1. È stato emanato il bando di concorso per la posizione n. FF 147 di “Technician (Budget Analyst)” nell’ambito della “Finance Division” inserita nella “Support Unit – OE, OI, OL, OM, OT & SOC” (grado B5 – Mar. – Mar.Ord. e gradi corrispondenti), presso l’Agenzia in oggetto con sede di servizio in TARANTO.
2. La durata del mandato è di 3 anni, mentre l’intervista di selezione presso la NSPA, con oneri a carico dell’Agenzia, non è stata ancora fissata ma si svolgerà presumibilmente circa sei settimane dopo la data di chiusura del bando.
3. Le procedure concorsuali per la posizione a bando prevedono la compilazione dell’Application Form e dei documenti accessori esclusivamente online, attraverso il sito web dell’Agenzia.
Pertanto, codesti Organi d’impiego potranno autorizzare il completamento del processo di Application online, entro la data prevista, esclusivamente a valle della formalizzazione delle candidature da parte di questo Stato Maggiore, significando che le candidature del personale dovranno pervenire corredate delle previste schede biografiche entro il 1° marzo 2022.

SUMMARY
The incumbent is functionally responsible to the Chief of Division (FF) through the Chief of Unit for executing the tasks below under the authority of the Financial Controller and carried out according to established policy and guidance from the Finance Directorate (F). He/she is responsible to the Commander of the Southern Operations Centre (SOC) for the operational execution of the financial tasks. More precisely, he/she is responsible for executing the following tasks:
RESPONSIBILITIES
General Responsibilities Creating operational budget document and revision thereto.
Preparing supplemental operational budgets and requesting transfers between items.
Issuing calls for contributions/advances to customers.
Assisting in the preparation of the annual budgets.
Assisting in preparation of the Medium Term Financial Plan (MTFP) including both operational and administrative budgets.
Coordinating customer billing with the customer account statement.
Preparing operational budget and financial reports as required.
Assisting in the verification and processing of vendor invoices.
Assisting with budgetary and financial reconciliations including the reconciliation of Goods Receipt (GRs)/Invoices Receipt (IRs) accounts.
Assisting the Programme Office with financial inputs for the forecast administrative budget.
Executing other related tasks as required in peacetime and any other appropriate tasks assigned in times of crisis or war.
In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of the Agency.
Specific Responsibilities
Assisting the Chief of Unit in resolving financial issues related to the Support Unit daily work.
Assisting in controlling and managing the operational and administrative budgets of the SOC activities.
Contacting customers and vendors as required and preparing customer reports.
Assisting in the review of the financial situation of the organisation supported with the Contingency
Planning and Policy Principal Planning Officers, the Commander, and finance staff concerned (operational and administrative budgets).
Assisting in the preparation of the financial elements for the Joint Formal Acceptance Inspections (JFAI) and the IBAN audit submission in accordance with NATO Security Investment Programme (NSIP) procedures.

Assisting to ensure that there is a financial "audit trail" in his/her area of assigned responsibility to include all documentation required for NSIP audits in addition to standard financial audits of the Allied Command Operations (ACO) projects.
Assisting in the preparation and maintenance of statistics.
Replacing equivalent grade staff in other FF Sections as required.
QUALIFICATIONS
General Qualifications Complete secondary school or equivalent education.
Experience in financial accounting normally acquired as a Junior Technician after five to seven years at the Agency or in a similar organisation.
Knowledge of information systems at end-user level with experience in using personal computers and software packages.
Specific Qualifications
Demonstrated flexibility and practical approaches to executing assigned work based on finance management requirements.
Knowledge of the Agency’s enterprise software (SAP), in particular Financial Accounting (FI)/Funds Management (FM) and Controlling (CO) modules.
Ability and willingness to work in a multi-functional organisation.
LANGUAGE QUALIFICATIONS
NATO's two official languages are English and French. However, the work of this post is conducted in English and therefore fluency in that language is essential.

