2. La durata del mandato per entrambe le posizioni, con trattamento ai sensi della legge n.

1114/62 e oneri a carico dell’Agenzia sarà di 3 anni con inizio del mandato a partire dal 1°

ottobre 2021 , mentre i candidati saranno sottoposti ad intervista di selezione presso l’OCCAR, con oneri a carico dell’Agenzia, dal 21 giugno 2021 per la p.o. n. AC01 e dal 28 giugno 2021 per la p.o. n. AD01.

3. 1. Background

The aim of the Programme is the definition, development, production and initial in-service support of 7+3 (optional) Pattugliatore Polivalente d’Altura (PPA).

The PPA Programme Division is located in Rome with a Satellite office in La Spezia. This post is based in Rome and may be relocated to La Spezia according to the Programme needs.

2. Duties and Responsibilities

The PPA Programme Manager is directly responsible for the management of the PPA Programme to the OCCAR-EA Director and will report to him.

Within the framework of the delegation given to him/her by the OCCAR Director, he/she has the authority and responsibility to achieve the Programme’s high-level objectives (HLOs) set by the Programme Board, in accordance with the Programme Decision and the Programme Management Plan. He/she has to report immediately to the Director OCCAR- EA and/or to the Programme Committee on any event, which could/may jeopardise the achievement of these high-level objectives.

In particular, the Programme Manager will:

Achievement of the HLOs

Be directly responsible for the achievement of the HLOs related to the requirements of the Nation

Programme management:

Be responsible for the cost-effective management of the Programme to ensure that optimum performance is delivered and objectives are met;

Be responsible for the day-to-day management of the Programme: configuration control, risks, quality;

Co-ordinate and follow-up industrial qualification tests as well as technical and operational evaluation;

Establish and lead Programme Working Groups in order to maintain an interface with the Nation;

Prepare the Programme Management Plan as part of the overall Business Plan of the OCCAR Executive Administration;

Create, revise and maintain a Through Life Management Plan which provides a coherent source of information that defines the Programme and how it will be managed along its life cycle;

Prepare regular reports to OCCAR Director in accordance with the OCCAR reporting system and as requested;

Ensure the implementation of state of the art Risk Management methodology and tools into the Programme Division;

Be responsible for the implementation of the QMS in line with the ISO 9001:2015 standard.

Contracts and Finance

On occasion, make proposals with regard to the Programme procurement strategy;

On occasion, lead the contract negotiations with industry and co-ordinate the preparation of contracts;

Be responsible for the technical, contractual and financial management of the Prime Contract, in accordance with the provisions of the Prime Contract and of the Programme Decision;

Be responsible for the overall contractual process (in accordance with existing OCCAR rules and procedures): contractual organisation, bidders selection process, and preparation of contracts;

Oversee the execution of contracts, and ensure that the objectives regarding performance, time schedules and costs are met;

Certify that the work to be done by the industry as stated in the contracts has been completed as prescribed and that the relevant invoices are justified;

Prepare both operational and administrative budgets of the Programme for them to meet the related HLOs as defined in the PPA Programme Decision.

Personnel management

Participate in the selection process of all PPA PD personnel;

Line manage all PPA PD Personnel, manage their performance and provide strong leadership to build an effective and highly motivated team that delivers its objectives;

Establish, develop and maintain team spirit, irrespective of nationalities, in particular by promoting open and honest internal communication within the team at all levels;

Duty of care in respect of the Health and Safety of all staff members in the PPA Division As Programme Manager she/he is accountable to the Director for the proper discharge of these responsibilities for all members of the PPA Division, at all work locations and for all assigned activities.

3. Key competences and skills required for the grade

(You must provide evidence of meeting these key competences and skills in your Application, Section 12).

CS 1 Executive management ability proven through results attained in performing jobs in this field for other national/international organisations;

CS 2 Excellent leadership, interpersonal and team working skills with the ability to interact sensitively, effectively and professionally with people from diverse cultural, educational and professional backgrounds;

CS 3 Conceptual thinking with the ability to analyse complex and wide ranging questions, issues and information, with a structured approach to the problem solving process, including providing recommended solutions and a proposed way forward;

CS 4 The ability to work in a changing, developing and demanding environment with the ability to orchestrate and implement clear, efficient and logical approaches to work, to manage time, assignments and objectives;

CS 5 The ability to use Computer and Information Technology (ICT) facilities, with a working knowledge of MS Office software.

4. Specialist knowledge and experience required for the post

(You must provide evidence of meeting these specialist requirements in your Application, Section 11).

4.1 Essential:

ES 1 Wide knowledge and experience in Naval Programme Management with a minimum of 3 years at senior executive level, within the Participating State naval armament direct procurement;

ES 2 A keen awareness and knowledge of other Defence-related national and international Organisations and Industries, together with experience in working with governmental/industrial technical and/or operational experts;

ES 3 Knowledge and proven experience in applying programme management disciplines in a true Through Life Management sense (preferably related to Naval Programmes);

ES 4 Proven competency, knowledge and experience in contract and finance management, as well as management of commercial and negotiation processes, and of contract awarding;

ES 5 Deep technical competencies and proven experience in the field of naval systems, along with strong experience in their qualification and acceptance.

