deservesmention

thesepages.
Such an appointmentis a
well-merited recognitionof the faithful
and constant service renderedto
the Churchin
circumstances most delicate anddifficult. It
is also an honourfor
our humble societyto
which Cardinal Trochta always feels closely bound as a member, ever loyal and grateful.Confident of interpreting the thoughts
of
the Salesian family,I
hastened to congratulate him warmly. havingin

workTowatds mid-February
the
Superiot Council completed its general meetingswhich had kept the
membersbusy for
four{ull
months.Halfway through February the Regional Councillors resumed
their visits; and the
remaining membersof the Council
now have a scheduleof
meetings and contacts accordingto their
own particularwork
and Commission.Your
RectorMajor
has been busywith
vatiousvisits
and meetings,offering
guideJines and encouragement,and
dwellingon
the more important mattersin
getting the wheelsof
renewal rolling.As you
will
read under sectionIV of
these Acts,in
the four months offull
sessions there was much solid work donein
tackling the many urgent matters arising.rWe spent
a lot of time
examiningthe
deliberationsof
the Special Provincial Chaptersthat
followedon the
Special GeneralChapter. You
are aware, naturally,that
these need the approvalof
the Superior Councilto
have bindingforce. Mote
than forty were examined and approved. Some chapters,for
one reason or another, were unable to complete their workin
the time foreseen.'S(e shall make every
effort to
examinetheit
deliberationswith all
requisite despatch.Eventually
when we get a
bird's-eyeview of the
general situation and have made the relative evaluationsof
the work done by all the Provincial Chapters we intendto
let you know, at least-5-

of
special interestthat
haveemerged.
Each Provincewas
examined asto its own
special situations and problems, togetherwith its own
practical needs andits
practical proposals along the linesof the
Special General Chapter's directives,i.e., in the light of our
single mission and singlespirit. This
makes each Provincenot
an isolated particle wandering aboutin a void, but a living
and activecell in
the organiclife of
an equallyliving
and activereality
- the
Con-gregation.
Top
priority to
formationMany Provinces have
now
received backtheir
deliberations togetherwith
possible observations and remarks relating thereto.They are now able to forge ahead and translate their deliberations
into ptactice.
Thispoint of
timeis
not easy,is of
great moment and indeed is crucial. No matter how well conceived and pertinent these documents may be, as long as they remainon
paper only, they are merely alist of
fine ideas, good intentions and generous resolutions. But allwill
be << as was >> and the documents pigeon- holedin
thefile of wistful
fantasy unless weroll up our
sleevesand
do battle with the
inevitabledifficulties that will crop
up as wetry
toput
the deliberations into practice.This is a job that is complex,
vital
andof
the utmost import- ance, and those responsible arenot
only the Provincials and localsuperiors. It
must be tackled courageouslyall
together, metho- dically, andwith
special attentionto
those areaswhich
should havepriority.
But toppriority
must go to everything that rouches on formation of personnel (from aspirantship and postulancy to the curriculumproper to
Salesian formationand our spiritual
andreligious
qualification,and
eventuallyto
on-going formation).This
is
a << must >> becauseit is
so fundamentally important.To neglect this essential and vital step, not giving
it
precedencein
the renewal prograrnme,would
showa
lackof
understanding( 1850)

