The article introduces an important legislation that could inspire legal academic and policy makers. It seems that the legislation could potentially generate quite a few theoretical debates, including those from bankruptcy law, corporate law and contract law. However, readers will be better informed if the article could provide a wider theoretical and institutional backgrounds.
