quality of apprenticeships, preparing individuals to the labour market was also mentioned.

On the 15th of July, EFVET President, Joachim James Callej,a participated as a speaker to the High Level Expert Live Discussion on the renewed EAfA, marking the launch of a renewed Alliance to drive forward apprenticeships in Europe. The event was chaired by Nicolas Schmit, Commissioner for Jobs and Social Rights and moderated by Andrew McCoshan.

Erasmus+ Coalition joint statement on the revised proposal for

EU Multiannual Financial Framework 2021-2027

EfVET joined the statement of the Erasmus+ Coalition on revised proposal for EU Multiannual Financial Framework 2021-2027 together with LLL-Platform members. The strong commitment to European cooperation and public investment demonstrated by its proposed allocation of 1.1 trillion euros, along with 750 billion euros for recovery instrument NextGenerationEU, is a positive sign for the future of Europe. Addressing the social and economic impact of the COVID-19 crisis, as well as the green and digital transitions, certainly requires ambitious public investment. In this regard, Europe cannot afford to leave people behind by failing to adequately channel such investment into funding programmes which have a tangible and positive impact on their lives while also helping to tackle the above challenges and contribute to the EU's recovery.

EfVET has jointly signed a call to empower cities and regions in the Climate Pact and mobilise all actors towards decarbonisation, together with Eurelectric, EARLALL, EUROCITIES, ERRIN, Energy Cities, and ICLEI. Under the premise that the ongoing COVID-19 outbreak and its economic and societal impacts require to rethink the kind of economy that we wish to recover, the seven organisations encourage the European Commission and the European Parliament to swiftly design and implement the European Climate Pact, acknowledging the importance of its regional and local dimension.

What we want:

To manage and use data gathered from networking, projects and partnerships to bring change in VET and in particular through the dissemination of good practices and the support of practitioners' continuous improvement and that of their learning institutions, carrying out applied research and establishing a think-tank on

Higher VET involving higher education institutions.

What we did:

European Projects are a critical part of EfVET work. They represent a source of income but, and most importantly, they represent opportunities in terms of networking and expansion of membership, development of materials and resources and dedicated research in areas of relevance to EfVET and its members as well as raising EfVET profile at European and international level.

So far EfVET has played a key role in the dissemination and communication areas of the different projects playing also a key role in sharing information and decisions made at European level and facilitating contacts with European Key stakeholders, which has been recognised as very relevant and useful by project partners. EfVET considers the dissemination as a service provided to Members being also a way of acknowledging, recognizing and sharing Member´s work. One of the goals for the triennium 2019-2021 was to explore and deepen the sectoral work (Blueprints as one of the examples), to diversify the specific sectors in which EfVET is already engaged/involved, and use these opportunities as a way to expand Membership, enlarge partnerships network and, ultimately, promote a closer dialogue and relation between Industry and VET providers.

In the past years, soft skills were considered crucial and quite relevant, particularly to young qualified people. VET-GPS was focused on the acquisition, development and assessment of Soft skills of trainees and attended VET training, essential for their personal development, social participation, and workplace success. DRIVES project intends to deliver human capital solutions to the whole automotive supply chain through the establishment of an Automotive Sector Skills Alliance, covering all levels of the value chain (vehicle production, automotive suppliers, and automotive sales and aftermarket services). Through the network of the partners, DRIVES outcomes will be disseminated EU-wide to more than 300 associations, bringing together more than 270,450 companies of all sizes, representing over 7 million workers.

Schools 4.0 project was born from a set of 5 vocational schools belonging to the Network of Schools with Vocational Education guided by researchers from the department of CEDH – Center for Human Development Studies that, informally, organised reflection meetings on the paradigm shifts that must exist in vocational education in order to prepare young people to meet the challenges of the 21st century and whose items are outlined in the 2020 Strategy.

European agriculture is facing many challenges, the Food 2030 policy highlights the vulnerability of agri-production due to the globalisation of the markets, increasing competition, the prices volatility and the economic uncertainty along with the low incremental crop productivity. FIELDS will rely on previous activities and competences represented in the large consortium to define a sectoral skills strategy. SOCIAL INCLUSION THEMATIC AREA

The promotion of inclusive education and lifelong learning for students and learners with disabilities and special needs is one of the priority areas set up by the European Disability Strategy 2010-2020. Students with special needs and disabilities need, therefore, to have a personal plan of study which includes WBL experience and tailored on them and the enterprises, on the other hand, need to be trained to support the envisaged target group. D-CARE – Dementia: Respect and Respite

During the last 50 years in Europe, there has been an increase in diseases linked to ageing, such as dementia. It is estimated that by 2050 there will be approximately 18.66 million Europeans living with dementia. D-CARE project aims to train carers of people living with mild to medium dementia diagnosis, both professionals and non-professionals.This project will create an educational programme for carers to acquire knowledge and competences on how to support people living with dementia and assist them to feel less isolated in their community. The program will be used in VET education, in adult lifelong learning and in-work training of care staff and volunteers who support people living with dementia.

