General Chapterthe title
ofwhich
and the preparation process we have already told you about. Immediately afterwardsI
devoted some of mytime to
going overthe
contentsof the
more recent General Chapters:ftom
1972with the
cele-bration
of the Special General Chapter (GC20), which marked anhistorical
conclusionto the
process of renewal ofour
Congrega-tion after
Vatican CouncilII, until the last which took
placein 20L4. They were therefore forty two years in the life of the Church and of the Congregation during which eight
General Chapters took place.Here we are now
at the point
ofthe
announcement andthe
preparation of GC28, whichwithout
doubtwill
once again be"the principal
signof the
Congregation'sunity in diversity>,

tod.ay? The Chapterwill
be held at Valdocco(Turin),
to where weshall return, sixty-two
yearsafter the last
General Chapter was held there,in
the same holy Salesian place where Don Boscolived
and foundedour
Congregation.It will
be a specialgift to
meet our Father Don Bosco and to feel ourselvestruly
at homein the
placewhere charismatically-speaking
wewere all born
as Salesians of Don Bosco.The General Chapter will
beginon Sunday 76th
February 2020,with
the solemn Concelebrated Mass in the Basilica ofMary
Help of Christians. We are hopingthat it will
coruclude on 4'ofuril
2020, the eve of Palm Sunday. The General Chapter therefore
will

have emergedfrom the
ever greater knowledgeof the
Congre-gation that
has been acquiredduring the
TeamVisits
andthe Extraordinary
Visitations, as well as from the overviewthat
each Councillor has been ableto
have ofthe situation
ofthe
Congre- gation andthat I
myself have arrivedat following
study and thevisits I
have made sofar
to sixty-three Provinces.This
overview ofthe
Congregation has enabled usto
identify, asI
shall explain morefully in
the course ofthis
letter, the need to focus our attention on theind.iaid.ual Salesian
who as a manof
God,
a
consecrated personand an
apostle needs to be capableof
being
fully in
tunewith today's teenagers
and.young people
andtheir
world, and to educate them,, to euangelise them, prepare themfor life
and accornpany themin their
nteetingwith

conuictionthat
we arenot
theonly
oneswith
responsibilityfor
the mission,nor
are we able to carryit
outwithout
the collaboration of others.There is

nature which areimportant for

Provinces such as,for

charismof
Don Bosco, and no doubtthe
confreresfrom all parts ofthe
Salesianworld with their
prayerswill
be accompanyingthis
occasion soimportant for our
Congregation.The "technical commission," appointed according to article 112 of the Regulations, has already been working
with
the Moderatorduring the
session ofthe
General Council and the following days to prepare atirnetable of work for the Provinces sothat
everything proceedsin the most suitable manner both with regard to the
timescale and to the contributionsthat
can be offered.In all probability,
as aresult of the
repliesof the
Provincesregarding
some featuresof their life
and somejuridical
aspects connectedwith them, at
GC28,itself there will
be needfor fur- ther consideration of
someof the structures of animation
and central government of the Congregation and ofthe
Regions.1.3. Fundamental aim of the theme
The fundamental aim of the theme of GC28, is
that
of helpingthe
whole Congregationto
closely examine, asfar
as is possible, what is and what oughttobett,eprofile
of the Salesian capableof
respondingto
today'syouth, to all young
people especiallythe
poorest and mostin
need, those excluded and rejected. the weak- est and those deprived oftheir
basicrights. And this iz a world
euer n1.ore complex and going
through rapid
changes.Today's
situation
needs Salesians, consacrated-apostles pre- pared and ready to livetheir
liveswith
the mind and heart of Don Bosco, in this Church and in this society,willing
to share, to giveof

