PROCEDURE TO REQUEST INTERVENTION
In order to pursue our intention, we proceeded to organize the work, creating from the beginning a procedure to estimate the initial budget, to plan the use of the resources and receive proposals for projects for courses of permanent formation. In this way, the analysis and feasibility study have been organized to be able to approve, evaluate and monitor the qualitative and quantitative profile of the activity which had been effectively carried out according to the identification and revision of any eventual deviation from what had been proposed and then successively approved. On the basis of the budget defined for 2017, a suitable procedure was implemented for the reception, evaluation and approval or refusal of projects of permanent formation which specifically fall into the areas of PMU and CIAM. Specific guidelines have been studied and prepared for the interlocutors and the potential beneficiaries of our collaboration and in accordance with the same, the proposals of the projects and the successive final report of the work carried out are submitted. This system has enabled to set, provisionally, quantitative and qualitative standards such as to allow a common evaluation of the heterogeneity of the proposed initiatives, from different areas for their objective peculiarities and contingencies and their socio-cultural, economical, geopolitical and environmental aspects. In this way, it was possible to carry out an objective feasibility, efficiency and efficacy analysis.
The phases of the procedure are structured in an initial moment of contact, visit and discussion about the object, the nature and the real needs, and also about the ways it would be implemented and the monitoring of the project itself. This informal preparatory step is the prelude to the formulation of a proposal, according to the guidelines provided by PMU, which activates the second phase of analysis and evaluation of whether the project corresponds to real needs and its feasibility. The successive decisional passage has an outcome of approval or refusal of the proposed project. If approved, the amount of financial support is determined not only depending on the annual budget, the value of the project and the sum requested, but also and above all, on the basis of the pertinence within the area of work of PMU. The contributions can also be approved only partially for certain ends within the context of a bigger project.

The investigation is not of a centralized nature, in fact, within the limits of the guidelines, a discussion is established with the applicant institution in order to reach a balanced, shared and feasible solution to implement. The distribution of the contribution is in two phases: the first upon approval and the balance following the final report which is structured ad compiled according to the criteria illustrated by PMU in the guidelines. The final report is submitted to analysis and revision to verify the validity of the contents, the proof of actual expenses and evidence of the results achieved. Where irregularities are found as a result of auditing or objectives are not achieved or expenses are revised, the procedure is to reduce or cancel the balance.
Apart from the contents, particular attention is paid to the objectives, the quantitative aspects, the area of work from a geographical point of view and the themes dealt with, not only in terms of feasibility and effectiveness. With the support of PMU and in order to cover the widest area, both geographically and thematically, within the competence of the Society, we try to briefly answer previously reiterated questions and not run the risk of neglecting others of certain interest and relevance.
The work that has developed during what we can define as the first year of operative application of the five-year program (2017) has seen the receipt of more than 40 proposals of projects ranging from continuing formation to Study Seminars (SSEM). There has been approval for around 20 proposals. Some are in the inquiry phase while others were evaluated as not being pertinent to the field of competence of PMU or not having the necessary requirements. Some of these initiatives have already ended and have obtained the results projected in their proposal. Others are still ongoing as they are pluriannual, in part elaborated in 2017 and in part to be carried out or concluded in 2018. As confirmation of the fruitfulness of the activity which came into effect – ad experimentum – in 2017 and the positive perception of the solid start to the work undertaken, it should be emphasized that during the last phase of the year, further requests to renew the commitment of PMU in other projects have been received. Proposals for formation for 2018 have been submitted, not only by beneficiary entities that have already concluded their first experience of collaboration in 2017 but also by new ones. Until now the situations involved, the thematic areas treated and the geographical zones reached are multiple and capable of covering a wide range of activities as witnessed by the final reports of the projects started and finished during 2017, which are an integral part of this Report. In order to fully understand what has been outlined in the present, a complete reading of the Final Report is necessary.

