ORGANIZZATORI
Il 1°International Film Festival of Comedy drama – Festival Internazionale Commedia e Commedia drammatica di Caserta, edizione 2021, è organizzato dall’Associazione Culturale VED in sinergia e nell’ambito degli spazi cinematografici del Multicinema DUEL, di Caserta, con il partenariato della SLY Production e Baruffa Film, il Laboratorio di produzioni audiovisive, teatrali e cinematotografiche dell’Università L’Orientale di Napoli, la WAM Produzioni Cinematografiche, la Regione Campania e la Film Commission Regione Campania.
2.
OBIETTIVI
Il 1° International Film Festival of Comedy drama – Festival Internazionale Commedia e Commedia drammatica di Caserta, si propone come luogo di incontro e confronto per il cinema in generale, con chiaro riferimento a quello internazionale, con particolare attenzione alle commedie e commedie drammatiche, anche di genere (umoristiche, nere, musicali) e alle cinematografie emergenti, ai giovani cineasti e agli indipendenti. Nelle sezioni competitive promuove la conoscenza e la diffusione di film di nuovi autori caratterizzati dall’originalità tematica e stilistica.

DATA E DURATA
Il 1° International Film Festival of Comedy drama – Festival Internazionale Commedia e Commedia drammatica di Caserta, per la durata di cinque giorni complessivi, dal 27 al 30 dicembre 2021.
4.
SEZIONI DEL FESTIVAL
Il Festival si articola in 2 sezione competitive:
•
Caserta 1: Concorso Internazionale aperto a Lungometraggi di Commedia.
•
Caserta 1 Corti: Concorso Internazionale aperto a Cortometraggi.
E nelle seguenti sezioni non competitive:
•
Fuori Concorso: dedicata alla produzione più interessante dell’anno in corso.
•
Prospettiva Campania: dedicata principalmente a film di girati nella regione Campania;
•
Ritorno al Passato: dedicata a pellicole che hanno fatto la storia della
commedia.
•
Retrospettiva d’Autore: ogni anno il Festival proporrà cinque opere di un Autore che ha contribuito con la sua arte a diffondere e sviluppare il linguaggio del cinema.
5.
CASERTA 1
a)
La selezione dei film avviene a cura e giudizio insindacabile della Direzione del Festival.
b)
Possono partecipare a questa sezione lungometraggi di finzione genere commedia e commedia drammatica.
Sono escluse dalla partecipazione le opere già presentate nel concorso principale delle maggiori manifestazioni internazionali quali Cannes, Berlino, Locarno.
c)
La Direzione del Festival nominerà una Giuria Internazionale composta da almeno cinque persone, incaricata di assegnare i seguenti premi:

Premio per il miglior film assegnato
•
Premio per la sceneggiatura
•
Premio per la migliore fotografia
•
Premio per i migliori costumi
•
Premio per la migliore scenografia
Il pubblico, inoltre, provvederà a conferire, votando da casa – online – e in sala, con apposite schede distribuite all’inizio della rappresentazione cinematografica, il premio al miglior film “Scelto in sala”.
6.
CASERTA 1 CORTI
a)
La selezione dei film avviene a cura e giudizio insindacabile della Direzione del Festival.
b)
Possono partecipare a questa sezione film e video di ogni Paese della durata massima di 30 minuti, senza alcuna preclusione di stile o di genere.
Non possono essere sottoposti alla selezione più di due titoli dello stesso autore.
c)
La Direzione del Festival nominerà una Giuria composta da almeno tre persone, incaricata di assegnare i seguenti premi:
• Premio per il miglior cortometraggio internazionale

a)
La selezione dei film avviene a cura e giudizio insindacabile della Direzione del Festival.
b)
Possono partecipare a queste sezioni lungometraggi terminati dopo il 1°
settembre 2018.
8.
PROSPETTIVA CAMPANIA
A insindacabile giudizio della Direzione del Festival sono ammessi a partecipare a questa sezione i film degli autori campani, degli anni 2017, 2018, 2019, 2020,2021:
la direzione del festival privilegerà le opere che hanno avuto scarsa visibilità sui mercati nazionali.
9.
RITORNO AL PASSATO
In questa sezione troveranno collocazione cinque pellicole d’autori del
passato cinematografico che hanno lavorato sulla commedia. Per ogni anno di edizione, sarà preferito un decennio cinematografico. Nell’edizione 2021 saranno proiettate opere degli anni 50.
10.
RETROSPETTIVA D’AUTORE
Ogni anno, l’International Film Festival of Comedy drama di Caserta si propone di tributare con la proiezione di cinque pellicole un autore ormai scomparso ma da vedere e rivedere per capire meglio, attraverso il cinema di ieri, il cinema di oggi. A cinque anni dalla morte, Caserta omaggia Franco Rosi: non le sue opere acclamate e conosciute quanto quelle spesso in secondo piano e, talvolta, poco apprezzate dalla critica.
11.ISCRIZIONE DEI FILM E DATA DI SCADENZA