themselves, and
to
givetheir lives for the young
peoplein
the world today,with their
languages,their
own views,their
own con- cerns. We can find many of these young peoplein
Salesian centres:but
many more areliving in
other "playgrounds"in
the world.What the
SGC saidin its
own daywhen
speaking about theunity
of the vocation ofthe
Salesian today soundslike
a prophe- cy:"From the
rediscovery ofthis
vocationalunity will
dawn thelight
of our Salesian"identity"
and the possiblity ofthat
new type of Salesian required today bythe
signs of the times"3.This "type of
Salesianrequired today by the signs of the times" will
alsounderline what
was consideredat the
GC24but which
wasnot suffrciently
assimilated.The fact that
hundreds of thousands of lay people are nowpart
ofthe
Salesian presencethroughout the world
demandsfrom
Salesiansa
new openness ofmind
andheart for the benefit
ofthe
Salesian missionin
the world. Only bysharing
the missionwill
we be able to provide thebest
answerswithout disappointing the
teenagersand young
people of today and of tomorrow who have so much need of us.1.4. Some questions that we can ask ourselves
There may be
confrereswho think that if we all
havethe
Gospel as our way ofChristian life
and Don Bosco asthe
Fatherand Founder of our
Congregation, andif
we professthe
sameConstitutions in which the
Salesianmission is clearly
defined,then
perhaps there is no needto
ask ourselveswhat
oughtto
bethe profile
ofthe
Salesianthat the Holy Spirit wants
nowadaysfor
anauthentic
mission among andwith the
young,in
aworld that
is so new and changeable. However, we do need to recognise honestly, asis
appreciatedin many
Provinces,that the current situation is far
more complicated and diversifiedthan
we imag- ined. This situation is not the same everywhere nor isit
simple.It

is for
this
reasonthat
we are frnding contrasting situations which are forcing us to move in the direction of a more radical approach,ofgreater
courage, greaterclarity
and even greaterpurification in the light
ofthe
Gospel and ofthe fidelity
ofour
Congregationto
the charism receivedfrom
theHoly Spirit in
Don Bosco.In this complicated and diversifred situation there are confreres, and they are the majority, who are
living with total
dedication andin
tunewith
the young people,their
world andtheir
situa- tion. There are others who feelthat
this world of youth and the young people themselves are no longer accessible to them.Most of the confreres live
with
a very clear and decisive option for the poor and needy,with
afirm
commitment to those who every day experiencetheir dignity
beingtrampled
underfoot and violated; other confreres seek refuge inlife
situationsthat
are easy and comfortable.
The
majority of the
confrereslive the ministerial
priesthoodlike
Don Bosco, who,for
his boys and youngsters was a priestalways and everywhere; while other confreres are greatly influenced by a strong
tendencytowards clericalism, which
does so much damageto the
Church herself andfrom
which we arenot
exempt.Many confreres live
their
liveswith total
selflessness, sobriety, austerity and generosityin their
serviceofothers, in particlar
regarding thoseto
whom we are especially sent;while
thereare other
confrereswho
losetheir identity and
freedom as consecrated religious becoming involvedin
processes of pow- er-seeking,which
quite often arelinked to
lookingfor
money and to other tiesu.Most confreres,
with
genuine passion and affection, areliving
livesthat reflect in
everydaysituations what John
Cagliero declared: "Friar or
nofriar I

other confreres, however, as the consequence
ofa
great lackof
Salesian
identity,
askto
leavethe
Congregationin order to live not
as consecratedreligious
apostles, Salesiansof
Don Bosco,but
simplyto
exercisetheir priestly ministry in
dioce- ses where theythink
theywill
be happy or simply be accepted.There are confreres who have understood and are
living
the sharedmission with lay
people seen asa great gift to the
mission. Onthe other
hand, there are many others whostill
show great reluctance or even refuse; they are quite happy to see lay people as our dependants
but
they refuseto
share the mission side by side on the same levelwith
them, andall that this
implies.Most of the young confreres
in
the stages offormation
dream ofcommitting all their
energies to the young people to whomthey will be
sent6,preparing their hearts and minds
andpursuing their intellectual formation with this aim in
view;and on
the contrary there
areother
confreres who dreamof
appointments, responsibilitiesthat
may givethem authority
and"a
certain position".This situation
of ours madeup
of contrasts,lights
and shad- ows, is asking from us the same thingsthat
Pope Francis,with
his Iively and direct approach asked from the whole Salesian Family.Today
I
feelthe
words: not to disappoint the deep aspirationsof
the young are
in
a special way addressedto
us.This is what
the Pope says: .."May Don Bosco help youto not
disappointthe
deep aspirationsofthe
young:their
need for life, openness, joy, freedom andthe future; their
desireto
collaboratein building up
a morejust
andfraternal
world,in
fosteringthe
development ofall
peo- ples,in
safeguardingnature
andthe living
environment. Follow- ing his example youwill
help them to experiencethat
onlyin
the life of grace,that
isin
friendshipwith
Christ, does onefully
obtainthe
most authentic ideals. Youwill
have thejoy

search for a synthesis of faith, culture and life at mo- ments when they take weighty decisions or attempt tointerpret