and rcalization
of
the all-important interestsof
the Province and the Congregation, despite all wotds to the contrary.The
Congregation (every Province) cannotafford to
delayits
development,but it
must bea
developmentin
depth,not
inthe
rnultiplyingor
increasingof
works.I
amwell
awarethat this
policyis not the
easiest;but I
also know that the really important things are never easy. Renewal must begin right here.
If
perchance we were to take any other line of thought, not only would we commit a grave error, but we wouldinflict
irreparable harmon our
Province andthe
Congtegation:time is not going
to
standstill
andwait for
us.On the subject
of
personnelin
formation,I
noticethat
after rhe Special General Chapter a very grave danger has come to light.People seem to believe that
for
young menin
formation, preparing themselvesfor the
Religious,priestly,
Salesianlife,
mere living in a Salesian community is sufficient; no one capable or responsibleis put in
chargeof their
formationto
give themthat
care thatis
irreplaceable;nor is
there any concernto
choosea
suitablecommunity that
will
have an educating influence onthem. I
haveno
hesitationin
damningthis eror
asfatal.
Evenif we
werenot
awareof just how
much these young men need(far
more today thanin
the past) at least we should take warningfrom
the saddening negative tesults furnishedby
these experiences.Dear confrBres, vocations are
a
ptecious treasure enffustedto
usby the
goodLord,
andtheir
scarcity makes themall
the more precious.\7e
cannot aff.otd to risk damaging or losing these vocationsby
adoptinga
superficial and easy-goingattitude.
'We mustnot
neglectthat
necessary and elementary carewhich
the very nature of a vocation in formation demands. This by no means excludes a wise and balanced understandingof
the sensitivity that belongsto the
particular timesin which we
live.The
problemis a
serious one, and muchof the future
of the Provinces and the Congregationwill
dependon
the way v/e solveit:
henceall
those tesponsiblefor
formationmust
keep these thoughts constantlyin
mind.( 1851 )
The magisterium
Quite
a numberof
confrbres thanked mefor what I
wrote about the Magisteriumin
the last numberof the Acts. It
wasmy duty to speak of
it,
andit
is one of the responsibilities weighingon all in the
Congregationwho
have been entrustedwith
anyauthority.
Never before has the Magisterium been so much the mouthpiece of authority as in these days. And just as the Superiors havethe
obligationo{
carryingout this
important task,so
areall the
confrEres boundto its
acceptance.And
soI
feelI
mustpoint out that while
the Magisteriumis a duty of the
RectorMajor it is
also proportionatelya
partof the
officeof
Provincials andRectors.
They havethe
special duty to make known and, to the greatest extent possible, to promote observanceof
the the directives and norms, especially those whichin
fact already exist-
particularlyin
the new Constitutions and Regulations.It
is often obvious that directives and insuuctions that have been promulgated sometime, are
simplynot known.
Ratherthan
indulgein
empty laments, thosein authority
must insist, charitably but unequivocally, that these directives from our different legislative bodies beput into
practice.It is both
necessaryand more than ever
beneficial that Superiors, Provincial and local Councils and every single confrBre (accordingto the
particular sphereof
action and responsibility)be utterly
awareof their
sacrosanctduty to the
Congregationin
this regard.If
the clear and precise directives comingfrom
the General and Provincial Chapters arenot
practised and made obligatorywithout
fearor
reservation,all
is wasted.Another
word on
prayerMy January letter on prayer aroused many positive reactions,
not only from
thosein
chargeof
communities,but
also from7
(t852)
individual confrbres, and frequently
from the
younger memberstoo;
indeed there was some teactionin
everycontinent. This
is a sign that the perceptionof our
<Life with
God >>is
something widspread throughout the Congregation-
despite deficiencies andinfidelities
to
be lamented here andthere. It
offers comfort and confidencefor our
renewal.However,
to
agreein
words only,to
applaud the argumenta-tion, to stess the
importanceof
prayerat this point of
our history-
all thisis not
goodenough. As I
pointedout in
myletter,
andfrom what is
sadlythe
casein
many places, every community and every confrEre must show a ttuly practical conviction that out vocation only makes sense and is only sustainedin
faitb;and faith in turn
receivesits natural
nourishmentin
prayer.Without
thisit
may be something else,but it
is certainlynot
our vocation, certainlynot our
mission.Prayer; both