I titolari delle opere che intendono partecipare al Festival (in qualsiasi sezione) devono, entro e non oltre il 16 Dicembre 2021, inviare un link streaming, seguendo le procedure indicate nella scheda d’iscrizione.
b) in alternativa inviare la propria opera tramite servizio postale allegando il modello di partecipazione sottoscritto scaricabile dal sito

12.FILM INVITATI
a)
Solo per le opere invitate al Festival, l’Ufficio Programmazione si occuperà di richiedere una documentazione completa fornendo un elenco dei materiali richiesti.
b)
Le copie dei film e dei video invitati al festival devono arrivare a Caserta entro e non oltre il 15 novembre 2021, seguendo le istruzioni che verranno fornite dall’Ufficio Programmazione.
c)
Le indicazioni per la resa delle copie di proiezione dovranno pervenire entro e non oltre il 31 dicembre 2021.
d)
Per i film SELEZIONATI, sarà obbligatorio consegnare entro 10 giorni prima dell’inizio della manifestazione:

13.PROIEZIONE DEI FILM
a)
Il calendario e gli orari delle proiezioni sono di esclusiva competenza della
Direzione del Festival e sarà reso noto in seguito alla selezione della giuria – Deadline 16 dicembre 2021.
b)
I film stranieri saranno presentati in versione originale con sottotitoli italiani a cura dei partecipanti. Per i film parlati in una lingua diversa dall’inglese, si invitano i produttori dei film, quando possibile, a fornire al Festival una copia sottotitolata in inglese e in italiano.
c)
La Direzione del Festival curerà la pubblicazione di un catalogo generale delle opere presentate.
14.NORME GENERALI
a)
In conformità con gli impegni del IFFC nell’ambito dell’iniziativa 5050×2020 (Protocollo sull’uguaglianza di genere), il Festival renderà pubblici, attraverso il suo sito web, i profili di genere ed etnia dei:
•
registi dei film presentati;
•
membri del comitato di selezione, programmatori, consulenti e giurie;
•
membri del management del festival e del consiglio di amministrazione.
b)
Tutte le spese di spedizione dei film sono a carico dei proponenti (andata e ritorno), salvo diversa specifica indicazione concordata con l’Ufficio
Programmazione.
c)
I partecipanti autorizzano l'utilizzo di parte delle proprie opere, fino al 10% della durata complessiva, per divulgazione pubblicitaria e promozionale dell’attività da parte dell’Ente Organizzatore del Festival. Autorizzano anche la trasmissione parziale del film in diretta streaming nelle stesse modalità previste per il diritto di cronaca giornalistico.
d)
I partecipanti autorizzano l’Ente Organizzatore del Festival ad utilizzare il loro nome ed indirizzo per tutti gli scopi relativi all'evento, secondo legge (numero 2016/679 - GDPR).
Si ricorda inoltre che con l’accettazione integrale del presente Regolamento, l’autore autorizza il Comitato Organizzatore ai sensi della legge 196/2003 e varianti, all’utilizzo dei dati personali, agli usi connessi al concorso e manifestazioni collegate.
Le copie non saranno restituite.
Per questa edizione non sono previste spese di viaggio o rimborsi per gli invitati.
Il presente regolamento è redatto in italiano e inglese. In caso di problemi interpretativi, fa fede la versione italiana.
La Direzione del Festival può prendere decisioni relative a questioni non previste dal presente regolamento. Per ogni eventuale controversia è competente il Foro di Napoli (Na).