Le faccio dono del libro celebrativo dei 100 anni della Pontificia Unione Missionaria (PUM) Mission Makes the Church. Inoltre Le includo il Rapporto Annuale PUM CIAM 2016 riguardante le attività svolte dal Segretariato Internazionale della PUM. Come potrà evincere dal testo “Alcune note sulla riforma PUM e CIAM” il quinquennio (2015-2020) sarà totalmente dedicato al lavoro di ascolto e sperimentazione per arrivare ad una adeguata riforma istituzionale del servizio svolto dalla PUM. In accordo con il Cardinal Fernando Filoni, Prefetto della Congregazione per l’Evangelizzazione dei Popoli, lo sforzo di riforma si struttura attorno al servizio di formazione permanente missionaria che la PUM Segretariato Internazionale dovrebbe offrire ai bisogni formativi delle Chiese locali.
Per questo motivo colgo l’occasione per chiedere ai Vescovi, alle loro Conferenze Episcopali, ai Nunzi Apostolici, ai Superiori Religiosi e ai Sacerdoti di farci giungere suggerimenti e proposte di attività di formazione permanente che possano servire i bisogni formativi locali. Il continuo aggiornamento per vescovi, preti, religiosi e religiose (soprattutto coloro che appartengono a congregazioni ancora di Diritto Diocesano) e cristiani laici è dovere impellente di un’adeguata ed efficace evangelizzazione. Il Segretariato Internazionale della PUM presso la Congregazione per l’Evangelizzazione dei Popoli (CEP) è ben lieto di poter collaborare nei contenuti, nell’organizzazione e nei bisogni economici per la formazione permanente missionaria con le Chiese locali ancora legate alla CEP, soprattutto di Africa, Asia e Oceania. Rispettando i reali bisogni locali di formazione e beneficiando delle risorse umane presenti nelle vostre Chiese, la PUM è disposta a riformarsi per questi nuovi servizi alla missione e alla formazione per una pastorale sempre più permanentemente missionaria. Proposte di corsi formativi per la cura permanente della vita spirituale, apostolica, teologica e pastorale possono essere inviate direttamente a [email protected].
Commenti, suggerimenti, valutazioni e proposte saranno sempre bene accolti affinché questa istituzione, ormai centenaria, possa servire la Chiesa secondo il rinnovamento chiestoci dal Vaticano II e oggi da Papa Francesco. I wish to give you as a gift the book commemorating the 100th anniversary of the Pontifical Missionary Union, Mission Makes the Church. I am also including the 2016 PMU CIAM Yearly Report concerning the activities carried out by the PMU International Secretariat. As you can deduce from the text “Some Notes Regarding the Reform of the PMU and CIAM”, the five-year period (2015-2020) will be entirely dedicated to the task of listening and experimentation in order to arrive at a suitable institutional reform of the service which the PMU carries out. In agreement with the Cardinal Prefect of the Congregation for the Evangelization of Peoples, the reform effort is structured around the permanent missionary formation service which the PMU International Secretariat ought to offer to the local Churches’ formative needs.
For this reason, I take this occasion to ask the Bishops, their Episcopal Conferences, the Apostolic Nuncios, Religious Superiors and Priests to send us suggestions and proposals for permanent formation activities that can serve the local formative needs. The ongoing updating of bishops, priests, religious men and women (especially those who belong to congregations that are still of Diocesan Right) and lay Christians is a pressing duty for an adequate and effective evangelization. The PMU International Secretariat at the Congregation for the Evangelization of Peoples (CEP) is very pleased to collaborate in the contents, organization and economic needs of permanent missionary formation with the local Churches that are still linked to the CEP, especially of Africa, Asia and Oceania. In respecting the real local formation needs and benefiting from the human resources present in your Churches, the PMU is willing to be reformed for these new services to the mission and formation for a pastoral care that is more and more permanently missionary. Proposals for formative courses for the ongoing care of spiritual, apostolic, theological and pastoral life can be sent directly to [email protected].
Comments, suggestions, evaluations and proposals will always be welcome so that this institution, which is now 100 years old, can serve the Church in accordance with the renewal requested of us by Vatican II and by Pope Francis today.