Reflection
on the history of our
General Chaptersis
deeplyrewarding
and each General Chapter,with the light
ofthe Holy Spirit that
we need to acceptwith docility
and openness of heart, is like aninuitation
addressed to our freedom of ottion. today, since we mustnot imprudently
and almost rashlyrely
on past glories.Almost without realising it
we can be"resisting the Holy Spirit
(Acts 7,51), or else we may (suppress the
Spirit"
(cf. 1 Thes 5,19),running
therisk that
the Salesian missionthat
has beenentrust-
ed to us may one day be given to others8.For
this
reason, when we propose as the theme of the Chapterfor the
whole Congregationthat
ofundertaking
a careful reflec-tion
on the profrle of the Salesianfor
today's youth, we are doing sofrom
anurgent
need to move aheadin
freedom andwith
greathonesty
alongthe only path that really counts: fidelity to the Lord in
Don Bosco, andfidelity to
the young, many of whom arewaiting not to be
abandonedto their fate or left
shipwrecked because we have been incapable of seeingtheir
needsor
hearingtheir
calls.Like
Don Bosco andin frdelity to the Spirit,
we needto
com-mit
ourselvesto giving
absolutepriority to the

young people of todayin

most needy teenagers andyouth in today's world, that in a certain
sense isdifferent from

of previous decades, objectively conditions our mission. We can say as on other occasionsthat this
isnot
something optional, something we can neglect because we donot want to
acceptits
demands. Onthe contrary it is
some-thing
essential, a constitutivepart
of our charismatic identity.At
presentthree
quarters ofthe world's
population of young peopleare living in countries afflicted by poverty or in
those slowly developing, especially on theoutskirts
of the large citiesin the so-called "emergency camps." They are the victims of
progress and of development itself, which of
its
very nature leads to growing socialinequality
and poverty. Thissituation
continuesto
bea
sharpreminder for us
andfor our
Congregation. Today morethan
everwith the
samesensitivity
of Don Bosco we have anoriginal
charismatic missionto
offer tothe
Church and to theworld, to all young people and to all those boys and girls,
teenagers and young people who are excluded, marginalised andthrown
away.The new
GeneralChapter will
bean opportunity to
coura- geouslyundertake a discernment
processto
seewhether our
houses, our works and our activities are at the service of the poor- est young people'o; whether theyfind
a placein
our hearts and are the centre of our concerns and interests; whether we are concen-trating

one day throughout the world on hearing the word Sole-sians, or

place or situation opt for the young, all young people, the boys and
girls
who are the poorest, the uulnerable, those depriuedof their
dignity, because they need us and.are wa,iting for
us. Who arethese young people? According to the words of Pope Francis they are above
all the
outcasts,the "left overs":
"We have created a"throw
away" culture which is now spreading.It
is no longer sim-ply
aboutexploitation
and oppression,but
something new... The excluded are not the "exploited" but the outcast, the "leftovers",,".And for us Salesians, those who need us and are waiting for us are:
the really poor and
the
"castoffs" in
theworld
child migrants,
refugeeswho
havearrived
alonein foreign
countriesstreet boys and
girls in
various continentschildren
and young people whosehuman rights
anddignity
are violated every dayyoung people refused entry at frontiers because of
their
lackof
documents and of
opportunities
and forcedto
doanything in
order to survivechildren and young people caught up
in
networks andin
some way slaves to various forms of dependence or subjected to real slavery and the lossoftheir
freedomyoung people
in
theworld
ofwork
and of technical and occu- pationalformation
young people from
totally
dysfunctional families severely lack- ingin
human and affective relationshipsthe
young,finally, from all
racesand all cultures in all cir-
cumstances who do not know Jesus Christ.In short, the
Chapterwill
needto
be a strongcall to return
once again to the
truly
poorin
theworld
and to continue tofirm- ly
commit ourselves tothem in