and nourisbmentol

have been deeply impressedby a
chapterin
oneof
JeanGuitton's latest
booksentitled "'Why I believe". In it
this renowned Christianthinker and
scholar refersto his
personalexperience and develops a thesis that really sets one thinking.
At
onepoint
he remarks,"Faith is not
real unlessit
leanson a continual exercise
of
what could be termed'piety"'.
(Note theword "piety".) He
goeson to
say,"I know that if I
hadnot been
rained
to pray, my faith would have starved, like a plantwithout soil. And I think that the
weakeningof faith
partly dependson the fact that all the thought of past
centuties isneglected".
He
followsup with this
observation,"The
problem offaith
is not just the problemof
knowing whereTruth is. It
isalso a practical problem: how can we seize this
ruth
and implantit in
our very being?"And
again, "Knowledgeis not
necessarily a. preparationfor love. To
make atruth part of
me,to
implantit in
my being,in
'the fleshof
myspirit', I
must embodyit,

it a
tangiblecovering". Guitton
concludesthat this
incarnation of faith, which is muth, is to be found in piety, which (he maintains) is the indispensable elementfor
nourishing faith.I
have quoted thusat

showthat
souls dedicatedto
the diligent and keen questfor truth,
souls who have no fear of new ideas(Jean Guitton is a philosopher, ecumenist and exegete) recognise that prayer and piety are deeply linkedwith faith

somuch so
that
one can concludethat
the problemof
prayeris
aproblem
of
faith.Indeed
it
is appositeto
ask,"How is it
possibleto live
our vocation and missionto the full if it is
separatedfrom
prayer and languishes,or if it is
reducedto a
non-faith? >Please believe
me,
dear confrBres:to
abandonor
neglectprayer (and there are plenty
of
specious arguments being urged-
suicidal sophistry)will
diminish or harm our faith; and, although not always obvious, that entails our vocation and mission too.There
is
only one thingleft:
we must fenewour
resolution responsibly andlovingly.
Dear Provincials, Rectors and confrBres,let
us getdown to
deeds and realities sothat
prayer may take the foremost place which belongs toit in
thelife
of every confrBre and every community."Serve God
first:
the restwill follow". In this
way one's neighbourwill
certainlybe
served andbetter
andbetter
loved.Indeed, the more prayer becomes part of our lives, the more active, generous and
fruitful will our
missionbe. Our Lord tells
us,"nflithout
me you cando nothing",
anddaily
experience shows justhow true this
is.The ualue

with this
matterI wish to
develop another ideathat
has particular bearingon the subject.
Voillaume has maintained authoritatively (quoting Brother Carlo Carretto) that prayer is"to
think of God and lovehim".

be separated.
I
shallnot
dwell on the second part,but it
seemsto the point to emphasise the word
"think".
It is plain that to think of God
seriously (asis the
casewith
anythingof
importance) there must be reflection, calmness.There must be
that fruitful
silencein which
aloneit is
possibleto concentfate one's attention and render real that
filial
encounter, that speaking and listeningto
God.Today,
when the
subl'ectof
silenceis
broached,we
hearexpressions
like
"monkery andmedievalism!" This
sophistical claprap is meant to blind the unwary and superficial. Deep downit
betrays a mentality tainted (perhaps unwittingly)by
the think-ing
thrust on usby
"consumerism", comfort, hedonism, a world allergicto all
recollectionor
reflection and delightingin
losingitself in
distraction.A
modern author haswritten,
"C)ne hasonly to
take stockof the
colossal 'industryof
distraction' andthe
efforts made inthis field.
People must have noisy disttactionat
anycost:
andthis renders more and mote impossible the silence that makes for recollection. Modern man does not know what to do
with
silence, solitude,lone meditation.
lWe usedto
say,"Nature
abhors a vacuum": and this is man's reaction today.It is
an attitude that makesa
persondo
anythingto get
awayfrom
solitude, silence andquiet.
Obviously reflection and recollection are thus rendereddifficult if not
downrightimpossible. \7e
cannotlive with
the Godof
silencewithout
being ourselves silent, alone, recollected"(Koser C.,

coursewe
arenot
monks andwe do not
belongto
themiddle
ages:we
cannotbe other than
Salesians,with all
that that name implies; and we are Salesiansof our
owntimes.
Butthis
doesnot
negatewhat the
Special General Chapter has soclearly
maintained. Article 35 of the new
Regulations reads,"Let
every community decide on opportune periodsof
silence to produce an atmosphere conduciveto
recollection, personal work and rest".- li -

