La governance anticipatoria parte dal presupposto che il futuro è ancora in divenire e può essere attivamente influenzato o addirittura creato dalle nostre azioni. I sistemi a livello strategico e politico-legale hanno bisogno di sperimentare, imparare e adattarsi per affrontare le prossime sfide. La previsione strategica, con i suoi precedenti e il
suo inserimento nelle strutture burocratiche, sta emergendo come un’aggiunta essenziale agli strumenti convenzionali di pianificazione e politica. I governi possono esplorare e anticipare come saranno lo sviluppo sostenibile, la sanità, l’istruzione di qualità, la crescita economica e i posti di lavoro nei decenni a venire. Molti governi, infatti, stanno sperimentando modelli di pianificazione che permettono di considerare il cambiamento, la complessità e l’incertezza. L’idea di governance anticipatoria sintetizza queste esigenze.
Anticipare il futuro richiede più dei tradizionali modelli di previsione (forecasting), basati sulla proiezione in avanti delle esperienze passate. I metodi avanzati usano la logica dell’anticipazione (foresight) e costruiscono scenari probabili tenendo conto dei segnali deboli, dei trend emergenti, dei presenti coesistenti e dei potenziali percorsi di evoluzione.
Questo assegno di ricerca si svolgerà nell’ambito del progetto TAGS - TOWARDS AN ANTICIPATORY GOVERNANCE SYSTEM finanziato dal Ministero per la Ricerca nell’ambito del programma PRIN 2020 (Progetto di Rilevante Interesse Nazionale 2020), che ha lo scopo di studiare la possibilità di introdurre il foresight strategico all’interno della pubblica amministrazione italiana, per rispondere alle richieste delle politiche europee di adottare in tutti i Paesi sistemi di governance in grado di anticipare i futuri possibili nella direzione di uno sviluppo più sostenibile, resiliente ed equo.
L’Unità UNIUD si concentrerà sull’analisi di un caso concreto: l’Autorità di Sistema Portuale del Mare Adriatico Orientale - Porti di Trieste e Monfalcone. Il caso è una pubblica amministrazione orientata alle politiche di sviluppo in un’ottica di sostenibilità. UNIUD applicherà una strategia di ricerca-azione all’Autorità di Sistema Portuale. I risultati saranno sviluppati esaminando e aiutando a costruire la consapevolezza previsionale all’interno di un’organizzazione pubblica complessa e l’orientamento alla sostenibilità, che sarà indagato da due prospettive (tecnica e socio-politica).
UNIUD contribuirà a costruire un sistema di governance anticipatoria per l’Autorità Portuale con l’obiettivo di immaginare, modellare e quindi costruire una visione del futuro a medio-lungo termine su due temi principali: la digitalizzazione e l’energia.
L’attività legata a questo assegno di ricerca si espleterà nello svolgimento nel primo periodo di ricerca di attività inerenti la WP1 “State of the art”, in particolare delle attività della task D 1.1 Ovierwiew of Strategic foresight units”
che mira ad individuare applicazioni di successo del foresight di tecniche di anticipazione nella organizzazioni (pubbliche e private). La ricerca poi procederà con lo svolgimento della WP3 Application of Anticipatory Governance”, attività 3.1 ”Foresight within a complex organization” che comporterà l’avvio del caso studio per l’applicazione delle tecniche di foresight all’interno dell’Autorità Portuale con lo scopo di sviluppare una consapevolezza sulle tecniche anticipatorie.
I risultati attesi per l’attività di ricerca nell’ambito del progetto PRIN TAGS si configura nella realizzazione dei seguenti deliverable:
▪ D 1.1_Definizione di una lista di buone pratiche per l’implementazione del foresight in una organizzazione;
▪ D 3.1_Definizione di un gruppo di lavoro per il foresight, individuazione e implementazione di una metodologia di anticipazione per l’Autorità Portuale, con lo scopo di sviluppare una consapevolezza sul foresight e sui suoi vantaggi in quella organizzazione.