be on the same wavelength as so many teenagers andyouths who
ask usnot to
leavethem to
themselvesbut to
accompany them: young peoplefrom
goodor from
broken homes, who needthe
presenceof an
educator andof
afriend in their
own lives andin that of their
families.This priority of the youth
missiontoday ought to
make us openour
eyes and makeus
sensitiveto the
needsof
teenagers and youths whoin their
language,their
points of view, andtheir
awarenessbelong to the digital world. Others are
concerned aboutthe
careof
and respectfor the environment
and nature.There are young people concerned about
the
social dimensionin which there is the possibilty of helping and of serving,
young people who seek anopportunity for voluntary
service. There are alsoyoung
peoplewho want to
makea genuine
andprofound
faith journey. This samepriority
enables us to understand, nowa- days morethan
ever,that
when the young people have a family,this journey
canonly
be undertaken together.This is
alsowhat
the Church and the Pope are urging.AIl of this and much
besidesis challenging our fidelity
as Salesians today and demandsfrom
usreflection
onwhat to
do,on how to do
it
and how to prepare ourselves so as to have some-thing important
and significantto
say,to

our gaze towards Don Bosco because he is our model. As GC21 already wrote, Don Bosco"for

and friendliness are the Salesian names for charity among the young. A welcomingattitude,

Formation as d. perfiLanent response to God'scall
Formation, understood and lived
in faith
leads each Salesian, togetherwith
his confreres, to respond to God, the one who takes theinitiative
and calls him to follow Christ more closely.It
is God who consecrates us and sends us to the young as we expressit in
our religious profession'n. Vocation is not something abstract.It
is Godwho
always callsat
someparticular moment in time, in
a specificfamily,
social,religious, cultural
and economic context.It is
acall of
love andof
gracewhich
we receivewith gratitude
andhumility, not
asa right or
something wemerit.
The young Salesian, a son ofhis
owntime
needsto
respondto this
specific call of God, and the task of formation is to help himin
hisjourney
towardsmaturity
and in the complete abandonment of himselfto

processof growing to maturity cannot
be accomplished outside the realsituation in
today's world,with its

Don Bosco had great
sensitivity in
being ableto

sensi-tivity

to the Salesian Congregation and overcame thedifficulties.
Thefirst
Salesians were formedin this spirit
and we can saythat
today there is an urgent need to acquirethis
charac- teristicin
the area of formation.In
societies like those of our times,with
very rapid and serious changes, the Salesianwill
need to be able to remain open to such changes, overcomimg thenatural
reluctance one feels when facedwith things that are
new,unknown situations:

seekingnew solutions when
necessary,without hiding behind: "it
has always been donelike that";

need to be readyto
learnthe
new andto
face upto it,

an open discussion, capable of distinguishing between what is permanent and what can be changed,in

as the Congregation has already said on various occasions,that formation

be adaptedto the
needs ofthe
times, places and people:that
they need to be varied, decentralised, flexible andfunctional.

heis living: the families, the
young people of the same age, real Salesian lifewith
its own apos-tolic activities. He will

ought to be a feature of our relationshipsfull of

feature.Naturally this journey
cannot be pursuedwithout interme- diaries.
These are varied.At
the beginning of the journey people haveto
meetthe first
guides.Thinking
abouttoday's
Salesian,real
d,iscernmentand
accompaniment22are
necessaryand
ever moreurgent.
Therole of the
community, ofthe laity in the
ed-ucative pastoral community and of the
confreresin their
ownProvince is certainly important but
abovcall,
especiallyin
thefirst
years,the
effectiveness of the whole of theformation
reneu)-al will
dependto
a largeextent
onthe
atmosphere we have de- scribed, ontrue
discernment, on an accompanimentthat is
con- stant, and on theability
of the formation personnel. They need to be very much aw€rethat
the formation of the confrereswill
be in- fluenced bytheir
way ofthinking
and acting. Forthis
reasonit
is necessary toidentify
the best wayto obtain
the best teams offor-
mation personnel, stable teamsthat
are not improuised, preparedfor this
seruice. Formation personnelwith different
and comple- mentary personalities,but
very stablein their
being Salesians.We know very well