As
you see,the
Special General Chaptet,while
wanting to relieveour
communitylife of
practicesnot
consonantwith
our particular missionand
style,by no
meansset at
naught the importanceof
silence.There
is
anotherconsideration. It is a fact that
modern man, caught upin industy,
noise and distraction has an absolute longingfor
reflection andsilence. If we
examinethe
Church today,in its
myriad contrasts and confusions, we see many thou- sandsof
simple Christians, menof
action, religious and priests,not
indeed"taking
the cloisterby
storm",but
certainly flockingto the
ever-growing numbersof
retreat houses:they feel
that therethey
can breathe deeplyof the spiritual
atmosphere theyfind in
the silence that envelops them.Some
may
ask whetherall this is pertinent for
Salesiansengrossed
in work
and feverishactivity. My
dear confrBres, rest assured thatit
certainlyis!
William Fealher, one of those successful American businessmenwho
startedfrom
nothing, and always ina whirl of activity, left in his
memoirshis
secretof
success:"Spend an evening in your room all alone
with
your thoughts: thiswill
help you get to know yourselfbetter.
Such an evening passed lookingin
on yourselfwill
help youfind a few
nuggetsof
goldor
a few diamonds".But without going as far as America, and certainly not treasure- hunting, Pascal had already
written
these wotds (andwe
septua- genarian Salesians would dowell
to ponder them):"I
have disco-vered that all one's misfortunes issue from one
thing:
not knowing howto sit in
a room and pondet".I{
we gaze about uswith
honesty and also look into ourselves, we haveto
agreewith this
great thinker,who
always speaks to man about man.A
proposof
Pascal's invitation, lve shouldput
ourselves the question,"How
muchtime do I
giveto
reflection,to
personal readingof
matters that bring me faceto
facewith
my innermost sel{ andwith
the Absolute?" This kind of reading is indispensable.The preparation of conferences, lessons, sermons is certainly always

good and necessary,
but it
is no substitute: there must be reading that isfor
the direct nourishingof
our spirit, that puts usin filial
and loving contactwith
God.The true Salesian
is a
manubo
thinksThe quote from Pascal impresses me even more when
I
thinkof
a remark made to me by a priest, a man of culture and anxiousfor
conciliarand
post-capitularrenewal. After
preaching the annual retreatin
various places, he sadly remarkedto
me, "The SalesiansI
have met during these retreats gave me the impressionof
being allergicto
silence, and also, unhappily,to
thinking andprayer". I
can only hope this judgementis not
true,or at
least?. greatly exaggerated generalization.
Our classic Salesians, the men who
built
up the Congregationfrom its
early beginnings, planningits
expansion and progfess, were indeed menof untiring
energy and enthusiasm;but
they were also men who, after the exampleof
Don Bosco, were givento
thought, personal recollection, reflection andprayer.
Nameslike
Rua, Rinaldi,Berruti,
Quadrio, Srugi, are representative of thousands and thousandsof
confrBreswho
were ableto
throw themselvesinto their work with
greatprofit; yet
always enjoyedthe
enlightenment and comfortof that "fruitful thought",
that energizing "silent conversingith God",
which, despite difficulties that are never lacking, points the sure, safe wayto
new apostolic goals.Dear confrdres, the more active our
life
is, the more exposedto
the gusty rvindsof
wordliness, the deeperour
roors must be.This is achieved exactly by learning how to think, reflect, encounter God,
put
ourselvesin
unionwith him. For this
the atmosphereand
ambientmost
suitableis to be found in
recollection and silence, especially in those privileged times of the days of recollectionwe have every month, every three months and every
year.
The thoughtof
our Founder is underlinedby
article 63of
the Consti--73-
( 1857)tutions, "Don
Bosco sawin
these momentsof
recollection and renewal'the
basicpart' and the
synthesisof our whole
lifeof
prayer".Days
of
recollection are not study meetingsAt the risk or
repetitionI wish ro
srressthat
the days of recollection should not be turned or distortedinto
study meetings, round-table discussions or debates on all kinds of cultural matrers.Admittedly
such gatherings canbe very
useful,but they
mustnot
substitute the daysof
recollection; other times and occasions should be foundfor them.
The daysof
recollection,with
their special programming,must
serveto
restoreand
recreate the Salesian's spiritual and apostoliclife:
and this is done by reflection and personal and community prayer-
these arethe
things that belongto
suchdays.
One can admit that there are many forms, many ways and means,for
achieving recollection, silence, solitary withdrawal-
and perhaps we have much to learnin
this matter;but the basic necessity of these elements for prayer and the interior
life
cannot be gainsaid.For the sake
of
man and his"life in God"
we must getrid of the
modern phobia regarding recollection, silence and prayer.Recollection
and
silence are indispensablenot only for life
in Godbut
alsofor rue
culture and civilization.These ideas
may not "conform", but they are
absolutely correct; andif
Provincials and Rectors keep them before their minds,I
am surethat
the logical consequenceswill not fall
on barren soil. They arewell
awareof
theirduty to
seein
one wayor
anotherthat
these daysthe
Constitutionsset
asidefor
thespiritual and apostolic nourishment of the confrEres be not emptied
of their
preciouscontents.
The rights andffue
interestsof
the confrEresin this
regard mustnot be
denied them.(1858)

