1. E’ stato emanato il bando di concorso relativo alla posizione n. A003 “Information &

Communication Technology Section Leader” (grado A4 – Ten.Col./C.F.), nell’ambito della Corporate Support Division dell’Agenzia Internazionale in oggetto.

2. La durata del mandato è di 3 anni con trattamento economico ai sensi della legge n. 1114/62 e oneri a carico dell’Agenzia.

3. Le candidature dovranno pervenire allo Stato Maggiore della Difesa entro il 9 maggio 2022, esclusivamente dall’Organo di Impiego di Forza Armata, corredate dalla scheda biografica in lingua italiana e dall’Occar Application Form (IP45-03 Issue 5), complete della documentazione accessoria in lingua inglese con firma autografa (formato PDF) specificata al para 3. della lettera in riferimento, in ragione dei successivi adempimenti per la loro formalizzazione.

1. Background

The Corporate Support Division (CSD) is responsible for the provision of the essential infrastructure and support to enable the execution units, i.e. the Programme Divisions and Central Office, to carry out efficiently and effectively the core activity of OCCAR-EA. This includes all matters relating to Information and Communication Technology (ICT), Site Management and Security in each of the OCCAR-EA Sites.

As part of the Corporate Support Division the Information and Communication Technology (ICT) Section is responsible for:

 The definition and implementation of the ICT Policies, Strategy and Plan in support of Programme Divisions and the Central Office, within the wider framework of the OCCAR-EA Information Management Concept;

 The acquisition, implementation, maintenance and configuration management of the whole ICT infrastructure from the client, to the network, to the server and the different corporate applications;

2. Duties and Responsibilities

The ICT Section Leader will be in charge of the OCCAR-EA ICT Systems and will report directly to the Head of Corporate Support Division (HoCSD).

In particular, they will:

Lead a team of international ICT experts and provide first-class ICT service to over 17 Programme Divisions located in different offices in Europe;

Plan and manage the OCCAR-EA corporate ICT environment in all dimensions (architecture, budget, prioritization, schedule, cyber & security, stakeholder- engagement, training and project implementation etc.);

Investigate, analyse, plan, implement and maintain ICT solutions for Central Office and Programme Divisions;

Develop and manage the ICT Plan in parallel with the OCCAR-EA Strategy and Policies to implement cloud based solutions;

Plan, negotiate, and co-ordinate the ICT support activities with all stakeholders, such as Programme Divisions, Information Management, Information Security, Finance Division, OCCAR Member States and oversight bodies;

Develop Statement(s) of Work for the contracts required for the implementation of the ICT Plan, i.e. hardware, software tools and services to be acquired and implemented in order to provide OCCAR-EA with the capability to fulfil its functions in the area of management of programmes, personnel, contracts, finance, collaboration, etc.;

Plan and implement the setup of new offices and the integration of new Programme Divisions from a technology perspective;

Manage and monitor the acquisition and implementation of Information and Communication Technology software and hardware, services and associated training, and develop respective procurement strategies;

Oversee and manage the execution of all ICT projects to ensure that the projects and plans are completed on schedule and within the assigned budget;

Be responsible for the resource management of inter-project related design and implementation activities, overall program quality management and control;

Manage project risks and take action to remedy issues in a timely and logical manner;

Establish, oversee, coordinate and control of the service contracts and contractors including Service Level Agreements;

Assume financial responsibility for the implementation and execution of the ICT Plan;

Assist HoCSD in all matters related to the ICT Section Leader post;

Deputise for HoCSD as required.

3. Key competences and skills required for the grade

(You must provide evidence of meeting these key competences and skills in your Application, Section 12).

CS 1 Executive management skills and the ability to manage complex negotiations as well as dealing with difficult situations such as conflicts proven through results attained in performing jobs in this field for other national/international organisations;

CS 2 Excellent interpersonal, team working and leadership skills with the ability to interact sensitively, effectively and professionally with people from diverse cultural, educational and professional backgrounds;

CS 3 Conceptual thinking with the ability to analyse complex and wide ranging questions, issues and information, with a structured approach to the problem solving process, including providing recommended solutions and a proposed way forward;

CS 4 The ability to work in a changing, developing and demanding environment with the ability to orchestrate and implement clear, efficient and logical approaches to work, to manage time, assignments and objectives;

CS 5 The ability to use Computer and Information Technology (ICT) facilities, with a working knowledge of MS Office software.

4. Specialist knowledge and experience required for the post

(You must provide evidence of meeting these specialist requirements in your Application, Section 11).

4.1 Essential:

ES 1 Proven experience in managing a diverse team of international technology experts in a similar organisational environment as OCCAR for a minimum of 4 years;

ES 2 Proven experience in planning, negotiating and managing complex annual ICT budgets that include contractor costs, as well as IT services and systems;

ES 3 Proven minimum of 4-years’ of experience in ICT management and delivery, in particular in planning, implementing and managing complex IT environments including the development of business cases, budgets IT solution architectures and advanced understanding of public and private cloud solutions;

ES 4 Proven experience in preparing and defending ICT projects and initiatives towards oversight committees;

ES 5 Proven experience in commercial tender development, contract negotiations and management in the area of ICT services and outsourcing.

4.2 Desirable:

DS 1 Experience in project and ICT service management with a certification in PRINCE2, SCRUM and ITIL v3;

DS 2 Practical experience in developing cyber security strategies and measures, including practical experience in applying risk and feasibility assessments to defence sector challenges, as well as related strategy and business case development;

DS 3 Practical experience in taking the lead in planning, implementing and accrediting complex ICT environments at Restricted and Secret level, practical experience in managing ERP projects on the technology/ICT side and practical experience in planning and implementing the migration of services from on premise to cloud providers;

DS 4 Experience in developing, implementing and testing of ICT business resilience structures, processes and documentation, including at least one example of being the lead of such projects;

DS 5 Practical experience in planning and setting up the technology support for new office sites.

5. Language Requirements

ADVANCED level of ENGLISH both oral and written.

Adequate knowledge of any other OCCAR language would be an asset.

6. Qualifications

A university degree or equivalent qualification in the activities directly related to the described tasks is highly desirable.

7. Security Clearance

Security clearance at OCCAR Secret level is required for this post.
