• Circa 140 comuni coinvolti dagli effetti del sisma

Fondamentale la ricostruzione cartografica dello scenario operativo con l’evidenza delle operazioni di soccorso, le aree operative, le zone rosse, ecc.

Per decidere una strategia operativa è necessario avere un quadro unico, chiaro e completo dell’evento e delle azioni che via via vengono messe in campo:

Nel caso di un’emergenza dovuta ad un terremoto, i dati da considerare per comporre il quadro operativo sono molteplici:
• Prima fase di assessment (ASR1)
• Le chiamate di soccorso (112-115)
• Prime informazioni da sorvolo aereo
• Info da enti esterni (DPC, INGV, ASI..)
• Assessement sul campo (ASR2)
• Informazioni da squadre USAR
• QuickTriage – definizione «zone rosse»
• ………….
Tutte le informazioni, relazionate alla loro posizione geografica, devono confluire in un’unica base cartografica che diventa il quadro tattico necessario per la gestione dell’emergenza:

Interoperatibility: the CAP protocol
• CAP is a simple and flexible format of digital exchange data,
• CAP is open, non-proprietary, for the collection and distribution of security notifications and emergency warnings, on all types of networks and systems of public emergency
• with CAP, all the organizations involved in rescue can independently provide tools for sharing data with the Control Center of National Fire Service
The Common Alerting Protocol (CAP) is a simple but general format for exchanging all-hazard emergency alerts and public warnings over all kinds of networks.
CAP is adopted by Department of Firefighters by: Decree of the Head of the Department nr 71 June, 2008
Conclusions
L’integrazione di Prometheus, insieme a tutti gli altri applicativi del CNVVF avviene nel più complesso sistema di coordinamento di gestione delle grandi emergenze per le quali il CNVVF, anche in concomitanza con
l’emanazione del codice di protezione civile effettuato con Dlgs 1/2018, ha aggiornato il proprio piano di mobilitazione nazionale con la Circolare EM 1/2020.
Ausilio dei sistemi informatici deve rappresentare un aiuto fondamentale per l’ottimizzazione del soccorso cosi da poter dare una risposta più rapida ed efficace alla popolazione.