insist so mucb on prayer?Now
it
may be asked why so much is being said about prayer' The answer is seenin
plainfacts. I
see how urgentit is to
takecourageous, total and methodical action
for
our renewal along the clear linesof
the Special GeneralChapter. It is
exactly becauseof this that it would be a
grave mistaketo
insiston the
other sections (important though they are)without
makingour
startingpoint the
dedicated renewalof our
prayerlife;
and whenI
sayprayer
I
include the sum o{ our personal and community relation- shipswith
God-
as people consecrated and "sentforth
on our mission"."This is
the very centre, indeedit is
thetrue
secretof
the renewalof
our Salesian vocationtoday."
This unequivocal state- mentis not mine: it
was madeby the
Special General Chapter (SGC519). And a little further on
are these words,"\(/e
areconvinced
that only a spiritual rebirth and not a
mereset
of new structureswill
give the go-aheadto
a new erain
the historyof the
Church" (SGC 523).These affirmations issue
from the
most important organ of our Congregation and are thefruit
of bitter experience. They comefrom the
desireto
seethe
Congregation extenditself
without delayin bold
apostolic dedication; andit is for this
very reasonthat the
Chapterbids us
rechatgeour
spirituallife with
God's urging action, so that we become menof
the spirit, men of prayer thatis not
formalisticbut
convinced.\ile
must be ever mindfulof
these statements, especiallyat this
decisive moment when the Congregation is gatheringits
forcesto
setin
motion the complex machineryof its
renewal.It
would bea
sorry dayfor
usif
wewere
to
set our shouldets to other sectionsof
renewal and neglect ourlife in
God- for
thisis
thepivot
and foundationof
every-thing else. Renewal is not a case of getting ourselves reotganized,
but
alligning ourselveswith the Lord in fidelity and
spiritualdocility. \(e would run the risk of
settingup a lot of
showy and apparently efficient machinery;but it
would be soulless and-15-
( 185e)Iacking that irreplaceable spiritual energy
for
the service ro youth andthe
Churchthat the
Congregation mustrender. It
would be a poor structure that would very soon prove useless.My
dear Salesians,we
have beeninvited to
undertake the taskof
renewal; thenlet
us be sincerely convincedof
the solemn and ever-relevant statementof
Don Rinaldi that is backedby
the Regulations themselves:"Untiring work
sanctifiedby
prayer and unionwith
God must be the characteristicof
the sonsof
St. John Bosco".Lent and Temperance
One last thought. As I write
these pageswe are
just beginningLent. In
tunewith
the whole thoughtof
the Council, article 50of
our Regulations invites us tolive
this important partof the liturgical year
intensely,turning Lenten
austerity into practical reality,both
as individuals and communities.A
generalbut important observation: I make
frequent referencesto
theConstitutions. It is
importantnot only to
bewell
awareof
them,but to
be thoroughly versedin them.
Thisis
the surest way we shall cometo
appreciate them and discoverin
themall
the spiritual and Salesian wealth theycontain.
Thusit will not
be a caseof
mere formal observance: ratherwe
shall thenlive
themin
practice.To be consistent and
faithful to
the promise we freely made rve haveto
eschew all empty and false formalism: 'u/e must accept sincerely and cordially this means the Congregarion ofiersits
sonsin
orderto help
them measureup
adequatelyto rheir
mission and consecration.It is not just fitting, it is
necessarythat
each communityfind
a timefor
the public readingof
the Constitutions and Regulations.(1860)