The anticipatory governance starts from the assumption that the future is still in the making and can be actively influenced or even created by our deeds. Legacy systems need to experiment, learn, and adapt to deal with forthcoming challenges. Strategic foresight with its track record and fit in bureaucratic structures, is emerging as an essential addition to conventional planning and policy tools. Governments must explore and anticipate what sustainable development, healthy lives, quality education, economic growth and jobs will look like in the decades ahead. Many governments, in fact, are experimenting with planning frameworks that allow for change, complexity, and uncertainty. The idea of anticipatory governance synthetizes these needs.
Anticipating the future requires more than the traditional predictive models (forecasting) based on the forward projection of past experiences. Advanced methods use anticipation logic (foresight) and build probable scenarios
This research grant will take place within the TAGS - TOWARDS AN ANTICIPATORY GOVERNANCE SYSTEM project funded by the Ministry of Research under the PRIN 2020 program (Project of Significant National Interest 2020), which aims to study the possibility of introducing strategic foresight within the Italian public administration, in order to respond to the demands of European policies to adopt in all countries governance systems capable of anticipating possible futures in the direction of a more sustainable, resilient and equitable development.
The UNIUD Unit will focus on the analysis of a concrete case: the Port System Authority of the Eastern Adriatic Sea - Ports of Trieste and Monfalcone. The case is a public administration oriented to development policies from a sustainability perspective. UNIUD will apply an action-research strategy to the Port System Authority. The results will be developed by examining and helping to build predictive awareness within a complex public organization and sustainability orientation, which will be investigated from two perspectives (technical and socio-political).
UNIUD will help build a system of anticipatory governance for the Port Authority with the goal of envisioning, shaping and then building a vision of the medium- to long-term future on two main themes: digitization and energy.
Foresight is key to interpreting and driving change. The cornerstones of foresight for companies are strategy, organization, and management.
The activity related to this research grant will be carried out in the first research period with activities related to WP1
"State of the art," in particular the activities of task D 1.1 Overview of Strategic foresight units" which aims to identify successful foresight applications of foresight techniques in organizations (public and private). The research will then continue with the development of WP3 Application of Anticipatory Governance," activity 3.1 "Foresight within a complex organization," which will set the case study for the foresight techniques application within the Port Authority with the aim of developing awareness of anticipatory techniques in this organization.
The expected results for the research activity under the PRIN TAGS project is configured in the realization of the following deliverables:
▪ D 1.1_Definition of a list of best practices for implementing foresight in an organization;
▪ D 3.1_Definition of a foresight working group, identification and implementation of a foresight methodology for the Port Authority, with the aim of developing awareness about foresight and its benefits in that organization.

- Possesso di un diploma di laurea vecchio ordinamento (ante decreto 3 novembre 1999 n. 509) o di laurea specialistica/magistrale (ex decreto 3 novembre 1999 n. 509 e decreto 22 ottobre 2004 n. 270) o titolo equivalente conseguito all’estero;
- possesso di un curriculum scientifico professionale idoneo allo svolgimento dell’attività di ricerca contemplata.
- University degree obtained before Decree n. 509 of 3 November 1999 or specialistic/Master’s degree (post decree n. 509 of 3 November 1999 and decree n. 270 of 22 October 2004) or equivalent degree obtained abroad;
- professional scientific curriculum suitable for the research activity above mentioned.

APPLICATIONS AND DEADLINE
Application for admission to the competition
Entries to the competition begin on 8 July 2022 at 02:00 p.m. (Italian time) and end on 21 July 2022 at 02:00 p.m. (Italian time).
The application to participate to the selection must be completed, under penalty of exclusion, using the online procedure at the address https://pica.cineca.it/
The online procedure involves two stages:
Stage I – Registration
Stage II – Filling out the online application.
At the end of Stage II, the applicant must print out the application form and sign it in the manner described in the online procedure (manual signature, with attached identity document, or digital signature), under penalty of exclusion from the selection. The application must not be signed if the applicant accesses the aforementioned online procedure using the SPID identification.
Documents, qualifications and publications, as listed in art. 4 of the above mentioned Call for applications, must be attached to the online application in electronic format (.pdf). The size cannot be larger than 30 MB.
The application to participate to the selection process is automatically sent to the University of Udine with the final closure of the online procedure.
The University administration:
- does not assume any responsibility in case it is impossible to read the documentation submitted in electronic format due to damaged files;
- does not accept or take into consideration titles or documents received in paper format or in a manner different from that set out in this article.