have to correct:A formation
understood asa
seriesof
successive stagesthat
concludewith perpetual profession or priestly ordination, without
thecertainty
of having completed a personal and pro- found process ofidentification with
the vocation.Formation understood
first
of all andprincipally
as the acqui-sition of
academic knowledgeof
a philosophical, theological, pedagogical and psychological nature.The
Salesianvocation
sometimesfalsely identified with
a personal project which relativizes the evangelical counsels and forgetsthe
importancethat
evangelicalfraternity
hasfor
us,and which ought to
bethe distinctive feature of
each and every communityin
the Provinces.The poor
quality that
we come acrossin the "formation
per- sonnel", who are not always capable oftransmitting in
a clear manner the values of consecrated andministerial life
and who donot know
howto
accompanyor to
guidethe
discernment process.A certain
lack ofjoy
and oflife in the
apostolic communities where there is a short supply of dialogue, offraternal

Mission and communionWe
note with a
senseof responsibility and
concernthat
onnot
a few occasions there is a lackofdirection
andofpurpose in the formation
processes. Too easilyformation
isthought
of as a stagein
Salesianlife that
finisheswith
the conclusion of studies.To
this
is erroneously associated the ideathat with the
awardof
a diplomaor of
a licencethe
objectivesof formation
have been achieved.With humility
we have to recognisethat in
the Congre-gation there is not
alwaysthe
clear awareness andthe
subse-quent
practicethat
people are formedfor and ln
a mission and formedfor and in a community: whether that is the religious
Salesian community or the pastoral educative community.On the other hand when formation is understood as a perma-
nent
responsefor the
whole of one'slife to the
God who calls us to be at the seruice of young people and prophets of fraternity ,then the direction
andthe
purposeare
clearin all the
processesof formation;
and both the mission andlife in
common have a clear direction andthat
purpose.Here are some factors
that highlight the risk that formation
may depart fromthe
mission and from the value offraternal life
and therefore
from
thetrue formation
of the Salesianprofile for
today's youth:
The
tendencyto identify "mission" and "work", forgetting that
our missionin
the Church isthat
of being signs and bear- ers of the love of God for the young and ofbringing
them closeto Christ,
goingfar
beyondthe
social servicesthat
we may provide.Confreres who do not consider the accompaniment of the young and vocational discernment
asan essential part of youth
ministry.Proposals
for the formation
of our young confreresthat
give secondary importanceor
noneat all to
pastoral experiences among the young, especially the poorest. This is veryfar from
the ideas of Don Bosco, who believedthat

teams'aThe formation of a Salesian for today's youth needs formation teams
that
are convincingin
terms ofquality
andquantity
actingin
harmony andunited. "Quality"
meansthat
the formation per- sonnel need to "be living the values of the Salesian vocation" in or- der to then accompany the lives of the young candidates and of the Salesians."Quality"
demands educators who areliving their
con- secrated Salesian vocation with joy and who know how totransmit
thatjoy;
formation personnel who have learned theart
of discern- ing the voice of theSpirit in
everyday life and know how to recog- nise the presence of Godin
thelife

perfect,with

measure of patience and respect.
"Quality"
requires formation per- sonnel who know how to accompany lived experiences: the experi- ence of communitylife,
of prayer, of the apostolate, experienceof the
evangelical counsels."Quality"
also refersto the formation
personnel who know how to work in a team togetherwith
the Rec-tor
orwith
the one responsible for the specifrc phase of formation.When we speak about
formation
personnel we are alsothink-
ing about the presence of lay people, men and women, and of the presence of familiesduring the
period offormation.
When these people belongto the
Salesian Familyor
have had a Salesian for-mation, they
become avaluable
resourcefor the formation of
young confreres.Naturally
aswith the
previous topics, we needto
have the necessaryclarity of vision in order to
perceivethe
weaknessesthat
we discover, enoughhumility to
recognisethem
and awill-
ingnesson the part of the
Congregationto take the
necessary steps to overcome them.Some problem areas and dangers
that
we encounter are:The frequent situation of
complexworks with few
confreres availablefor initial formation
andformation
teamswith
few members.Confreres
trained
to be teachers of philosophyor theolory in the first
stagesof formation, but not trained for formation
andspiritual
accompaniment.The presence of confreres,
formation
personnelin the
houses of formation incapable of communicatingwith
the young Sale- sians.Formation personnel who do
not
showthat they
have a pas- sionfor
God andfor
the young.The
difficulty
of a"vertical"
model offormation that
does not touch the heart, motivations,attitudes
and convictions.The situation
offormation
personnelwith little
pastoral ex- perienceand a Provincial pastoral ministry more linked to
single activitiesthan