4.2 Desirable:

DS 1 Previous work experience on board Participating State naval vessel and current fitness to stay on board for PPA sea goings;

DS 2 Previous experience in International Naval Programme Management;

DS 3 Knowledge or previous working experience of PPA programme (e.g.

Subject Matter Expert, Detached National Expert);

DS 4 Previous experience in managing operational requirements and their translation into technical specifications ;

DS 5 Knowledge of principles in Risk Management, Life Cycle Costing, Quality Management System and Configuration Control.

5. Language Requirements

Advanced level of English and Italian both oral and written.

Adequate knowledge of any other OCCAR language would be an asset.

6. Qualifications

Master of Science in Engineering (MSc-Eng) university degree1. Several years of experience in activities directly related to the described tasks is mandatory.

7. Security Clearance

Security clearance at OCCAR Secret level is required for this post.

1. Background

The scope of the Programme is the definition, development, production and initial in- service support of the Logistic Support Ship (LSS).

The LSS Programme is broken down into two ship versions:

FL LSS version for France;

ITS Vulcano version for Italy.

The LSS Programme Division is spread in two sites: La Spezia, where this post is located, and Paris area with one Satellite office in Saint Nazaire.

2. Duties and Responsibilities

The LSS Programme Manager, together with the Deputy Programme Manager, is directly responsible to the OCCAR-EA Director for the management of the LSS Programme and will report directly to him.

The post holder will then work jointly with the Deputy Programme Manager for common Programme activities and directly for Programme activities that concern only the

Participating State from which he is a national. The post holder will then also lead the IT team located in the LSS Satellite office in La Spezia.

Within the framework of the delegation given to him/her by the OCCAR Director, he/she has the authority and responsibility to achieve the Programme’s high-level objectives set by the Programme Board, in accordance with the Programme Decision and the Programme Management Plan. He/she has to report immediately to the Director OCCAR-EA and/or to the Programme Committee on any event which could/may jeopardise the achievement of these high level objectives.

Sharing of responsibility among the PM and DPM

According to the LSS Programme Decision, the PM and DPM have to share the responsibilities as follows:

The Programme Manager and his Deputy shall coordinate for common Programme activities. Any document issued by the Programme Manager dealing with those common Programme activities shall be signed by the Programme Manager and the Deputy Programme Manager.

For matters concerning one Participating State only, the Programme Manager, or his Deputy shall directly be responsible and sign the documents, depending on the Participating State concerned. They shall keep each other informed to guarantee the proper management of the common Programme activities.

The Programme Manager and his Deputy shall coordinate to ensure the general coherence of the overall Programme.

The Programme Manager is in charge of the administrative management of the Programme Division, in coordination with his Deputy.

In particular, the Programme Manager will:

Achievement of the HLOs

Be directly responsible for the achievement of the HLOs related to the requirements of the Nation

Programme management:

Jointly with the Deputy Programme Manager for the common Programme activities and directly for the Programme activities that concern only the Participating State from which he is a national:

be responsible to direct the Programme Division (in La Spezia, Paris and Saint Nazaire premises) according to the terms of the governing BoS and Programme Board Decisions and OCCAR rules;

Be responsible for the cost-effective management of the Programme to ensure that optimum performance is delivered and objectives are met

Be responsible for the day-to-day management of the Programme: configuration control, risks, quality

Co-ordinate and follow up industrial qualification tests as well as technical and operational evaluation

Establish and lead Programme Working Groups in order to maintain an interface with the Nation

Prepare the Programme Management Plan as part of the overall Business Plan of the OCCAR Executive Administration

Propose and implement (once approved) the logistics concepts and policy for the Through Life Management of the Programme

ES 1 Previous experience in major defence programme procurement (preferably concerning Naval Programmes) with a minimum of 3 years of employment at senior executive level in national armament direct Procurement;

ES 2 Previous experience in major Programme Management (preferably concerning Naval Programmes): contract award and negotiation, relations with industrial and governmental stakeholders;

ES 3 Proven knowledge and experience in Contract & Finance Management, including commercial aspects;

ES 4 A keen awareness and knowledge of defence related National and European structures, Organizations and Industrial contest with sound experience of working and measuring with both governmental official and industrial technical and operational experts;

ES 5 Deep technical competencies and proved experience in the naval systems field and wide experience in their testing, qualification and acceptance processes.

4.2 Desirable:

DS 1 Previous experience in International Programme Management.

DS 2 Experience in Risk Management and Life Cycle Costing and good awareness of the principles of a Quality Management system.

DS 3 Knowledge in applying programme management disciplines in a true Through Life Management sense.

DS 4 Competencies, knowledge and previous experiences in operational requirements development.

DS 5 Sound knowledge of the LSS Programme.

5. Language Requirements

Advanced level of English and Italian, both oral and written.

Adequate knowledge of any other OCCAR language would be an asset.

6. Qualifications/medical certificate

Master of Science in Engineering (MSc-Eng) university degree. Several years of experience in the activities directly related to the described tasks, is highly desirable.

Medical certificate type ‘ability to embark’ or equivalent is essential in order to participate in sea trials.
