RIVER AGREEMENT CASE STUDY

Opportunity to study in one of the most composite part of the city complex dynamics on the scale of the landscape of the city and architecture, focusing attention on the relationship between river and building density

Occasion for a new life quality and sustainability-inspired experimentation developed through dialogue between different scales:

. Strategic scale to negotiate conflicts, interests, policies for socio- economical programs, territorial and local planning and architectural design

. Operational scale for different projects at the large and local scale

Involving vast scale, margins and focus areas

I.E. Sangone River Agreement and Stura River Agreement

INTEGRATED MULTISCALE PROJECT

- based on the integration between the

disciplines of architectural and urban design and planning

- with no scale limits, can be applied to an

extensive area - regional, provincial and local - as in the architecture and design project

(Ingaramo and Voghera, 2010)

- tested in different teaching and professional experiences (River Sangone Masterplan

Province of Turin, International Design Competitions, Thesis, Design Ateliers)

- to interpret, understand, and communicate territories and projects

- to consider buildings and voids, rural areas, public and green spaces and private open spaces (building-void-nature) on the same hierarchical level

• a participatory process with the involvement of institutional actors, local population, stakeholders and different final users supported by the Action Contract (Ingaramo and Voghera, 2009)

public spaces design is the connecting element among built and environmental structures and the starting point of the transcalar- multidisciplinary project

Strategy for the river ecosystem

to promote water security and quality, to control capatations and to design river banks and buldings

to enforce environmental and landscape systems of the rural, natural and recreational areas and public services, connecting objects and systems

to individuate a functional system and coherent uses through territorial projects

DESIGN STRATEGIES

The city requires design actions that trigger immediate regeneration and transformation processes, which are capable of bringing together specific needs, even just partially redesigning built-up or free spaces with possible short, medium-term effects capable to triggering even long term processes

Strategy for transformation of these areas prioritise environmental

choices, which are hard to implement in the immediate term.

In the actual economic crisis we need a reflection on the research for

innovative paths to achieve a project which has to take its inspiration from the lack of resources.

Design is a tool within the decision-making process for selecting elements and values and for developing and explaining community visions for a new territorial and life quality

Each planning and design acts helps to make clear strategic and local actions, contributing to community empowerment and to governance

The case of the Stura area is as an example of an approach which can lead, if architecture should have a democratic ambition, as Stan Allen also says, those responsible for the city, through the understanding of its phenomena and with the design-related duties of the architect, to identify strategies to physically build some form of urban democracy.