2.3. Together with lay people in the mission and in for- mation
After
many years of sharing the missionwith
lay people in the educative pastoral community, the Congregation feels the needto
evaluatethe
processundertaken, the results
achieved and alsothe forms of
oppositionthat
have beenmet with. The
mission sharedwith
lay people clearly appears, especially sincethe
GC24, as a real process of rediscovering charismatic identity, and nowa- days asthe
only wayto carry out the
Salesian missionin
a com- plicatedworld
andin the diversity
of contextsin which
wefind
ourselves.
Another
elementfor reflection is the
subjectof the
missionitself that
cannot belimited to the individual
Salesian orjust to
the religious community as the animating nucleus. Nowadays the mission has to be considered as the integration of Salesians and lay people, andfor this
reason they alsowork
togetherin
formation.2.3.1. Achieuements
and forms of opposition in the mission
sharedwith
lay people'uIn thejourney
undertaken by the Congregationin
these years thereality
appears to be very diversifred. There are countries and Provincesin which
a largepart
ofthe route
opened upby
GC24 andby all the
previous andthe
successive teachingof the
Con- gregation has been followed. The results aremanifold
and prove* cf. GC24,19-21, 30-31, 36.
In
some Provinces, countries and cultures astrict
separation is maintained between confreresin
theformation
houses:for-
mation personnel and thosein
formationwith
a great distanceseparating them, very far from the family spirit that
Don Bosco wanted and the atmosphere of the oratorythat

that the
discernment of the various General Chapters aswell
asthe
guidelines issued bythe
Congregation arenot
only possible,but in
some parts of the world represent the only solution capable of ensuring the charism of Don Bosco on behalf of theyouth
who have need of us. We have learned much, we have gathered manyfruits
andthe
Congregation needsto
showthe results
obtainedfor
the benefrt of the mission.Nevertheless
with regard to the
progressof the
educative pastoral communities,it is
necessaryto
recognisethat in
someparts
ofthe world
andin
some Provinces forms of oppositionto
the mission sharedwith
lay people have emerged and even more oppositionto the
ideaof
a commonformation in
view of a com-mon youth mission. This fact clearly
showsthat the
process undertaken,its
speed andthe
measures adopted are sodifferent
andvaried
asto
makethis the priority
subjectwhen
speaking about Salesians and lay people together.Pastoral models exist
linked
tothe
missionthat
arevery dif- ferent, which
can leadto
confusion and sometimesto
an inade- quate appreciation of theChristian
states oflife
and to an inade- quate evaluationofthe
consecrated person andofthe
lay personwithin
aChristian
viewthat
is correct and synergical.There are
still
some erroneous and ambiguous management modelswhich in
some cases make usfeel "owners
andpropri- etors", "chiefs" who are quite willing to flaunt their "power";
there are
alsoother pastoral
modelswhich are correct from
a charismaticpoint
of viewin which
we are "guides", companions and educatorsin the
Salesian educative pastoral system. Some- times we feel encouraged whentranslating this
modelinto reali- ty; while in
other casesit
seemsthat
there is a certain wearinessthat
makesus
movefrom the syners/ of
communionto a
style of "power sharing"without effort
andwithout
any educative pas-toral
vision.Sometimes
it
is an issue of serious forms of oppositionwhich
strike directly at the
model ofthe "Church
ofcommunion"