RÉSUMÉ
Sur le plan fonctionnel, le/la titulaire est responsable envers le chef de la Division des finances (FF), par l'intermédiaire du chef d’unité, de l'exécution des tâches suivantes, sous l'autorité du contrôleur des finances et conformément à la politique générale et aux orientations fixées par la Direction des finances (F). Il/Elle est responsable envers le commandant du Centre d'exploitation sud de l'exécution des tâches financières au niveau opérationnel. Il/Elle exécute, plus précisément, les tâches suivantes :
RESPONSABILITÉS
Responsabilités générales établir le document constituant le budget opérationnel ainsi que les révisions à y apporter ;
établir les budgets opérationnels supplémentaires et demander les transferts entre articles ;
lancer des appels de contributions ou d'avances adressés aux clients ;
aider à élaborer les budgets annuels ;
aider à élaborer le plan financier à moyen terme (PFMT), et notamment les budgets opérationnel et administratif ;
assurer la coordination des factures destinées aux clients et des extraits de comptes clients ;
établir les rapports relatifs au budget opérationnel et les comptes rendus financiers en fonction des besoins ;
aider à la vérification et au traitement des factures des fournisseurs ;
aider au rapprochement des documents budgétaires et des documents financiers, et notamment des comptes "entrée de marchandises" (GR) et "entrée de factures" (IR) ;
aider le bureau de programme à établir les éléments financiers alimentant le projet de budget administratif ;
exécuter d'autres tâches connexes selon les besoins en temps de paix et toutes autres tâches appropriées qui lui seront assignées en période de crise ou en temps de guerre.
En cas de crise ou de guerre, le/la titulaire restera au service de l'Agence, sous réserve de l'accord de ses autorités nationales.
Responsabilités particulières
aider le chef d’unité à régler les questions financières liées aux activités quotidiennes de l'unité de soutien ;
aider à contrôler et à gérer les budgets opérationnel et administratif relatifs aux activités du Centre d'exploitation sud ;
prendre contact avec les clients et les fournisseurs en fonction des besoins et établir des rapports à l'intention des clients ;
aider à vérifier la situation financière du service faisant l'objet du soutien, avec les premiers responsables
"planification" chargés de la politique générale et de la planification de circonstance, le commandant, et le personnel financier concerné (budgets opérationnel et administratif) ;
aider à élaborer les éléments financiers nécessaires aux inspections mixtes de réception définitive (JFAI) et à la préparation des documents à soumettre pour les audits menés par le Collège international des auditeurs externes de l'OTAN (IBAN) conformément aux procédures du Programme OTAN
d'investissement au service de la sécurité (NSIP) ;

aider à veiller à ce qu'il existe une "piste de vérification" financière dans son domaine de responsabilité, et notamment toute la documentation nécessaire aux audits du NSIP en plus des audits financiers ordinaires des projets relevant du Commandement allié Opérations (ACO) ;
aider à élaborer des statistiques et à les tenir à jour ;
remplacer des agents de grade équivalent dans d'autres sections de la Division FF en fonction des besoins.
QUALIFICATIONS
Qualifications générales Études secondaires complètes ou formation équivalente.
Expérience de la comptabilité financière normalement acquise en qualité de technicien adjoint après cinq à sept ans de service au sein de l'Agence ou d'un organisme similaire.
Connaissance des systèmes d'information au niveau de l'utilisateur final, assortie d'une expérience en matière d'utilisation d'ordinateurs personnels et de progiciels.
Qualifications particulières
Souplesse confirmée et esprit pratique attesté dans l'exécution du travail confié en s'appuyant sur les exigences applicables en matière de gestion financière.
Connaissance du progiciel de gestion intégrée de l'Agence (SAP), et en particulier des modules de comptabilité financière (FI), de comptabilité budgétaire (FM) et de contrôle de gestion (CO).
Capacité et volonté de travailler au sein d'une organisation multifonctionnelle.
CONNAISSANCES LINGUISTIQUES
Les deux langues officielles de l'OTAN sont l'anglais et le français. Toutefois, la langue de travail à ce poste étant l'anglais, il est essentiel d'avoir une bonne maîtrise de cette langue.