1. ORGANIZERS
The 1st International Film Festival of Comedy drama - International Comedy and Dramatic Comedy Festival of Caserta, 2021 edition, is organized by the VED Cultural
Association in synergy and within the cinematic spaces of the Multicinema DUEL, of Caserta, with the partnership of SLY Production and Baruffa Film, the audiovisual, theatrical and cinematographic production laboratory of the L'Orientale University of Naples, the WAM Cinematographic Productions, the Campania Region and the Campania Region Film Commission.
2. OBJECTIVES
The 1st International Film Festival of Comedy drama - International Comedy and
Dramatic Comedy Festival of Caserta, is proposed as a meeting and comparison place for cinema in general, with clear reference to the international one, with particular attention to comedies and dramatic comedies, also genre (humorous, black, musical) and emerging cinemas, young filmmakers and independents. In the competitive sections, it promotes the knowledge and dissemination of films by new authors characterized by thematic and stylistic originality.
3. DATE AND DURATION
The 1st International Film Festival of Comedy drama - International Comedy and Dramatic Comedy Festival of Caserta, for a total duration of five days, from 27 to 30 December 2021.
4. SECTIONS OF THE FESTIVAL
The Festival is divided into 2 competitive sections:
• Caserta 1: International Competition open to Comedy Feature Films.
• Caserta 1 Corti: International Competition open to Short Films.
And in the following non-competitive sections:
• Out of Competition: dedicated to the most interesting production of the current year.
• Perspective Campania: mainly dedicated to films shot in the Campania region;
• Return to the past: dedicated to films that have made the history of comedy.
• Author's retrospective: each year the Festival will propose five works by an author who contributed with his art to spread and develop the language of cinema.
5. CASERTA 1
a) The selection of the films is made by and at the discretion of the Festival Direction.
b) Feature films of comedy and comedy-drama genre can participate in this section.
Works already presented in the main competition of major international events such as Cannes, Berlin, Locarno are excluded from participation.
c) The Festival Direction will nominate an International Jury composed of at least five people, in charge of assigning the following prizes:
• Award for the best film awarded
• Screenplay Award
• Award for the best photograph
• Award for the best costumes
• Award for the best scenography
Furthermore, the public will confer, by voting from home - online - and in the theater,
with special cards distributed at the beginning of the film performance, the prize for the best film "Selected in the room".
6. CASERTA 1 CORTI
a) The selection of the films is made by and at the discretion of the Festival Direction.
b) Films and videos from any country with a maximum duration of 30 minutes can participate in this section, without any style or genre preclusion.
More than two titles by the same author cannot be submitted to the selection.
c) The Festival Direction will nominate a Jury composed of at least three people, in charge of assigning the following prizes:
• Award for the best international short film
7. OUT OF COMPETITION / ROL ROOMS / BACK TO LIFE / SPECIAL PROGRAMS a) The selection of the films is made by and at the discretion of the Festival Direction.
b) Feature films completed after 1 September 2018 can participate in these sections.
8. CAMPANIA PERSPECTIVE
At the sole discretion of the Festival Management, films by Campania authors, from the years 2017, 2018, 2019, 2020,2021, are admitted to participate in this section: the festival management will privilege works that have had poor visibility on national markets.
9. BACK TO THE PAST
In this section you will find five films by authors from the cinematographic past who have worked on comedy. For each edition year, a film decade will be preferred. In the 2021 edition, works from the 1950s will be screened.
10. AUTHOR'S RETROSPECTIVE
Every year, the Caserta International Film Festival of Comedy drama aims to pay tribute to an author who has now disappeared but to be seen and reviewed to better understand, through yesterday's cinema, today's cinema with the screening of five films. Five years after his death, Caserta pays homage to Franco Rosi: not his acclaimed and well-known works as much as those often in the background and, at times, little appreciated by critics.

The owners of the works who intend to participate in the Festival (in any section) must, no later than December 16, 2021, send a streaming link, following the procedures indicated in the registration form.

12.FILMS INVITED
a) Only for the works invited to the Festival, the Programming Office will take care of requesting complete documentation by providing a list of the required materials.
b) Copies of the films and videos invited to the festival must arrive in Caserta no later than November 15, 2021, following the instructions that will be provided by the
Programming Office.
c) The indications for the return of the screening copies must be received no later than 31 December 2021.
d) For SELECTED films, it will be mandatory to deliver within 10 days before the start of the event:
e) • Participation model signed
f) • DVD or HD FILE in Italian or English subtitled (mandatory for films from other countries) Formats: 1080p, H.264 ,. MP4, .MOV
g) • Biography of the director with photos and SYNOPSIS of the film
h) Movie poster and at least three scene photos and three photos of the cast and crew (credits)
13.PROJECTION OF FILMS
a) The calendar and times of the screenings are the exclusive responsibility of the Festival Direction and will be announced following the selection of the jury - Deadline December 16, 2021.
b) Foreign films will be presented in their original version with Italian subtitles by the participants. For films spoken in a language other than English, film producers are invited, whenever possible, to provide the Festival with a copy subtitled in English and Italian.
c) The Festival Direction will take care of the publication of a general catalog of the works presented.
14. GENERAL RULES
a) In accordance with the IFFC's commitments under the 5050 × 2020 initiative (Protocol on gender equality), the Festival will make public, through its website, the gender and ethnicity profiles of:
• directors of the films presented;
• members of the selection committee, programmers, consultants and juries;
• members of the festival management and the board of directors.
b) All the shipping costs of the films are borne by the proponents (round trip), unless specifically indicated otherwise agreed with the Programming Office.
c) Participants authorize the use of part of their works, up to 10% of the total duration, for advertising and promotional dissemination of the activity by the Festival Organizer.
They also authorize the partial transmission of the film in live streaming in the same manner provided for the right to press news.
d) Participants authorize the Festival Organizer to use their name and address for all purposes related to the event, according to law (number 2016/679 - GDPR).
It is also recalled that with the full acceptance of these Regulations, the author
authorizes the Organizing Committee pursuant to law 196/2003 and variations, to the use of personal data, to the uses related to the competition and related events.
Copies will not be returned.
For this edition there are no travel expenses or reimbursements for guests.
This regulation is drawn up in Italian and English. In the event of interpretation problems, the Italian version prevails.
The Festival Management may make decisions relating to matters not covered by these regulations. The Court of Naples (Na) is competent for any dispute.