the spiritual values therein-

ourHoly
Ruleis not a
straitjacket,or a
setof
shacklesto
depriveus of libetty, but a railway line along which the
Congrega-tion
can progress, develop and actin harmony. A little
thoughtwill
makeit
obvious that the Constitutions are a synthesisof
the -"pirit properto our
Congregation:toknow
them, practise them, and have others practise them-
these arethe
simple and effi- cacious ways and meansto
keep us unitedin
thisspirit
which isthe vital
elementof our
Congregation.I
should addtoo that we
shoulddo
morethan just
referto
the Constitutions: when proper and necessary, especially thosein
authority should demand respectfot them.
Professional loyalty requiresthis; but
there should alsobe a
desireto
respect and defendthe "law" itself. It is, after all, the
expressedwill
ofthe Congregation,
written
upin fidelity to
our Founder's charism.Any
well-ordered and organized societywould
expectthis
loyal observancefrom its
members. The day when thelaw
(our Holy Rule) is regatded as a "scrap of paper", and whims and individual caprices take over, and there is contempt (in practiceif
not theory) then that day would see the endof
the Congregation.Don
Bosco gives afurther
reminderof this in his
lastwill written
from the depthsof
his paternal heart when he was aboutto
leave his children:"If
you have loved mein life,
continue to love me after death by observing the Constitutions". He has given us a yardstickto
measure our lovefor him

gaveus our

article 606 the Chapter remarks that our witness to povertyis
particularly meaningful whenlived in community. ft

means frugalityin
food, rejectingthe
superfluous, functional simplicityin our
buildings,the
way we own things (we place ourselves and everything we have at the common serviceof our
mission),and our
generous solidaritywith
the houses and Provinces of the Congregation and the vatious needsof

reflect andto
ask serenely and sincerelyin
every community:"As
individuals and as communities, how do we standin
the matterof
austerity and temperance?"Let

think our Founder's words are relevant today, especiallyin
certain sectors.The lack of frugality and
temperancein food, in
certainprolonged and costly holidays,
in
going after all kindsof
comforts and conveniences,in
recreations that belongto
the well-to-do, isan
offenceto so
manyof our
confrEreswho live in
genuinepoverty
and
Salesianfrugality; it is an
offenceto the
infinite number of poor who lack even the necessitiesof life;
andit

Bosco knewwhat
he was about when he exhortedhis
missionariesto "great
moderationin food, drink

and Oneit just
holds cannotfor
us too!be a

prayerwith
God's interestsat heart, and be always anxiously striving
for
a comfortablelittle world,
lackingnothing.
Thisis
very differentfrom
what Christ wants and offers us.Lack
of
temperanceis
oneof the
weak spots; and history ieaches us that the enemy makes useof it to
undermine the wallsof our
Congregation.Don
Bosco knewhis
history and shouted the danger to his sons loud and strong.Our
Founder urgesus
forwardto a
missionthat
demands self-giving, andthis
requires austerity and detachment,"a
heart that walks barefoot", as St. Francis of Sales usedto