Me permito regalarle el libro conmemorativo de los 100 años de la Pontificia Unión Misional (PUM) Mission Makes the Church. Le incluyo también la Relación Anual PUM y CIAM 2016 concerniente a las actividades desarrolladas por el Secretariado Internacional de la PUM.
Como podrá deducir del texto “Notas sobre la reforma PUM y CIAM”, el quinquenio (2015-2020) se dedicará totalmente a oír y experimentar, con el fin de lograr una adecuada reforma institucional del servicio que presta la PUM. De acuerdo con el cardenal Fernando Filoni, Prefecto de la Congregación para la Evangelización de los Pueblos, el impulso de la reforma se estructura en torno al servicio de formación misional permanente que el Secretariado Internacional de la PUM debería ofrecer para cubrir las necesidades formativas de las Iglesias locales.
Por ello aprovecho esta ocasión para pedir a los Obispos, a sus Conferencias Episcopales, a los Nuncios Apostólicos, a los Superiores Religiosos y a los Sacerdotes que nos hagan llegar sugerencias y propuestas de actividades de formación permanente que pudieran ser útiles para las necesidades formativas locales. La actualización permanente de los obispos, sacerdotes, religiosos y religiosas (sobre todo de los que pertenecen a congregaciones aún de Derecho Diocesano) y de los cristianos laicos es un deber imperativo para una evangelización adecuada y eficaz. El Secretariado Internacional de la PUM ante la Congregación de la Evangelización de los Pueblos (CEP) se complace de poder colaborar en cuanto a contenidos, organización y necesidades económicas para la formación permanente misional con las Iglesias locales vinculadas aún a la CEP, sobre todo las de África, Asia y Oceanía. Respetando las necesidades reales de formación y aprovechando los recursos humanos de vuestras Iglesias, la PUM está cada vez más dispuesta a adecuarse a estos nuevos servicios a la Misión y a la formación en pro de una pastoral cada vez más permanentemente misional. Pueden enviarse directamente propuestas de cursos de formación para la atención permanente de la vida espiritual, apostólica, teológica y pastoral a [email protected].
Comentarios, sugerencias, evaluaciones y propuestas serán siempre bien recibidas para que esta institución, ya centenaria, pueda servir a la Iglesia en el espíritu de la renovación que nos pide el Vaticano II y hoy el Papa Francisco. A atualização contínua para bispos, sacerdotes, religiosos e religiosas (sobretudo aqueles que pertencem a congregações ainda de direito diocesano) e cristãos leigos é dever urgente de uma evangelização adequada e eficaz. O Secretariado Internacional da PUM, junto da Congregação para a Evangelização dos Povos (CEP), tem o prazer de colaborar para o conteúdo, a organização e as necessidades financeiras, para a formação missionária permanente com as Igrejas locais ainda vinculadas à CEP, principalmente da África, Ásia e Oceânia. No respeito pelas reais necessidades de formação locais e beneficiando dos recursos humanos presentes nas vossas Igrejas, a PUM está disposta a reformar-se em vista destes novos serviços à missão e à formação, para uma pastoral cada vez mais permanentemente missionária. In agreement with the Superiors of the CEP and the National Directors of the PMS, we are verifying how we can collaborate at the service of the local needs for the permanent formation of the Christian communities, dioceses, ecclesiastical regions and Episcopal conferences. Since 2015, the PMU has been carrying out the work of listening and discernment and, in view of the mission, as of January 2017, it has been collaborating, ad experimentum, with some local Churches in Africa, Asia and Oceania in order to better understand their needs for ongoing formation.
Having listened to and reflected together with some local Churches in Africa, Asia and Oceania, allow me to propose some areas of collaboration for the continuing formation of Christians and pastoral agents in their baptismal commitments to evangelization:
Marriage, family and life related topics (bioethics)
Diocesan clergy (Bishops, priests and permanent deacons and Fidei Donum diocesan priests)