SAAM – Support Alliance for African Mobility

The SAAM project aims to contribute to the improvement and modernisation of Vocational Training in 17 African countries, as well as to strengthen the relationship between VET and the labour market. To achieve this goal, SAAM will generate mobility of VET professionals and students from various technical areas. This alliance aims to promote the exchange of ideas and techniques between regions, improve the skills of teachers and students, improve the standards of both the quality of management and training and finally improve the curriculum pathway of the VET centres.

SENSE – Sexual Diversity in Social Domain Vocational

Training

The SENSE project aims to integrate sexual diversity sensitivity (a welcoming attitude to lesbian, gay, bisexual, transgender clients and clients with an intersex condition; LGBTI) in VET studies in the social domain. Such a welcoming attitude is part of a wider complex of diversity skills.

What we want:

To contribute to and actively support developments in work-based learning in the context of industry-driven qualifications and community-oriented curricula.

What we did:

Work based learning experiences are at the core of Vocational Education and training. This is an unarguably statement. EfVET has been actively involved, since 2013, in The European Alliance for Apprenticeship (EAfA), a platform bringing together governments and key stakeholders, like chambers, vocational education and training (VET) providers, regions, youth representatives, think tanks and social partners. The purpose is to strengthen the quality, supply and image of apprenticeship in Europe. EfVET is a part of EAfA since 2013 and it has been actively involved in Erasmus + projects aiming at supporting VET providers influencing policies at national level and improving the quality of these experiences by sharing the European Frameworks and other support materials. Earlier this year, and with the purpose of combining 2 critical dimensions related to work based learning systems and the digitalisation of VET systems, the European Commission launched a call for tenders  to pilot the SELFIE tool in work-based learning contexts in VET. SELFIE is a self-assessment tool launched in 2017 by the European Commission aiming at supporting Schools and VET Colleges in their use of digital technologies.

EfVET has signed a contract with the Joint Research Centre, following the call for tenders launched in May 2020, to pilot the SELFIE for work-based learning contexts in VET (SELFIE WBL). The European Commission launched in 2017 a new tool to support Schools and VET colleges in their use of the digital technologies. SELFIE is a self-assessment tool launched in 2017 by the European Commission aiming at supporting Schools and VET Colleges in their use of digital technologies.

Focusing on the digitalization of Work Based Learning experiences, the pilot aims at conducting pilot studies in Germany, France, Poland, and Hungary to test the tool before its online launch. This tool is expected to be a useful tool to VET schools, companies, and policymakers at local, regional, national or EU level.  EfVET perceives this as a great opportunity to further pursue the work on the digitalisation sector linking it to the work-based learning sector which is in line with the Strategic Plan 2019-2021.

Strategic Direction 5:

What we want:

Establish a special rapport with industry at European level and engage employers in a more structured dialogue with VET providers to promote digital-based learning environments for active citizenship and equal opportunities.

What we did:

EfVET has been actively engaged in the area of Digitalisation and Technology Enhanced, via the participation in different working groups established by the European Commission, as well as via the Thematic Team that has been dedicated to Technology Enhanced Learning and via other Erasmus+ projects aiming at promoting the digitalisation of teaching and learning methodologies in VET.

The priority for 2020 was (and is) the pilot of the SELFIE WBL, mentioned earlier. EfVET is committed to pilot the SELFIE WBL keeping a close eye on the wider framework of the Digital Education Action Plan, to ensure its consistency with the strategic objectives and overall desired impact.  SELFIE WBL can be an effective trigger not only in making a better use of digital technologies for teaching and learning, but it may help to set the scene and define goals in terms of development of digital competences and skills as well as using data, learning analytics and artificial intelligence, to improve education.

In this respect, EfVET intends to use lessons learnt from existing ongoing networks andworking groups targeting WBL and digital learning, such as the CEDEFOP Community of Practice (WG on Technology Enhanced Learning), EfVET Thematic Team on Technology Enhanced Learning, the working group WG on Artificial Intelligence, European Alliance for Apprenticeships, Network of VET Providers Associations - VET4EU2.