a modelthat the
Church herself is seekingto
promotein
comingto
an understandingof
herself: a Church of which,naturally
we are a part.These serious
forms of opposition require from us that
we stop and examine ourselves, and undertake a courageous exami-nation
ofthe
successes andthe difficulties
encounteredin daily
Salesianlife,
andthis
weintend to
doat the
GC28.This
exami-nation
is necessary because these situations of opposition arenot
alwaysin the
openor
recognisedfor what they
are andthey
endup
being considered as somethingnormal
and an unchangeable"status quo".
2.3.2. Reciprocity
in
the relationships between Salesiansand
lay people"In
relationships between Salesians and lay people there comeinto
play con'Lmon elements such asthe
sense of belongingto
the same educative pastoral communities, sharingin the
charismof
Don Bosco,in
many casesthe
same Christianfaith,
confidencein
the effectiveness of the practice of the preventive system. The more common elements
there
are between Salesians andlay
people,the
strongerthe
relationship andthe
common educative pastoral approach which becomes not only easierbut
morefruitful.
We are aware of
the
differencesthere
are between Salesians and laypeople:the
differenceof
vocation,the
differenceof the
state oflife,
... Such differences maketheir
own specificcontribu- tion; they
are a treasure;they
can and shouldcontribute
muchmore to building harmony rather than
separationor division.
Even
amongthe lay
peoplepresent in
Salesian centresin the world
wefind important
differences:Christian
believers, those belongingto other
religions orto
none; members ofthe
SalesianFamily; lay
peoplewith
areal
senseof
being co-responsiblefor the
mission and otherswho
feel themselvesto be "simply"

pendants; young people
fully
caught upin
the charism and young people who aredistant or indifferent within the
samework;
vol- unteers and paid workers; families close and distant...Recognising
the great diversity
andthe many
differences isthe starting point for imagining,
dreaming andbuilding
a com-mon pathway in our
educativepastoral communities, with the
broadestparticipation
and the greatestcontribution
possible, &p-preciating
in
a unique and positive manner thecontribution that
also comes
from the
specific condition of being men and women;certainly the educative presence of women and
their contribution
need to bebetter
recognised2T.Another
essential elementin the relationship
between Sale- sians andlay
peoplein the
shared mission needsto
be empha- sised.lt is
reciprocity. Reciprocity helpsto
overcome distances,the
lack of harmony, an imbalancethat
arisesfrom
thedifferent
functions and from the sense of superioritythat
is sometimes ex- pressed.This reciprocity
hasto
bebuilt up without
cancelling the differences: the Salesian always has to preserve his own iden-tity
asa
consecrated person andnot "act
asa layperson"
and viceversa. Reciprocity is a helpin living
outfraternal
andfriend- ly relationships full of humanity
and ofmaturity,
respectful to- wards peoplewithout "betraying" the
uniqueness andindividu- ality
of each one.This reciprocity is a fact
andit
bearsits
bestfruits
whenit
avoids
falling into
some temptations. As regards the Salesians, on some occasions a"proprietorship" mentality
predominatesrather than that
of service towards everyone. We areall
servantsin
the same missionin the
Church andin the world,
andour
common gaze oughtto
be alwaysturned
towardsour
young people espe- ciallyto
those mostin
need. When someone hasthe right
under-standing
andassimilation of the
charism,it is
obviousthat
lay peopleare not our servants nor simply our

though
for
most of them, apart from the volunteers, the relation- ship is always regulated by awork
contract.But
much more can be done.We have to be very aware of this temptation as also of the dan- ger
of "clericalizing"
lay people. Clericalism,far from
giving im- petus to various proposals and contributions,little
bylittle
extin- guishesthe
propheticfire to which the
Churchis
calledto
bear witness among the people.It
isright
to recognisein this fault
an over-simplified andpartial
or even distorted view, and a conscious non-acceptanceof the
ecclesioloryof
communion,that
requires the recognition of the equaldignity
ofall
vocations.At the
sametime the
strongtemptation felt by
some lay peo- ple isthat
ofwanting
to gain the control andauthority for
whichthey
reproachedthe
Salesians themselves.It
may be one wayof
sayrng consciously
or
unconsciously:"Our time
has come! Now we can command and we can havethe "power"o. No
good can come ofall this,
sinceit
is to betrayboth the
charism and co-re- sponsibility on behalf of those to whom we are sent.The only
possibleway will
bethat of charismatic identity that
should always be guaranteed and ensured, andthat
shared leadershipwhich
depends as much onthe
capacity ofthe
people andon the
circumstances, ason formation in which
are devel- oped a system of accompaniment beween Salesians and lay peo- ple, and a systemfor the control
andmonitoring
ofthe
manage-ment of the works, of the various roles, and of the financial
